SUBJECT: SAN JOAQUIN HILLS ROAD/JAMBOREE ROAD RIGHT -TURN LANE (C-1991)
Attached for the Committee's review and comment are drafts
of the notice of determination and the EIR negative declaration for
the subject improvements.
The Public Works Department will supply the Committee with
any additional information which may be required to make findings and
recommendations in this matter.
The tentative project schedule calls for construction to
start in the fall of 1978. Final design is nearing completion.

ENVIRONMENTAL REVIEW - NOTICE OF DETERMINATION
NOTICE:
A preliminary environmental review of the proposed project for
street improvements, San Joaquin Hills Road/Jamboree Road right -turn
lane (C-1991) has been completed. The review was conducted in compli-
ance with the requirements of the California Environmental Quality Act
of 1970, the State "Guidelines for Implementation of the California
Environmental Quality Act of 1970," and the City's "Policies and Pro-
cedures for Implementing the California Environmental Quality Act."
As a result of the preliminary review, it has been determined that:
1. The project is approved.
2. The project will not have a significant effect on the
environment.
3. An environmental impact report has not been prepared. A
negative declaration has been prepared and is attached
hereto.

NEGATIVE DECLARATION
STREET IMPROVEMENTS
SAN JOAQUIN HILLS ROAD/JAMBOREE ROAD. RIGHT TURN LANE (C-1991)
DECEMBER 1977
I. LOCATION
The proposed project is located at the north east corner of the intersection
of San Joaquin Hills Road and Jamboree Road.
II. DESCRIPTION OF THE PROJECT
The proposed improvements include the construction of approximately 650 lineal
feet of A.C. pavement (28'wide), curb and gutter, 10' wide p.c.c. sidewalk -
bike trail, 2 curb inlets, 350' 18" storm drain pipe, retaining wall (1' to
3' high) and 1 street light.
III. PURPOSE OF THE PROJECT
This project will provide a free right turn movement for west bound traffic on
San Joaquin Hills Road to north bound Jamboree Road. The new pavement section
provides for a smooth transition to north bound Jamboree Road traffic, decreases
congestion at the intersection,and will eliminate the backup of west bound
traffic on San Joaquin Hills Road which presently occurs.
IV. DISCUSSION OF ENVIRONMENTAL IMPACTS
The proposed improvements are consistent with City's General Plan Policies,
require no additional right-of-way, and will not cause the relocation of any
people or the distrubance of any buildings. Existing topography will not be
altered, and there should be no additional noise or pollution as a result of
this project.
There will be no long-term, irreversible or irretrievable effects on the en-
vironment, and no significant short-term effects.
V. BASIS FOR NEGATIVE DECLARATION
The proposed project has been reviewed in
15082 of Article 7, Chapter 3 (Guidelines
Environmental Quality Act of 1970), Title
Administrative Code.
