The review was conducted in accordance with the requirements of the California Environmental Quality Act of 1970, the State "Guidelines for Implementation of the California Environmental Quality Act of 1970," and the City's "Policies and Procedures for Implementing the California Environmental Quality Act." The environmental statement has been reviewed and was approved by the City's Environmental Affairs Committee. As a result of the preliminary review, it has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environment. 3. An environmental impact report has not been prepared. CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT MAIN STREET -BAY AVENUE SEWAGE PUMPING STATION NEGATIVE DECLARATION BY CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT OCTOBER, 1980 1. PROJFCT LOCATION• The proposed sewage pump station is located at the intersection of Main Street with Bay Avenue on the Balboa Peninsula in the City of Newport Beach. 2. PROJECT DESCRIPTION.: The project consists of the installation of a small pumping station in two new -Wholes -in Bay Avenue; the re- placement of a collapsed Portland cement concrete sewer with a shallower vitrified clay pipe sewer in the alleys in the city block bounded by Main'Street, Bay Avenue, "A" Street, and Balboa Boulevard; repairs to existing sewer manholes; and the repaving of the alleys in the above -described city block with Portland cement concrete pavement. 3. PROJECT GOALS. The purpose of the project is to replace an emer- gency bypass pumping system that was installed to bypass the deep sewer in the above -described city block when the sewer collapsed. Because of the depth of the sewer, the sandy soil, the narrowness of the alley, and the weight of the adjoining buildings, it is not feasible to replace the deep gravity sewer that collapsed. It is therefore necessary to lift the sewage into new shallow sewers to be constructed in the alley between Main Street and "A" Street. Ground water pumped out during construction will be desilted, treated with chlorine to remove sulfides; and then discharged into a County Sanitation District No. 5 trunk sewer in Balboa Boulevard. EFFECT ON THE ENVIRONMENT: There will be no significant long- term irreversible or irretrievable effects on the environment. There will be minimal, acceptable short-term disturbances of the environment during construction. 5. BASIS FOR NEGATIVE DECLARATION: This project is consistent with . the General Plan of the County of Orange and the General Plan of the City of Newport Beach and would not have a significant effect on the environment. 6. INITIAL STUDY: The City of Newport Beach Utilities Department has prepared this Negative Declaration and its Initial Study in accordance with Article 7, Chapter 3, Guidelines for Imple- mentation of the California Environmental Quality Act of 1970. Copies of the Initial Study may be obtained from said depart- ment during normal business hours.
