ENVIRONMENTAL STATEMENT
NEGATIVE DECLARATION
1. Location: The proposed project is in the Lower Newport Bay
in the City of Newport Beach.
2. Project Description: The project is a permit for the
installation, maintenance and modification of residential
boat docks (ramps, floats, pilings, and cantilevered decks).
3. Purpose of Project: The purpose of this project is to provide
for a less cumbersome permit processing procedure.
4. Discussion of Environmental Impacts
The proposed project is consistent with the City General
Plan policies, requires no additional right-of-way, and will
not cause the relocation of any people or disturbance to any
building. The quality of water in Newport Bay will not be
altered and there will be no additional noise or pollution
as a result of this project.
The individual periodic installation,modification,and
maintenance of a boat dock will not have a long-term,
irreversible or irretrievable affect on the environment
and no significant short-term effects. Temporary impacts
during and immediately subsequent to construction of the
project will not be to the disadvantage of long-term
environmental goals of protecting and preserving invaluable
harbor shoreline.
5. Basis for Negative Declaration
The proposed project has been reviewed in conjunction
with Sections 15081, 15082, and 15083 of the "Guidelines for
Implementation of the California Environmental Quality Act
of 1970". Criteria set forth in these sections indicate
that the project will not have a substantial and demonstrable
negative aesthetic effect; it does not conflict with environmental
plans and goals of the community; it does not affect rare
and endangered species of animal or plant life; it does not
interfere with movement of migratory fish or wildlife; and it
will not result in a substantial detrimental effect on the air
or water quality, or on ambient noise levels for adjoining areas.

TO DETERMINE IF PROJECT HAS
SIGNIFICANT ENVIRONMENTAL EFFECT
A. Conformance with City Goals
This project conforms to the City objective "to ensure
the protection and enhancement of the harbor and ocean
waters . . . in.a manner that will ensure their availability
for continued public use and enjoyment".
B. Land Use
Land use adjacent to the project is residential. This
project involves no change in use of the land or water area.
C. Human Resources
The project does not effect any existing building or
require the relocation of any people.
D. Geblogic Hazards
Liquefaction is a potential hazard in the project area.
However, the project will not effect the damage potential of
this hazard, nor will liquefaction effect the design of the
boat docks.
E. Flooding and Water Quality
There will be no change in any runoff patterns adjacent
to the project.
No pollution is anticipated as a result of installation
or modification to boat docks within this project.
F. Noise Level
The project will neither increase nor decrease the level
of noise in the area.
G. Air Resources
The project will not effect air quality.
H. Vegetation and Animal Life
There are no known rare or endangered species of animal
or plant life in the project area. The project should not
significantly effect the marine life in the area.
I. Natural Resources
The project will not significantly effect the navigability
of the harbor.

J. Long -Term Impacts
This project will have no long-term, irreversible or
irretrievable effects on the commitments of resources in the
City.
K. Short -Term Impacts
The only short-term impacts anticipated are those
associated with any similiar construction project. They are
such things as noise and restricted access within the construction
area, and disturbance of the bottom during pile installation.
These impacts are not considered to have a significant effect
on the environment.
L. Summary
This project does not appear to have any significant
adverse environmental effects.
