ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION
A preliminary environmental review of the proposed project forthemaintenancedredgingofWestNewportchannelshasbeencompleted.
The review was conducted in compliance with the requirements of the
California Environmental Quality Act of 1970, the State Guidelines
for Implementation of same, and the City's "Policies and Procedures
for Implementing the California Environmental Quality Act."
As a result of the preliminary review, it has been determined
that:
1. The project is approved.
2. The project will not have a significant effect on the
environment.
3. An Environmental Impact Report has not been prepared.
A Negative Declaration has been prepared and is attached
hereto.

ENVIRONMENTAL STATEMENT
NEGATIVE DECLARATION
JUNE 1976
I. Location:
The West Newport Channels are 100 to 125 feet wide man-made waterways in the
City of Newport Beach separating Newport Island from the surrounding area.
The project lies southerly of the Pacific Coast Highway between Balboa Boule-
vard and Newport Boulevard.
II. Project Description:
The work consists of the maintenance dredging of sand which has sloughed to the
center of the West Newport channels. The length of the project is 1880 feet
and the total amount of material to be repositioned will be approximately 5,000
cubic yards. The entire project will take approximately 60 days. A portion
of the dredged material will be placed back against the bulkheads and the remain-
ing surplus material (approximately 3,000 cubic yards) will be disposed of at
sea. The final depth in the center of the channels will be minus 7.0 feet below
mean lower low water. The project is jointly funded by the City of Newport
Beach and the County of Orange. Plans are attached showing a plan view and
cross sections.
III. Purpose of the Project:
The purpose of this project is as follows:
A. Increase the depth of the center of the channel to allow for safer,
navigation and improved recreational boating and swimming use.
B. Raise the level of the sand at the bulkhead to ensure proper struc-
tural stability of the bulkhead.
C. Reduce the growth of weeds and the eutrophication of the channel bottom.
IV. Discussion of Environmental Impacts: '
A. Land Use
Existing land use adjacent to the proposed project is water oriented
residential, and the prime recreational facility is the West Newport
channels.

In addition to the local benefit, the channels are within public ownedright-of-way and are used extensively by the general public for boating
as well as the adjacent beaches for bathing.
B. Marine Environment
Three recent projects in the City involving dredging near existing bulk-
heads have• had environmental reviews conducted. In late 1972, Marine
Biological Consultants, Inc. of Costa Mesa conducted environmental reviews'.
for two projects.- the Balboa Cove development and the Bayshores Marina
and in 1974•H. V. Lawmaster & Co. Inc. of Stanton conducted an environ-
mental review for the Grand_Canal Balboa Island dredging project.
In each case the consultants did not identify any significant environ-
mental impacts resulting from the dredging work associated with these
projects. There would be short term localized siltation and water dis-
coloration, but it was concluded that the limited population of bottom
dwelling organisms which would be disturbed would be restored in 6 to--
9 months after dredging. •
C. Water Resources
This project should not affect the water resourcesof the area. See Section
K, Short Term Impacts; for discussion. D.
Recreational Environment The
dredging of the West Newport Channel will againrestore the boating and swimming
activities to their previous level. This will provide a recreational benefit. •
E.' Human
Resources - There will
be no effects on human resources caused by this project: since ' the work
is within public owned right-of-way and no relocation of resi- dences will
be made. F. Geological
Hazards There are
no known unique geological hazards within the project area. G. Flooding
Erosion or Siltation The project
will not affect the potential for flooding as it is already a waterway.
The project will not produce any conditions that will cause appreciable amounts
of siltation as the channel flow line will be con- structed on
a horizontal plane. The project will increase volume of tidal exchange
but the associated velocities should be unaffected. H. Groundwater
There are
no known acquifers in the area of the project. The nature of the construction
is such that contamination or blockage of acquifers will not
occur.

I. Noise Levels
This project will neither increase nor decrease the level of noise in the
area. The construction activities will create a short-term increase in
noise levels; however, these operations will be limited to working hours
to create the minimum of disturbance to neighboring residents.
J. Air Resources
This project will not increase or decrease the volume of vehicle emissions.
K. Short -Term Impacts
There will be some short-term water turbidity during the dredging opera-
tion. Past experience in dredging the Grand Canal has shown that the
proposed hydraulic dredging method, with the discharge spout being kept
under water at all times, minimizes water turbidity outside of the project
area.
There will be a short-term negative aesthetic impact. The dredged material
placed against the bulkheads will appear darker than the existing adjacent
material. This condition will only exist for a short time until it is
bleached by the sun.
Another short-term impact will be an inconvenience to boat traffic during
construction. The construction noise may also be a minor inconvenience.
L. Vegetation and Animal Life
There are no known rare or endangered species of animal or plant life
within or adjacent to the project area.
M. Summary
The project does not appear to have a significant effect on the environ-
ment and should be of overall benefit to the community.
V. Basis for Negative Declaration:
The proposed project has been reviewed in conjunction with Sections 15081,
15082 and 15083, Chapter 3--Guidelines for Implementation of the California
Environmental Quality Act of 1970, Division 6, Title 14, California Adminis-
trative Code. Criteria set forth in those sections indicate that the proposed
project will not have a significant environmental impact.

I. Location: -

material (approximately 2,000 cubic yards) will be pumped in a pipe along
40th Street across the peninsula into the ocean. The discharge pipe will
be placed well into the surf zone to allow the currents and surf action to
distribute the material along the beach. The final depth in the center of
the channels will be minus 7.0 feet below mean lower low water. The project
is jointly funded by the City of Newport Beach and the County of Orange.
Plans are attached showing a plan view and cross sections.
