LOCATION: The proposed project is located, within the City limits of Newport Beach adjacent to the easterly side of Upper Newport Bay. The project length is about 2100-feet. 2. PROJECT DESCRIPTION: The work consists of constructing embankment along the westerly side of Jamboree Road and a 12-foot wide asphalt concrete bike trail. Jamboree Road is classified as a major street on the City's Master Plan of Streets and Highways and the•County's Master Plan of Arterial Highways. The proposed bicycle trail is in conformance with the City's Master Plan of bikeways and the County's Master Plan of bicycle routes. 3. PURPOSE OF PROJECT a) To utilize surplus excavation from other projects within the • City which would otherwise be wasted. There. is a lack of free' or "low cost" borrow material in the vicinity of the project. b) To provide the public with a bikeway which is separated from the - traffic on Jamboree Road. All recent studies have indicated that a bikeway separated from the street is considerably safer and should be provided for whenever possible. c) To provide embankment for proposed future width of Jamboree Road. . 4. DISCUSSION OF ENVIRONMENTAL IMPACTS - a) Land Resources This project will require a 5-foot wide strip of land along the West side of the street. This will extend the embankment into abandoned salt ponds. b) Geologic Hazards Special measures will be required for foundation preparation and embankment construction. When the San Diego Creek Bridges and approach fills were constructed several years ago the special con- trols specified proved to be effective and similar controls will • be required for the proposed widening. if December 12, 1973 ( - `. BASIS FOR NEGATIVE DECLARATION: The -proposed project has been reviewed in conjunction with Sections 15081, 15082, and 15083, Chapter 3 -- Guide- lines for Implementation of the California Environmental Quality Act of 1970, Division 6, Titie 14, California Administrative Code. The project is not in conflict with -environmental plans and goals of the community; it does not have a substantial- and demonstrable negative aesthetic effect; it does not affect rare. and endangered spades of animal or plant life) it does not interfere with movement of:migratory fish or wildlife; and it will not result in a substantial detrimental effect on the air or water quality, or on ambient noise levels for adjoining areas-. Review of the criteria set forth in the above noted sections indicate that the proposed project will not have• a significant environmental impact. CONFORWANCE.WITH CITY GENERAL PLAN The project is in conformance with the City's current Master'Planof Streets and Highways element of the General Plan. The project is also in conformance with the County's Master Plan of Arterial Highways. Jamboree Road is classified as a major street on the City's and County's Master Plan. Standard width for a major street is 128 feet mini- mum. The proposed ultimate width is 132 feet. In areas where bicycle trails are proposed, the street widthwill be increased by 5 feet to 137 feet. A bicycle trail will be constructed along the west side of Jamboree Road between Eastbluff Drive and 400 feet north of San Diego Creek. This trail is a segment of a trail to provide for bike circulation around upper Newport Bay, in conformance with both the City's Master Plan of bikeways and the County's Master Plan of bicycle routes. B.. LAND USE The project will require a 5-foot wide strip of land along the West side of the street. This will require additional fill which will extend into abandoned salt ponds that are presently covered.with salt crystals. The acquisition of the land and construction of •the slope will not have -a significant effect on the use of the adjacent land. C. HUMAN RESOURCES The acquisition of additional right-of-way will not displace any people or buildings. D. ,,E0L0GIC HAZARDS The foundation qualities of the sedimentary soil in the area are very poor. Special measures will be required for foundation preparation and embankment construction. These controls proved to be effective and similar requirements will be used for the proposed widening. The embankment will be obtained from surplus excavation'on other proj- ects within the City. E. -FLOODING, EROSION, OR SILTATION - No water from the roadway will be allowed to flow uncontrolled over the new slope. It is anticipated that a gradual repopulation of plants will occur after construction and erosion will not be significant. F. GROUND* WATER The narrow strip pf widening will not effect the ground water condi- tions. G. NOISE LEVEL Widening of the roadway for bicycles will not change the ambient noise levels for the surrounding levels. H. AIR RESOURCES The widening will not increase or decrease the volume of vehicle emis- sions. I. WATER RESOURCES The widening will not effect the water resources of the area: J. SECONDARY CONSEQUENCES The project would eventually permit the construction of an additional southbound traffic lane. If this were to occur, there appears to be no significant effects. K. SHORT-TERM IMPACTS The short-term impactsanticipated for this project are motorist incon- venience, construction noise, and wind and water soil erosion of the new fill slope until it is stabilized by vegetation. These impacts are not considered to be significant. L. 'SUMMARY The project does not appear to have a significant effect on the environ-, ment.
