HomeMy WebLinkAboutJohn Wayne Parkv CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT ENSIGN VIEW PARK STORM DRAIN 1979 ENVIRONMENTAL REVIEW: NOTICE OF.DETERMINATION A preliminary environmental review of the proposed project for the construction of a storm drain located southerly of Cliff Drive between El Modena Avenue and Fullerton Avenue, has been performed. The review was conducted in accordance with the requirements of the California Environmental Quality Act of 1970,.the State "Guidelines for City's "Policies and Procedures for Implementing the California Environmental Quality Act. The environmental statement has been reviewed and was approved by the City's Environmental Affairs Committee. As a result of the preliminary review, it has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environment. 3. An environmental impact report has not been prepared. Nolan Public Works Department IM:do Att. • CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT ENVIRONMENTAL IMPACT STATEMENT NEGATIVE DECLARATION ENSIGN VIEW PARK STORM DRAIN OCTOBER, 1979 I.: LOCATION The proposed project is located southerly of Cliff Drive between El Modena Avenue. and Fullerton Avenue in the City of Newport Beach. II. PROJECT DESCRIPTION The work consists of constructing approximately 500 feet of 15-inch A.C.P. storm drain connecting an existing surface water collection system in Ensign View Park to an existing 24-inch storm drain that discharges into Newport Bay. III. PURPOSE OF PROJECT The project will prevent flooding to property southerly of Ensign View Park by diverting runoff to an existing 24-inch storm drain. IV. DISCUSSION OF ENVIRONMENTAL IMPACTS A. Land Resources The proposed project is located within City property and a 15-foot storm drain easement. B. Human Resources The project will not affect any existing building or require the relocation of any people. C. Geologic Hazards Extensive grading will not be required. There are no known unique geologic hazards within the project area. D. Flooding, Erosion, and Siltation The existing site is not subject to flooding or siltation. The only excava- tion for this project will be a trench for installation of the storm• drain. The trench will be backfilled to the existing ground elevation. The surplus excavated material will be removed from the job site. Therefore, this item will not be of significance. E. Groundwater There are no known aquifers in the area of the project. 4 F. Noise Level This proposed project will not affect the ambient noise levels of the adja- cent areas. G. Air Resources This proposed project will not affect the air quality of the surrounding areas. H. Vegetation and Animal Life There are no known rare or endangered species of animal or plant life within or adjacent to the project area. Short -Term Impacts The only short-term impacts anticipated are those associated with construc- tion. They are such items as noise and inconvenience during construction. These impacts do not have a significant effect on the environment. Summary The project does not appear to have a significant effect on the environment. V. BASIS FOR NEGATIVE DECLARATION The proposed project has been reviewed in 15082 of Article 7, Chapter 3 (Guidelines Environmental Quality Act of 1970), Title trative Code. I.
