NAME OF PROJECT: "Arthur Mello Bait Receiver" - Newport Harbor
PROJECT LOCATION: NEWPORT HARBOR - Newport Beach, CA
PROJECT DESCRIPTION: The proposed consists of a live bait receiver to be
located approximately 500 feet to the south of the east end of Balboa
Island. The live bait receiver would be located 200 feet outside of the
moored vessels. The structure would be 56 feet long and 15 feet wide with
five bait wells each 8 feet deep.
FINDING: Pursuant to the provisions of City Council Policy K-3 pertaining to
procedures and guidelines to implement the California Environmental Quality
Act, the Environmental Affairs Committee has evaluated the proposed project
and determined that the proposed project will not have a significant effect
on the environment.

MITIGATION MEASURES
BAIT RECEIVER - ARTHUR MELLO
1.' All lighting should be limited to that necessary for
navigational safety.
2. There should be no on board generatores, compressors or
similar noise generating equipment.
3. The proposed project should be located and developed substantially
as depicted in the project description prepared by the applicant.
4. Appropriate permits from the Army Corp of Engineers, Regional
Water Quality Control Board and if necessary the Coastal Comm-
ission should be issued prior to development of the project.
5. All signs on the project vessel should be approved by the Marine
Safety Department.
