The Public Works Department will supply the Committee with any additional information which may be required to make findings and recom- mendations in this matter. CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT BLUFF RESTORATION NEAR NARCISSUS AVENUE PRODUCED ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION A preliminary environmental review of the project for the Bluff Restora- tion Near Narcissus Avenue Produced has been performed. The review was conducted in accordance with the requirements of the California Environmental Quality Act of 1970, the State "Guidelines for Implementation of the California Environmental Quality Act of 1970," and the City's "Policies and Procedures for Implementing the California Environmental Quality Act." The environmental statement has been reviewed and was approved by City's Environmental Affairs CommiiHbe. ! 4 t As a result of the preliminary review, it has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environment. 3. An environmental impact report has not been prepared. A Negative Declaration has been prepared and is attached hereto. Benj min B .Nolan Public Works Director BBN:jw 11-16-84 BLUFF RESTORATION NEAR NARCISSUS AVENUE PRODUCED NEGATIVE DECLARATION BY CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT 1. PROJECT LOCATION: The bluff restoration will occur below Inspiration Point, south of Ocean Boulevard near Narcissus Avenue produced in Corona del Mar. 2. PROJECT DESCRIPTION: An ocean -facing cave -tunnel at the base of Inspiration Point bluff poses an attractive nuisance to the public, and progressive erosion of the bluff through the cave -tunnel may be endangering the integ- rity of Inspiration Point bluff trail to the Corona del Mar State Beach. The cave -tunnel will be bulkheaded and backfilled with concrete, as will the eroded area of the adjacent bluff. The slope surface of the trailside eroded area will be a soil -cement mixture, stabile and capable of sustain- ing plant growth. All exposed concrete and soil -cement will be blended in color and texture to match that of the adjacent natural material. An asphalt curb will be extruded along the existing trail to restrict storm runoff to the trail. A concrete splash pad will be built at the bottom of the trail to protect against erosion of the beach and trail. i 1 t 3. PROJECT GOALS: The project will provide mitigation of an attractive nuisance; restoration of the integrity of Inspiration Point bluff trail to the Corona del Mar State Beach and the public sewer main thereunder; erosion protection for the bluff to Corona del Mar State Beach; and erosion protection along the base of the trail. 4. EFFECT ON THE ENVIRONMENT: There will be no significant long-term irre- versible or irretrievable effects on the environment. There will be minimal, acceptable short-term distrubances of the environment due to construction activity. 5. BASIS FOR NEGATIVE DECLARATION: This project is consistent with the General Plan Policies of the City of Newport Beach and could not have a significant effect on the environment. 6. INITIAL STUDY: The City of Newport Beach Public Works Department has pre- pared this Negative Declaration and its Initial Study in accordance with Article 7, Chapter 3, Guidelines for Implementation of the California Environmental Quality Act of 1970. Copies of the Initial Study may be obtained from said department during normal business hours. Benjamin B.
