Irwin Miller Administrative Assistant IM:kf CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT GROIN CONSTRUCTION BETWEEN MARINE AVENUE AND GRAND CANAL ON BALBOA ISLAND ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION A preliminary environmental review of the project for Groin Con- struction between Marine Avenue and Grand Canal on Balboa Island has been performed. The review was conducted in accordance with the require- ments of the California Environmental Quality Act of 1970, the State "Guidelines for Implementation of the California Environmental Quality Act of 1970," and the City's "Policies and Procedures for Implementing the California Environmental Quality Act." The environmental statement has been reviewed and was approved by City's Environmental Affairs Committee. As a result of the preliminary review, it has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environment. 3. An environmental impact report has not been prepared. Nolan Public Works Director BBN:kf 4-4-85 R GROIN CONSTRUCTION BETWEEN MARINE AVENUE AND GRAND CANAL NEGATIVE DECLARATION BY CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT 1. PROJECT LOCATION: The groins are proposed for construction along the 1400 block of South Bay Front between Marine Avenue and the Grand Canal of Balboa Island. The groins will extend bayward approximately 60 feet from the bulkhead. 2. PROJECT DESCRIPTION: Three 60-foot-long groins are proposed to be built approximately 60 feet apart from each other. The groins will be constructed from timber which has been treated to minimize future marine borer infesta- tion. The top of groin elevation will be 7.0 feet MLLW, as compared to the ad- jacent top of bulkhead elevation of 8.7 feet MLLW. The groins will be freestanding; that is, entirely supported by embedment in the beach sand. 3. PROJECT GOALS: The proposed groins will prevent further loss of beach sand and, with time, should cause sand accretion and restoration of the former beach width. This accretion will be beneficial (1) to assure the integrity of the public bulkhead and protect the adjacent public walkway, (2) to restore the adjacent public beach recreational area, and (3) to protect adjacent privately owned piers and residences. 4. EFFECT ON THE ENVIRONMENT: There will be no significant long-term irre- versible or irretrievable effects on the environment. There will be minimal, acceptable short-term disturbances of the environment due to construction activity. 5. BASIS FOR NEGATIVE DECLARATION: This project is consistent with the General Plan policies of the City of Newport Beach and could not have a significant effect on the environment. 6. INITIAL STUDY: The City of Newport Beach Public Works Department has p repared this Negative Declaration and its Initial Study in accordance with Article 7, Chapter 3, Guidelines for Implementation of the California Environmental Quality Act of 1970. Copies of the Initial Study may be ob- tained from said department during normal business hours. Benjamin B. CONFORMANCE WITH THE GENERAL PLAN This project is in accord with the General Plan of the City of Newport Beach; in particular, the "Conservation of Natural Resources Element" and the "Recreation and Open Space Element." 2. ENVIRONMENTAL CHECKLIST FORM An Environmental Checklist Form (attached) has been completed as a portion of this study. The following statements, referenced to questions presented on the checklist, explain all "yes" and "maybe" answers: 1.c. The wooden groins, each approximately 60 feet long, will extend into the beach from the South Bay Front bulkhead. At the bulkhead the groins will project approximately 3 feet above the present sand line. At the bayward end the groins will project approximately 8 feet. Such construction should halt further loss of public beach sand in the vicinity. The groin construction will cause an eventual sand accretion at the bulkhead and at the bayward end of approximately 2 additional feet and 4 additional feet, respectively. 3.a. Bay wave and harbor entrance surge energy which is presently cusping away beach sand will be broken by the presence of the proposed groins. The net effect will be the retention and eventual accretion of beach sand in the vicinity of the groins. 18. Inasmuch as the proposed groins will eventually project from 1 to 5 feet above the beach under average sand conditions, the proposal may be considered by some to be aesthetically offensive. However, the eventual accretion of beach sand may be considered aesthetically pleasing at the same time. 19. The proposed groin construction should restore a public beach recreational area and assure the integrity of the public bulkhead which protects the public walkway around Balboa Island. 3/5/85 •VIRONMENTAL CHECKLIST FORM' I.
