of the notice of determination and the EIR negative declaration for
the subject improvements.
The Public Works Department will supply the Committee with
any additional information which may be required to make findings
and recommendations in this matter.
The tentative project schedule calls for construction to
start in fall of 1978. Final design is nearing completion.

ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION
A prelimary environmental review of the proposed project to improve
Ford Road and the intersection of MacArthur Boulevard and Ford Road in the
City of Newport Beach, City of Irvine, and the County of Orange has been com-
pleted. The review was conducted in compliance with the requirements of the
California Environmental Quality Act of 1970, the State Guidelines for Implemen-
tation of 'same, and the City's "Policies and Procedures for Implementing the
California Environmental Quality Act."
As a result of the preliminary review, it has been determined that:
1. The project is approved.
2. The project will not have a significant effect on the environment. •
3. An Environmental Impact Report has not been prepared. A Negative
Declaration has been prepared and is attached hereto.

1. PROJECT LOCATION: The proposed project is located on Ford Road from approxi-
mately 600 feet west of to 450 feet east of MacArthur Boulevard. The new
intersection will be approximately 50 feet south of the present intersection.
2. PROJECT DESCRIPTION: The work consists of the widening and realignment of
Ford Road, widening of MacArthur Boulevard at the intersection, installation
of an upgraded signal system, and construction of bicycle trail facilities.
3. PURPOSE: This project will provide a "free flow" operating condition at
the intersection for anticipated 1980 traffic volumes and in addition, will
upgrade Ford Road to existing standards for primary arterial highways. The
proposed construction is in accordance with planned development of the
County of Orange --Master Plan of Arterial Highways; the City of Irvine --
Master Plan of Highways; the City of Newport Beach Circulation Element --
Master Plan of Streets and Highways; and the City of Newport Beach --Master
Plan of Bikeways.
4. DISCUSSION OF ENVIRONMENTAL IMPACTS:
a. Land Resources
The project will require the acquisition of four parcels of land com-
prising approximately 1.7 acres. This acquisition will not adversely
affect the properties involved. The remainder of the project is on
established public right-of-way.
b. Human Resources
This project will have no effect on human resources.
5. BASIS FOR NEGATIVE DECLARATION:
The proposed project has been reviewed in conjunction with Sections 15081
and 15082 of Article 7, Chapter 3 (Guidelines for Implementation of the
California Environmental Quality Act of 1970), Title 14, Division 6 of the
California Administrative Code.
The criteria set forth in the above sections indicate that the proposed
project will not have a significant environmental impact. A copy of an
informational fact sheet is attached for reference hereto.

FACT SHEET TO DETERMINE IF PROJECT HAS SIGNIFICANT ENVIRONMENTAL EFFECT
A. Conformance with City, County, and State General Plans
This project is in conformance with the City of Newport Beach Circulation Ele-
ment of the General Plan, the City of Irvine Master Plan of Highways, the City
of Newport Beach Master Plan of Bikeways, and Orange County's Master Plan of
Bikeways, and Orange County's Master Plan of Arterial Highways. The project
is also in conformance with required upgrading to MacArthur Boulevard (State
Route 73). Ford Road is classified as a primary arterial highway on all
Master Plans.
B. Land Use and Aesthetics
Construction of this project will require the acquisition of right-of-way on
both the north and south sides of Ford Road and on both the east and west sides
of MacArthur Boulevard. An exhibit is attached which denotes the parcels to
be acquired. The remainder of the work is within established public right -of=
way.
C. Geologic Hazards and Grading
The project lies in an area of possible ground shaking, which is not a signifi-
cant geologic hazard. Extensive grading will not be required. The grading
required to create the road is approximately 5,000 cubic yards.
D. Human Resources
This project will not require the relocation of any residents and will not
affect human resources.
E. Flooding, Erosion, and Siltation
Project planning calls for.construction of this project during the late spring
and summer months after the normal rainy season in this region. Construction
during those periods should preclude the possibility of flooding, erosion,
and any subsequent siltation of materials. The project specifications and
special provisions will require the contractor to employ erosion control mea-
sures during construction to further reduce the possibility of siltation.
F. Groundwater
There are no known aquifers in the project area.

G. Noise. Level
During construction, noise levels may rise due to operations which are necessary
to construct the project; however, these operations will be limited to normal
working hours to ensure a minimum of disturbance to neighboring residents, com-
mercial and industrial establishments. The operations will cease upon project
completion.
H. Archeological and Paleontological Sites
There are no known archeological or paleontological sites within the project
limits. However, should grading operations encounter significant fossils or
artifacts, construction scheduling will be altered in line with Council Policy
to allow sufficient time for investigation and recovery of finds.
I. Air Resources
This project will not affect the air quality of this region. Dust control
measures will be required during construction under the project specifications..
J. Vegetation and Animal Life
There are no known rare or endangered species or habitats of such species of
animal or plant life within or adjacent to the project area. All vegetation
removed to facilitate construction will be replaced in kind under the construc-
tion contract.
K. Secondary Consequences
It has been determined that no secondary consequences will arise from the
minor primary consequences associated with this project.
L. Short -Term Impacts
The only short-term impacts anticipated are the following: construction noise
and motorist inconvenience during construction. These impacts are not con-
sidered to have a significant effect on the.environment.
M. Summary
This project does not appear to have a significant effect'on the environment.
