ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION
A preliminary environmental review of the proposed project to•construct a
five-foot wide•, cantilevered pedestrian walkway addition to the north side of
the Lido Island Bridge, in the City of Newport Beach, has been completed. The
review was conducted in compliance with the requirements of the California
Environmental Quality Act of 1970, the State Guidelines for Implementation of
same, and the City's "Policies and Procedures for Implementing the California
Environmental Quality Act."
As a result of the preliminary review, it has been determined that:
1. The project is approved.
2. The project will not have a significant effect on the environment:.
3. An Environmental Impact Repart has not been prepared. A Negative
Declaration has been prepared and is attached hereto.

NEGATIVE DECLARATION
by
Public Works Department
City of Newport Beach
1. Location: The proposed project is in the City of Newport Beach on the bridge
leading to Lido Island.
2. Project Description: The work consists of adding a five-foot wide cantilevered
pedestrian walkway to the northerly side of the existing. bridge. The new facil-
ity will be attached to the existing structure without the addition of new pil-
ing supports.
3. Purpose of Project: To provide a separate pedestrian walkway so that bicyclists
may use the existing sidewalk across the bridge instead of having to share the
narrow roadway with motor vehicles.
4. Discussion of Environmental Impacts:
a. Short -Term Impacts: The vertical clearance for navigational purposes - will be impaired during construction. Some boats may have to go around
Lido Island 'during the construction period.
b. Aesthetic: The view from the northerly side of the bridge will be
improved.
5. Basis for Negative Declaration: The.proposed project has been reviewed in
conjunction with Sections 15081, 15082, and 15083, Chapter 3--Guidelines for
Implementation of the California Environmental Quality Act of 1970, Division
6, Title 14, California Administrative Code. The project is not in conflict
with environmental plans and goals of the community; it does not have a sub-
stantial and demonstrable negative aesthetic effect; it does not affect rare
and endangered species of animal or plant life; it does not interfere with
movement of migratory fish or wildlife; and it will not result in a sub-
stantial detrimental effect on the air or water quality, or on ambient noise
levels for adjoining areas. Review ofthe criteria set forth in the above -
noted sections indicates that the proposed project will not have a signifi-
cant environmental impact. -

Fact Sheet to Determine if Project has
.Significant Environmental Effect
A. PROJECT DESCRIPTION:
The project consists of adding a five foot wide pedestrian walkway to the
northerly side of the existing Lido Island Bridge. This will allow the exist-
ing sidewalk areas on either side of the bridge to be used for bicycle traffic
and eliminate the conflict between bicycles and motor vehicle's in the roadway.
The proposed project will cantilever the walkway from the existing structure.
No additional supports will be required to be placed in the channel or tideland
area. The vertical and horizontal clearances under the existing structure will
not be changed.
Three sodium vapor light standards will be installed to light the walkway. A
portion of the existing northerly bridge railing will be removed to compensate
for the additional weight of the walkway. A hard anodized aluminum railing
will be installed on the walkway.
This project was requested by the Lido Isle Community Association.
B. CONFORMANCE WITH CITY"S GENERAL PLAN:
The City's adopted Master Plan of Bikeways includes a secondary bikeway across
the Lido Island Bridge. This project will help to implement this plan by pro-
viding a separation between bicyclists and pedestrians.
C. LAND USE:
The Lido Island Bridge is the sole access to Lido Island for motor vehicles,
pedestrians and bicyclists. The bridge crosses the West Lido Channel.
Both approaches to the bridge are in a street right of way passing over City
owned land.
D. HUMAN RESOURCES:
All right of way to be used is publicly owned with no residences. No one is to
be displaced.
E. GEOLOGIC HAZARDS:
There are no known unique geologic hazards within the project area.
F. FLOODING, EROSION OR SILTATION:
The project will not affect drainage flows in and around the bridge. It will
not alter existing slopes or create new slopes.
G. GROUNDWATER:
The work will not require any operations which will affect groundwater conditions.
H. NOISE LEVELS:
The addition of the walkway to the bridge should not alter the ambient noise
levels in the area since the facility is for pedestrians. The construction act-
ivities will create a short term (approximately 30 days) increase in noise levels.
I. AIR RESOURCES:
The project will not increase or decrease the volume of vehicle emissions.
J. WATER RESOURCES:
This project should not affect the water resources of the area.
K. CULTURAL RESOURCES:
Since the bridge addition is being constructed on a relatively recent man-made
structure and abutment fill (1934), there are no known archaeological or paleon-
tological resources affected.
L. AESTHETICS:
The design concept of the bridge has been presented to the Lido Isle Community
Association for review and comment as to aesthetics. They have approved the
design as submitted.
M. SECONDARY CONSEQUENCES:
The project will improve the visability of the bay from the northerly side of
the bridge. People driving across the bridge will be able to enjoy an improved
view of the bay.
N. SHORT TERM IMPACTS:
It is anticipated that the construction of the addition will be accomplished by
suspending scaffolding under the bridge to create a working platform' for the
installation of the cantilever I beams. During this portion of the project the
navigational vertical clearance will be impaired. The term of this impairment
will be published in "Notice to Mariners" by the Coast Guard. This obstruction
will be lighted at night to allow boaters to be aware of the vertical clearance.
A net will be installed below the working area to catch any debris which might
fall from the construction area.
M. SUMMARY:
The project does not appear to have a significant effect on the environment and
should be an overall benefit to the community.
