PACIFIC COAST HIGHWAY AT NEWPORT BOULEVARD
ENVIRONMENTAL REVIEW - NOTICE OF DETERMINATION
A preliminary environmental review of the proposed project to
construct a 12-inch water main across Pacific Coast Highway
at Newport Boulevard, in the City of Newport Beach, has been
completed. The review was conducted in compliance with the
requirements of the California Environmental Quality Act of
1970, the State "Guidelines for Implementation of the Cal- •
ifornia Environmental Quality Act of 1970", and the City's
"Policies and Procedures for Implementing the California
Environmental Quality Act".
As a result of the preliminary review, it has been determined
that:
1. The project is approved.
2. The project will not have a significant effect on
the environment.
3. An Environmental Impact Report has not been prepared.
A Negative Declaration has been prepared and is
attached hereto.

and the Environmental Fact Sheet for the subject improvements.
The Public Works Department will supply the committee with
any additional information which may be required to make findings and
recommendations in this matter.
The project has been designed and the tentative project
schedule calls for construction to start in ,the=fa]],i1976.

NEGATIVE DECLARATION
BY

CITY OF NEWPORT BEACH
1. Location: The proposed project is located within the City limits of
Newport Beach.
2. Project Description: The work consists of the installation of approxi-
mately 80 feet of 12-inch water main across Pacific Coast Highway easterly
of Newport Boulevard. Jacking of approximately 50 feet of 24-inch steel
casing will be required under the Highway.
3. Purpose of Project:
a. To provide adequate capacity for the existing deficient system.
b. To provide greater operational flexibility and safety.
4. Discussion of Environmental Impacts:
a. Land Resources
The proposed water main will be located within an existing dedicated
easement for water line purposes and the State Highway right-of-way.
b. Geologic Hazards
There are no known unique geologic hazards in the project area.
c. Secondary Consequences
1. The project will not affect the present water usage.
2. The project will neither encourage nor be detrimental to
future development.
5. Basis for Negative Declaration
The proposed project has been reviewed in conjunction with Sections 15081,
15082, and 15083, Chapter 3--Guidelines for Implementation of the Calif-
ornia Environmental Quality Act of 1970, Division 6, Title 14, California
Administrative Code. The project is not in conflict with the environmental
plans and goals of the community; it willnot have any aesthetic affect
in the area; it will not affect animal or plant life; and it will not
affect the air quality, water quality, and the ambient noise levels of the
adjoining areas. Review of the criteria set forth in the above noted sec-
tions indicates that the proposed project will not have a significant
environmental impact. A copy of the informational fact sheet is attached
for reference.

TO DETERMINE IF PROJECT HAS SIGNIFICANT ENVIRONMENTAL EFFECT

CITY OF NEWPORT BEACH
A. Conformance with City General Plan
The proposed water main will loop an existing dead end section of the
present system, providing greater operational flexibility and increased
capacity on the north side of Pacific Coast Highway. This project will
be in conformance with the City's General Plan.
B. Land Use
This project will not require any additional right-of-way. Construction
will be in an existing easement and within the State Highway right-of-way.
The land use on the south side of Pacific Coast Highway is presently zoned
C2--professional offices, retail and wholesale stores. On the north side
it is zoned C2H--essentially the same as C2.
The frontage is presently fully developed.
C. Human Resources
The project will not require the relocation of any people.
D. Geologic Hazards
Extensive grading will not be required. There are no known unique geologic
hazards within the project area.
E. Flooding, Erosion or Siltation
The only excavations for this project will be a jacking pit on the north
side of the Highway and a tapping pit on the south side.
A 24-inch steel casing will be jacked under the State Highway roadway.
All excavations will be backfilled to previously existing grade, Surplus
excavated material will be removed from the job side. Therefore, this
item will not be of significance.
F. Ground Water
Ground water is not expected to be encountered at the proposed flow line
of the new pipeline; however, because bf the proximity of the project to

Newport Bay, ground water can be expected at lower elevations in this
area. If it becomes necessary to dewater the construction site, permission
will be obtained from the County Sanitation District to discharge into the
adjacent sanitary sewer system.
G. Noise Level
The proposed project will not affect the ambient noise levels of the adja-
cent areas.
H. Air Resources
The proposed project will not affect the air quality of the surrounding
areas.
I. Water Resources
The proposed project will not affect the water resources in the area.
J. Secondary Consequences
The proposed project will not increase or decrease the amount.of water used
within the City. The reliability of water service in the adjacent area would
be increased and would be an important factor in determining the City's fire
insurance rates.
K. Short -Term Impacts
The only short-term impact anticipated would occur during construction hours.
Motorists would encounter some inconvenience in the traveled lanes on the
State Highway due to the excavations required for the jacking and tapping
operations. A moderate amount of construction equipment activity and noise
is anticipated. These impacts are not considered to be significant.
L. Summary
The proposed project does not appear to have a significant effect on the
environment.

Pacific Coast Highway and across said Highway to a paint of connection
just northerly of the southerly curb line of said Highway. Jacking of
approximately 65 feet of steel casing will be required under the High-
way.
3. Purpose of Project:
a. To provide adequate capacity for the existing deficient system.
b. To provide greater operational flexibility and safety.
4. Discussion of Environmental Impacts:
a. Land Resources
1. The proposed water main will be located within an existing
dedicated easement for water line purposes and the State
Highway right-of-way.
2. A temporary construction easement will be required for jacking
operations on the north side of the Highway.
b. Geologic Hazards
There are no known unique geologic hazards in the project area.
c. Secondary Consequences
1. The project will notaffect the present water usage.
2. The project will neither encourage nor be detrimental to future
development.
