PROJECT LOCATION, DESCRIPTION AND PURPOSE A. Location The proposed project is located adjacent to the entrance to Lido Peninsula. The limits of the project are: Lafayette Avenue from 29th Street to 32nd Street; 31st Street from Villa Way to Lafayette Avenue; Lido Park Drive from Lafayette to 325 feet easterly of Lafayette; and the intersection of 30th Street with Villa Way. An exhibit is attached showing the location. B. Description The project proposes:%)».\ 1. Reconstruction of afayette Avenue from 32nd Street to 29th Street. 2. Reconstruction of 29th Street from 50-feet west of Lafayette Avenue to the street end at the Rhine. 3. Reconstruction of 31st Street from Villa Way to Lafayette Avenue. 4. Reconstruction of the intersection of 30th Street with Villa Way. 5. Regrading and resurfacing of alleys along Lafayette Avenue as required. The above listed work will require the construction of new pavement, concrete curb and gutter, sidewalk and drive approaches, a storm drain system and a street light system. C. Purpose The purpose of this project is to augment the construction of street L,Do CONdOMFN(U/✓! improvements required as conditions of approval for Use Permits No. 1482 7 and 1521, approved June 18, 1970 and June 3, 1971 respectively, to effect C/aNNl 3 of 6 street grade changes on Lafayette Avenue to correct drainage and improve grades through street intersections. The proposed project is essentially a maintenance project. II. ENVIRONMENTAL IMPACT A, Existing Conditions The existing land use adjacent to the proposed project is predomin- inantly commercial; with the exception of the northerly side of Lido Park Drive which is developed with an apartment building complex. The surface drainage along Lafayette Avenue is very poor, with ponding occurring along the westerly side of Lafayette Avenue in the vicinity of 31st Street. During periods of high tides, the intersections of Villa Way with 30th and 31st Street are subject to flooding. There are no historical landmarks within the limits of this project. A portion of a private dock which extends over into 'a prolongation of 29th Street into The Rhine is available for public use. This facility is maintained by the private owner. B. Other Planning Lafayette Avenue is classified as a proposed secondary street (4 lane - undivided) on the City's Master Plan of Streets and Highways. On July 29, 1971, the Council adopted Resolution 7489 which established Lafayette Avenue, from 28th Street to Lido Park Drive, as a northbound one-way street and Villa Way, from 32nd Street to 28th Street, as a southbound one-way street. The one-way street plan was adopted as a substitute to acquisition of con- siderable commercial property to widen Lafayette Avenue. This one-way plan has been successful and it is probable that Lafayette Avenue will never be widened to a secondary street and will eventually be removed from the Master Plan of Streets. • • 4of6 The intersection of Villa Way wi-th 29th Street will be modified by a future project to smooth the one-way flow on Villa Way and further enhance the existing one-way couplet. C. Impacts The proposed project does not affect any existing buildings or require the relocation of any people; and will be constructed within the existing right-of-way. The environmental impacts are as follows: 1. Water Quality The areas of concern relative to impact on water quality a're as follows: a. Water Pollution No pollution is anticipated as a result of the contractor's operations. It is anticipated that some pumping to dewater the excavations for installation of the storm drain system will be required. As these excavations will be shallow, (about 6-foot maximum) and are close to the Bay, the quality L of the water pumped from the excavation should be equivalent d to that in the Bay. b. Sedimentation No silting is anticipated as a result of the proposed project. 2, Air Quality The present air quality in the project area is good. There are presently emissions from vehicles using the existing street. A reduction in emissions should occur whether the project is con- structed or not due to adopted vehicle emission requirements. There should not be any abnormal odors from the excavations during construction as they are shallow and above the zone of anerobic decomposition. 5 of 6 3. Noise Effect The proposed project will neither increase nor decrease the level of noise in the area. 4. Vegetation The proposed project will not affect any existing vegetation in the project area. III. UNAVOIDABLE ADVERSE ENVIRONMENTAL EFFECT There are no adverse effects to the environment. IV. ALTERNATIVES Alternatives to the proposed project are as follows: Alternative A - Do Nothing A no -project alternative is inconsistent with the long term goal of gradual correction of drainage problems. With this alternative, the street improvements required under the use permits would still have to be con- structed; however, the street grades and storm drain system could not be adequately adjusted to provide the most feasible solution for drainage. In addition, resurfacing of the street would still be required. Alternative B - Widen Lafayette Avenue to Secondary Street Standards This alternative is not necessary or feasible. The widening would require the acquisition of considerable commercial property at great expense to the public. The one-way couplet, since its establishment in mid 1971 appears to be an acceptable alternative. V. RELATIONSHIP BETWEEN LOCAL SHORT-TERM ENVIRONMENTAL USES AND(MAINTENANCE AND ENHANCEMENT OF LONG-TERM PRODUCTIVITY The local short-term environmental use is consistent with future long-term productivity as they are the same; i.e., to provide people with a safe and comfortable means of circulation within the project area. 6 of 6 VI. IRREVERSIBLE AND IRRETRIEVABLE COMMITMENTS OF RESOURCES This project will have no long-term irreversible or irretrievable effects on the commitments of resources in the City.
