of the Notice of Determination, the E.I.R. Negative Declaration and
the Environmental Fact Sheet for the subject improvements.
The Public Works Department will supply the Committee with
any additional information which may be required to make findings and
recommendations in this matter.

ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION
A preliminary environmental review of the project for the construction
of the West Newport Park Parking Lot between Pacific Coast Highway,
Seashore Drive, Orange Street and Highland Street has been performed. The
review was conducted in accordance with the requirements of the California
Environmental Quality Act of 1970, the State "Guidelines for Implementation
of the California Environmental Quality Act of 1970," and the City's "
"Policies and Procedures for Implementing the California Environmental
Quality Act."
The environmental statement has been reviewed and was approved by
the City's Environmental Affairs Committee.
As a result of the preliminary review, it has been determined that:
1. The project is approved.
2. The project will not have a significant effect on the environment.
3. An environmental impact report has not been prepared. A
negative declaration has been prepared and is attached hereto.

NEGATIVE DECLARATION
BY
CITY OF NEWPORT BEACH
PUBLIC WORKS DEPARTMENT
1. PROJECT LOCATION: The parking lot construction will occur on an undeveloped
parcel between Pacific Coast Highway, Seashore Drive, Orange Street and
Highland Street in the City of Newport Beach.
2. PROJECT DESCRIPTION: The sand parcel will be cleared of vegetation, graded,
compacted and paved with asphalt to create 75 off-street parking stalls.
The stalls will be metered and the lot striped. Landscape plant materials
and an irrigation system will be installed around the lot.
3. PROJECT GOALS: The parking lot construction will help satisfy the need for
additional vehicular parking for the users of West Newport Park and the
neighboring beach.
4. EFFECT ON THE ENVIRONMENT: There will be no significant long-term irrevers-
ible or irretrievable effects on the environment. There will be minimal,
acceptable short-term disturbances of the environment due to construction
activity.
5. BASIS FOR NEGATIVE DECLARATION: This project is consistent with the General
Plan Policies of the City of Newport Beach and could not have a significant
effect on the environment.
6. INITIAL STUDY: The City of Newport Beach Public Works Department has
prepared this Negative Declaration and its Initial study in accordance with
Article 7, Chapter 3, Guidelines for Implementation of the California Environ-
mental Quality Aft of 1970. Copies of the Initial Study may be obtained from
said department during normal business hours.

A. CONFORMANCE WITH THE GENERAL PLAN
This project is in accord with the General Plan Policies of the City of
Newport Beach, in particular the "Land Use Element" and the "Recreation and
Open Space Element".
B. ENVIRONMENTAL CHECKLIST FORM
An Environmental Checklist Form has been completed and is attached hereto.
The following statements, referenced to questions presented on the check-
list, explain all "yes" and "maybe" answers:
II.1.b and c. An unimproved sand area will be compacted and paved with'
asphalt to create 75 off-street parking stalls. The parking
stalls will be metered.
II.3.b The parking lot paving will prohibit absorption and increase
surface runoff. Parking lot surface runoff will be absorbed
into the adjacent sand areas.
II.8 Present undeveloped sand area land use will be altered into
its planned land use; i.e., as a neighborhood park facility.
II.13.b Proposed parking lot will help satisfy th'e need for additional
vehicular parking for users of the neighborhood park and the
beach.

II.14.e and f.Proposed parking lot will require periodic cleaning, restriping,
resurfacing and repair by City maintenance forces. Parking
meter operation will require servicing and collection, and the
stalls will require frequent monitoring by City parking control
officers to assure compliance with metered parking regulations.
II.19 Proposed parking lot will help satisfy the demand for additional
vehicular parking in the vicinity of the neighborhood park and
the beach.
