ENVIRONMENTAL IMPACT STATEMENT
NEGATIVE DECLARATION
EXTENSION OF WOOD GROINS AT
LIFEGUARD HEADQUARTERS
1. Location: The proposed project is located in the City of Newport Beach adjacent
to the Newport Pier on the Peninsula. An exhibit is attached showing the location
of the project.
2. Project Description: The project proposes constructing wood extensions on the
seaward end of the four existing wood groins adjacent to the Newport Pier. Three
of the extensions will be 24 feet long, the fourth 48 feet long; all terminate at
the same shore line. A parallel protection system between the groins will consist
of a sacked concrete slope revetment.
3. Purpose of Project: The purpose of the project is to provide interim protection
to the existing City Lifeguard Headquarters building and the Dory Fishing Fleet
shore establishment. The recent erosion of the beach berm has undermined the
building, necessitating emergency repairs and protective measures. It is antici-
pated that permanent protection will be provided by an extension of the existing.
Corps of Engineers beach erosion control project.
4. Discussion of Environmental Impacts
The proposed project is consistent with the City's General Plan policies, requires
no additional right-of-way, and will not cause the relocation of any people or
the disturbance of any buildings. The possibility of tidal flooding landward of
the project should be reduced, and the quality of the ocean water will not be
affected. There will be no additional noise or pollution as a result of this
project.
The magnitude and dimensions of the project are such that the over-all beach regime
will not be affected. Only 140 feet of the 27,000 feet of the beach compartment
extending from the Santa Ana River to the Newport Harbor entrance is affected. The
24 and 48 foot lengths of the groin extensions are insignificant compared to the
beach width and the 340 to 600 foot lengths of the existing rubble mound groins
installed by the Corps of Engineers in the years 1968-1973.
The sandy beach below the proposed groin extensions will be disturbed temporarily
during placement of the piles. This disturbance should not have a significant
effect on the marine organisms, since the area was beyond the surf zone (inhabited
by biota) until the recent degradation of the beach berm.
There will be no long-term, irreversible or irretrievable effects on the environ-
ment, and no significant short-term effects. Temporary impacts during and imme-
diately subsequent to construction of the project will not be to the disadvantage
of long-term environmental goals of protecting and preserving the invaluable sandy
beach coastline.

5. Basis for Negative Declaration
The proposed project has been reviewed in conjunction with Sections 15081, 15082,
and 15083 of the "Guidelines for Implementation of the California Environmental
Quality Act of 1970". Criteria set forth in these sections indicate that the
project will not have a significant environmental impact.

A. Conformance with City's Goals
This project conforms to the City's objective "to ensure the protection and enhance-
ment of the harbor and ocean waters, their adjoining beaches and shoreline" and the
supporting policy of preserving "the ocean beaches...and coastal shoreline in a
manner that will ensure their -availability for continued public use and enjoyment".
The groin extensions will provide protection for the Lifeguard Headquarters and
the Dory Fishing Fleet and will help to replenish the beach area that has been
lost recently by unusually severe tidal erosion.
B. Land Use
Existing land use surrounding the proposed project is public beach, with the
Newport Pier and the City's Lifeguard Headquarters adjacent. The project involves
land restoration rather than any loss of land or change in use. No right-of-way
will be required to construct the proposed project.
C. Human Resources
The project will provide a buffer of protection against the undermining of the
existing Lifeguard Headquarters building and the further loss of beach area used
by the Dory Fishermen. The anticipated accretion will restore the beach width for
public use and enjoyment, and stabilize the existing and restored beaches. The
project will not require the relocation of any people.
D. Geologic Hazards
Liquefaction and erosion are potential hazards in the project area. The construc-
tion of the wood groin extensions and the revetment will not affect the damage
potential of liquefaction, nor will liquefaction affect the design or construction
of the groins. The project should reverse the continual degrading effects of surf
erosion and littoral drift in the immediate area.
E. Flooding and Water Quality
The expected build-up of the beach within the area of the groin extensions should
diminish the possibility of tidal flooding landward of the shoreline. No pollution
is anticipated as a result of the project or contractor's operations.
F. Noise Level
After construction is completed, the project will neither increase nor decrease
the noise level in the area.
G. Air Resources
The project will not affect air quality.

H. Vegetation and Animal Life
The construction of the groin extensions and revetment will temporarily disrupt
any existing sandy beach biota. However, due to the severe recent erosion, the
area in which the groins are to be built was until recently beyond the intertidal
zone, where the majority of the biotic community dwells. In any event, disturbance
will be limited to the small area occupied by the narrow groins. Marine organisms
which now exist in the surf zone should adjust to the gradual accretion expected
to result from the presence of the groins, since this is normally a natural occur-
rence.
I. Natural Resources
The sandy beach shoreline is one of the most valuable natural resources of Southern
California. Preservation of this coastline for recreational purposes, as well as
protection of backshore properties and structures from damage which may result from
further erosion of the beach berm, is a desirable goal. Beach sand, an important
natural resource, is becoming increasingly difficult to replace, due to the reduc-
tion in sediment deposits at the mouths of the tributary drainage areas near the
project area. The groin extensions should result in the replenishment of the
beach area and the stabilization of the shoreline near the Newport Pier.
J. Long Term Impacts
This project will have no adverse long-term effects on the commitments of resources
in the City. The project should result in the restoration and protection of the
valuable beach berm near the Newport Pier, minimizing the potential of further
damage to the adjacent structures.
The relative insignificance of this project becomes apparent when it is related to
the existing conditions of the beach from the Newport -Harbor entrance to the Santa
Ana River. The project affects only 140 feet of the 27,000 feet of beach. The
groin extensions, measuring 24 feet (3) and 48 feet (1) in length, are minor com-
pared to the eight rubble mound groins built by the U.S. Army Corps of Engineers
northerly of the Newport Pier from 1968 to 1973. These groins measure from 340
feet to 600 feet in length. The effects of the project are localized and will not
significantly influence the over-all beach regime.
K. Short Term Impacts
Anticipated short-term impacts include noise and restricted access during construc-
tion, temporary disturbance of the sandy beach during pile installation, and the
presence of the wood groins on the wet slope until the expected resulting accretion
covers them with sand. These impacts are not considered to have a significant
effect on the environment.
L. Summary
The project does not appear to have any significant adverse environmental effects.
In fact, the decision not to construct the groin extensions could result in con-
tinued severe erosion with loss of additional sandy beach width, and eventually
damage to valuable real estate on and adjacent to the beach.

ENVIRONMENTAL REVIEW - NOTICE OF DETERMINATION
A preliminary environmental review of the proposed project for the
extension of four existing Wood groins near the Newport Pier in the
City of Newport Deach has been performed, The review was conducted
in accordance with the requirements of the California Environmental
Quality Act of 1970, the State "Guidelines for Implementation of the
California Environmental Quality Act of 1970", and the City's "Poli-
cies and Procedures for Implementing the • California Environmental
Quality Act."
Tha Environmental Statement has been reviewed and was approved by the
City's Environmental Affairs Committee on July 24, 1974.
As a result of the preliminary review, it has been determined that:
1. The project is approved.
2. The project w11i not have a significant effect on tha
environment.
3. An environmental impact report has not been prepared.
A Negative Declaration has been prepared and is attached
hereto.
