ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION
A preliminary environmental review of the proposed project for
the construction of North Newport Boulevard drainage improvements at Orange
Avenue and Hospital Road has been performed. The review was conducted in
accordance with the requirements of the California Environmental Quality
Act of 1970, the State "Guidelines for Implementation of the California
Environmental Quality Act of 1970," and the City's Policies and Procedures
for Implementing the California Environmental Quality Act."
The environmental statement has been reviewed and was approved
by the City's Environmental Affairs Committee.
As a result of the preliminary review, it has been determined
that:
1. The project is approved.
2. The project. will not have a significant effect on the
environment.

An environmental impact report has not been prepared.
A negative declaration has been prepared and is attached
hereto.

NEGATIVE DECLARATION
BY
CITY OF NEWPORT BEACH
PUBLIC WORKS DEPARTMENT
1. PROJECT LOCATION: The project locations are (1) south of Hospital Road between
Route 55 and North Newport Boulevard and (2) at the intersection of Orange
Avenue and North Newport Boulevard.
2. PROJECT DESCRIPTION: The roadway widening at North Newport Boulevard and Orange
Avenue includes placement of earth fill, base material, asphalt pavement, curb,
gutter and sidewalk for the equivalent of 150 linear feet of 50-foot-wide street.
Construction at this location includes 5 catch basins and 270 linear feet of
15-inch and 18-inch diameter storm drain pipe to replace the existing drainage
system.
A 240-foot-long, 24-inch-diameter storm drain parallel to and south of Hospital
Road between North Newport Boulevard and Route 55 will be built as a replacement
for deteriorated, partially collapsed storm drain pipe.
3. PROJECT GOALS: The project will help relieve traffic congestion at Orange
Avenue and North Newport Boulevard and increase vehicular and pedestrian safety.
The drainage improvements at this location will eliminate flooding and replace
existing substandard storm drains.
The replacement of deteriorated, partially collapsed storm drain pipe at Hospital
Road will minimize the possibility of flooding and erosion of soil at that loca-
tion.
4. EFFECT ON THE ENVIRONMENT: There will be no significant long-term irreversible
or irretrievable effects on the environment. There will be minimal, acceptable
short-term effects on the environment during construction.
5. BASIS FOR NEGATIVE DECLARATION: This project is consistent with the General
Plan policies of Newport Beach and could not have significant effect on the
environment.
6. INITIAL STUDY: The Public Works Department of the City of Newport Beach has pre-
pared this Negative Declaration and an Initial Study in accordance with Article 7
Chapter 3, Guidelines for Implementation of the California Environmental Quality
Act of 1970. Copies of the Initial Study may be obtained from said Department
during normal working hours.

A. CONFORMANCE WITH THE GENERAL PLAN
The construction of these public works improvements will not conflict
with the long-range planning program established by the General Plan of
the City of Newport Beach.
B. ENVIRONMENTAL CHECKLIST FORM
An Environmental Checklist Form (attached) has been completed as a por-
tion of this study. The following statements, referenced to questions
presented an the checklist, explain all "yes" and "maybe" answers:
1. b This project will require excavation, placement of fill, and
compaction prior to construction of full street improvements
at Orange Avenue and North Newport Boulevard. Excavation,
placement of fill and compaction will also be required for the
replacement of the deteriorated and partially collapsed storm
drain pipe south of Hospital Road from North Newport Boulevard
to Route 55.
1. c Filling and compact at both locations will not appreciably
affect any ground surface relief features.
14. e The construction of catch basins, storm drains and roadway im-
provements at Orange Avenue and North Newport Boulevard and
the replacement of the storm drain south of Hospital Road will
require periodic maintenance and inspection by City forces.
16. e The drainage improvements at both locations will replace existing
deteriorated and damaged structures and will provide a more effi-
cient means for gathering and transporting storm water. No new
drainage systems will be required in the future as a result of
this project.

Route 55. This project will facilitate drainage of the area and eliminate water ponding
in the roadway, thus providing for a smoother flow of traffic.
