The review was conducted in accordance with the requirements of the California Environmental Quality Act of 1970, the State "Guidelines for Implementation of the California Environmental Quality Act of 1970", and the City's "Policies and Procedures for Implementing the California Environ- - mental Quality Act". Joseph T. pevlin Public Wo s Director `.iBNN:jfd Att. • June 8, 1973 WIDENING OF PLACENTIA AVENUE AT PRODUCTION PLACE ENVIRONMENTAL STATEMENT NEGATIVE DECLARATION BY PUBLIC WORKS DEPARTMENT CITY OF NEWPORT BEACH 1. LOCATION: The proposed project is located within the City limits of Newport Beach in the area locally referred to as "Newport -Mesa Tract". The proposed project begins 165 feet southerly of Production Place and terminates 165 feet north of Production Place at the Newport Beach - Costa Mesa City boundary. The area southerly of the proposed project is in an unincorporated County island; northerly of the project is the City of Costa Mesa. 2. PROJECT DESCRIPTION: The work consists of widening a 330-foot long sec- tion of Placentia Avenue (on the easterly side) from an existing curb -to - curb width of 52 feet to the ultimate curb -to -curb width of 64 feet; reconstruction of three entrances on the easterly side; and construction of the easterly curb and gutter. Placentia Avenue is classified as a secondary street on the City's Master Plan of Streets and Highways and the County's Master Plan of Arterial Highways. 3. PURPOSE OF THE PROJECT: a) To provide adequate capacity and safety to meet present and future traffic demands. b) To complete the widening of Placentia Avenue from Superior Avenue to 19th Street to its ultimate width (the proposed widening is in conjunction with a project by the City of Costa Mesa to widen Placentia Avenue from the City boundary northerly 0.76 miles to 19th Street). 4. DISCUSSION OF ENVIRONMENTAL IMPACTS: a) Land Resources This project required additional right-of-way which consisted of a 10-foot wide strip of land along the east side of Placentia Avenue. The existing use was for a trailer park. The right- of-way settlement includes an allowance for construction of a block screen wall along the front of the trailer park. This ( • • WIDENING OF PLACENTIA AVENUE AT PRODUCTION PLACE Page 2 wall will serve to reduce the ambient noise level within the trailer park adjacent to the street. In addition, the post - project condition will leave the remaining trailers in the park farther from the street than the pre -project condition. b) Human Resources This project required the relocation of two mobile homes in the trailer park on the east side of Placentia Avenue. Each trailer was occupied by only one person. Vacant spaces were available within the trailer park, and the trailers were relocated in conformance with'AB533 covering relocation assistance. 5 BASIS FOR NEGATIVE DECLARATION: The proposed project has been reviewed in conjunction with Sections 15031 and 15082. Criteria set forth in those sections indicate that the proposed project will not have a significant environmental impact. A copy of an informational fact sheet is attached — for reference. June 8, 1973 WIDENING OF EAST SIDE OF PLACENTIA AVENUE AT PRODUCTION PLACE FACT SHEET TO DETERMINE IF PROJECT HAS SIGNIFICANT ENVIRONMENTAL EFFECT A. CONFORMANCE WITH CITY GENERAL PLAN The project is in conformance with the City's current Master Plan of Streets and Highways element of the General Plan. The project is also in conformance -with the County's Master Plan of Arterial Highways. Placentia Avenue is classified as a secondary street on the City's and County's Master Plan. Minimum width for a secondary street is 64 feet, ourb to curb. The existing width is only 52 feet. B. LAND USE The project will require a 10-foot wide strip of land along the east side of the street. This area is presently being used as a trailer park. The acquisition of this strip of land will not have a significant effect on the trailer park. C. HUMAN RESOURCES Acquisition of the additional right-of-way required the relocation of two people and two mobile homes. Vacant spaces were available within the trailer park and their trailers were relocated to the vacant spaces, in conformance with AB533 covering relocation assistance. D. GEOLOGIC HAZARDS There are no known unique geologic hazards associated to the area. Exten- sive grading will not be required. E. FLOODING, EROSION, OR SILTATION The area of the work is confined to a very small area. The above item will not be of significance. F. GROUND WATER There are no known aquifers in the immediate vicinity of the project. ). (1• WIDENING OF EAST SIDE OF PLACENTIA AVENUE --FACT SHEET Page 2 G. NOISE LEVEL Widening of the street should not substantially change the ambient noise levels for the surrounding areas. The right-of-way settlement included an allowance for construction of a block screen wall across the front of the trailer park. This wall should provide a partial shield to reduce the ambient noise level from the street. In addition, the post -project condition will leave the trailers adjacent to the street farther away from the street that existed in the pre -project condition. H. SECONDARY CONSEQUENCES This minor project is to be constructed in conjunction with the Costa Mesa's project to widen Placentia Avenue from 16th Street Street. An Environmental Impact Statement has been prepared by of Costa Mesa for their major project. City of to 19th the City I. AIR RESOURCES This project will not significantly increase or decrease the total volume of vehicle emissions. J. VEGETATION AND ANIMAL LIFE There are no known rare or endangered species of animal or plant life within or adjacent to the project area. K. SHORT-TERM IMPACTS The only short-term impacts anticipated are those associated with any street widening project. They are such items as noise and motorist inconvenience to through traffic and ingress -egress to the residents adjacent to the project. These impacts are not considered to have a significant effect on the environment. L.
