The proposed project is for the condemnation of certain 'Oil producing property rights in West Newport. At the present there are 16 oilwells that are slant drilled under private property in West Newport. The oil wells extract oil from City Tidelands in the Pacific Ocean. On January 25, 1981 the agreement between the City of Newport Beach and the Armstrong Petroleum Corporation will.expire. The purpose of the condemnation action is to allow the City to continue operation of the existing wells after January 25, 1981. In conjunction with the taking of the oil production easements the City will construct an oil tank farm. The construction of the tank farm is covered by an approved Negative Declaration dated August 1, 1980. .: A copy of the Negative Declaration dated August 1, 1980 and a copy.of a map showing the parcels (Parcels A thru G) to be condemned are attached. ... A NEGATIVE DECLARATION will be prepared.
