SUBJECT: LITTLE BALBOA ISLAND BRIDGE REHABILITATION
Attached for the Committee's review and comment are drafts
of the Notice of Determination, the E.I.R. Negative Declaration and the
Environmental Fact Sheet for the subject improvements.
The Public Works Department will supply the Committee with
any additional information which may be required to make findings and
recommendations in this matter.

LITTLE BALBOA ISLAND BRIDGE REHABILITATION
ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION
A preliminary environmental review of the project for the Little
Balboa Island Bridge Rehabilitation in the City of Newport Beach has
been performed. The review was conducted in accordance with the re-
quirements of the California Environmental Quality Act of 1970, the
State "Guidelines for Implementation of the California Environmental
Quality Act of 1970," and the City's "Policies and Procedures for
Implementing the California Environmental Quality Act."
The environmental statement has been reviewed and was approved
by the City's Environmental Affairs Committee.
As a result of the preliminary review, it has been determined
that:
1. The project is approved.
2. The project will not have a significant effect on the:
environment.
3. An environmental impact report has not been prepared. A
negative declaration has been prepared and is attached
hereto.

LITTLE BALBOA ISLAND BRIDGE REHABILITATION
NEGATIVE DECLARATION
BY
CITY OF NEWPORT BEACH
PUBLIC WORKS DEPARTMENT
1. PROJECT LOCATION: The project is on Park Avenue at Grand Canal, between Balboa
Island and Little Balboa Island in the City of Newport Beach.
2. PROJECT DESCRIPTION: The four stairways at the corner of the bridge, the
bridge railings and 4 light standards, and 4 parkway trees on Balboa Island are
to be removed. Five -foot -wide pedestrian ramps with 12:1 slopes will be built
to replace the stairways, necessitating the tree removal. The bridge railing •
will be rebuilt such that sidewalk width is 5 feet instead of 4 feet. Two
light standards will be reinstalled on the south bridge railing. The ramps
and new bridge railing will be equipped with anodized aluminum handrailings.
The four storm drain outlets will be modified to accommodate the new ramps.
Bridge and approach wall concrete will be restored.
3. PROJECT GOALS: The project will provide for 1) restoration of concrete for
additional useful life of the bridge 2) easier and safer access for pedestrians,
especially for the elderly and for stroller users, who are using the Grand
Canal promenades or are crossing over Grand Canal, and 3) a safe wheelchair
route across Grand Canal.
4. EFFECT ON THE ENVIRONMENT: There will be no significant long-term irrevers-
ible or irretrievable effects on the environment. There will be minimal,
acceptable short-term disturbances'of the environment due to construction
activity. d
5. BASIS FOR NEGATIVE DECLARATION: This project is consistent with the General
Plan Policies of the City of Newport Beach and could not have a significant
effect on the environment.
6. INITIAL STUDY: The City of Newport Beach Public Works Department has
prepared this Negative Declaration and its Initial Study in accordance with
Article 7, Chapter 3, Guidelines for Implementation of the California Environ-
mental Quality Act of 1970. Copies of the Initial Study may be obtained from
said department during normal business hours.

INITIAL STUDY
BY

A. CONFORMANCE WITH THE GENERAL PLAN
This project is in accord with the General Plan Policies of the City of Newport
Beach.
B. ENVIRONMENTAL CHECKLIST FORM
An Environmental Checklist Form has been completed and is attached hereto.
The following statements, referenced to questions presented on the checklist,
explain all "yes" and "maybe" answers:
II.I.c Reinforced concrete pedestrian ramps with anodized aluminum hand -
railings are to be built to replace stairways at each corner of the
bridge. The ramps will be constructed at a slope of 12 horizontal
to 1 vertical. They will extend 30 feet from the bridge parallel
to the roadway, then reverse direction and return 30 feet such that
pedestrians will exit at the Grand Canal promenades where the stair-
ways presently exit. Ramp construction on Balboa Island will re-
quire the removal of 4 interfacing Ficus trees. Ramp construction
on Little Balboa Island will require the elimination of 2 on -street
parking areas. These parking areas are seldom used.
II.13.d The pedestrian ramps to replace stairways at each corner of the
bridge will create a longer walking distance for those who are using
the Grand Canal promenades or are crossing over Grand Canal. How-
ever, the ramps are considered 1) a more injury -free walkway for
pedestrians compared with the stairways, 2) easier access for the
elderly and for stroller users, and 3) a much -needed route for
wheelchair persons, who until now have no means of access across :,
Grand Canal except on the bridge roadway.
