of the notice of determination and the EIR negative declaration for
the subject improvements.
The Public Works Department will supply the Committee with
any additional information which may be required to make findings and
recommendations in this matter.
The tentative project schedule calls for construction to
start in spring of 1978. Final design is nearing completion.

ENVIRONMENTAL REVIEW - NOTICE OF'DETERMINATION.
NOTICE:
A preliminary environmental review of the proposed project for
street improvements, Pacific Coast Highway Dover Drive to 1500'+ West
of Dover Drive has been completed. The review was conducted in —Compli-
ance with the requirements of the California Environmental Quality.
Act of 1970, the State "Guidelines for Implementation of the
California Environmental Quality Act of 1970," and the City's
"Policies and Procedures for Implementing the California Environ-
mental Quality Act."
As a result of.the preliminary review, it has been determined
that:
1. The project is approved.
2. The project will not have a significant effect on the
environment.
3. An environmental impact report has not been prepared. A
negative declaration has been prepared and is attached
hereto.

1. Project Location: The proposed project is located on the south side of Pacific
Coast Highway westerly of Dover Drive.
2. Project Description: The widening of approximately 1550 lineal feet along the
south side of Pacific Coast Highway involves the construction of A.C. pavement
(8 feet wide), curb and gutter, and sidewalk (8 feet wide).
3. Purpose: This project upgrades Pacific Coast Highway -by filling a gap between
existing street and sidewalk improvements.
4. Discussion of Environmental Impacts: The proposed improvements are consistent
with City's General Plan Policies, require no additional right-of-way, and will
not cause the relocation of any people or the disturbance of any buildings.
Existing topography will not be altered, and there should be no additional
noise or pollution as a result of this project.
There will be no long-term, irreversible or irretrievable effects on the en-
vironment, and no significant short-term effects.
5. BASIS FOR NEGATIVE DECLARATION:
The proposed project has been reviewed in
15082 of Article 7, Chapter 3 (Guidelines
Environmental Quality Act,of 1970), Title
Administrative Code.
The criteria set forth in the above sections indicate that the proposed proj-
ect will not have a significant environmental impact. A copy of an informa-
tional fact sheet is attached for reference hereto.

FACT SHEET
TO DETERMINE IF PROJECT HAS SIGNIFICANT ENVIRONMENTAL EFFECT
A. Conformance with City and County General Plans
This project is in conformance with City of Newport Beach Circulation Element
of the General Plan, the City of Newport Beach Master Plan of Bikeways, and
Orange County's Master Plan of Arterial Highways. Pacific Coast Highway is
classified as a major arterial highway on all master plans.
B. Land Use
Construction of this work is within established public right-of-way.
C. Geologic Hazards and Grading
The project lies in an area of possible ground shaking, which is not a sig-
nificant geologic hazard, Grading to create the road bed will be minimal,
approximately 750 cubic yards.
D. Human Resources
This project will not require the relocation of any residences and will not
effect human resources. •
E. Flooding, Erosion, and Siltation
Project planning calls for construction of this project during the months of
March, April and May. The project specifications and special provision will
require the contractor to employ erosion control measures during construction
to minimize the possibility of siltation.
F. Groundwater
There are no known aquifers in the project area.
G. Noise Level
During construction noise levels may rise due to operations which are necessary
to construct the project; however, these operations will be limited to normal
working hours to ensure a minimum of disturbance to neighboring residents,
commercial, and industrial establishments. The operations will cease upon
project completion.

H. Archeological and Paleontological Sites
There are no?known archeological or paleontological sites within the project
limits. However, should grading operations encounter significant fossils or
artifacts, construction scheduling will be altered in line with Council Policy
to allow sufficient time for investigation and recovery of finds.
I. Air Resources
This project will not affect the air quality of this region. Dust control
measures will be required during construction under the project specifications.
J. Vegetation and Animal Life•
There are no known rare or endangered species or habitats of such species of
animal or plant life within or adjacent to the project area. All vegetation
removed to facilitate construction will be replaced in kind under the construc-
tion contract.
K. Secondary Consequences
It has been determined that no secondary consequences will arise from the minor
primary consequences associated with this project.
L. Short -Term Impacts
The only short-term impacts anticipated are the following: construction noise,
and motorists inconvenience during construction. These impacts are not con-
sidered to have a significant effect on the environment.
M. Summary
This project does not appear to have a significant effect on the environment:
