ENVIRONMENTAL STATEMENT
NEGATIVE DECLARATION
BY

1. LOCATION: The proposed project is located within the city limits of
Newport Beach northeasterly of Newport Town Center. The proposed project
begins at the Old MacArthur Boulevard (State Highway 78) and terminates 500
feet easterly of Marguerite Avenue. The project length is about 3200 feet.
2. PROJECT DESCRIPTION:• The work consists of construction of the southerly
roadway including median curb and gutter, parkway curb and gutter, sidewalk
and/or combined sidewalk and bikeway; construction of traffic signals at
the intersections -of New MacArthur, Crown Drive North-, and Marguerite
Avenue with San Joaquin Hills -Road; and construction of a storm drain sys-
tem. San Joaquin Hills Road is classified as a major street on the City's
Master Plan of Streets and Highways and the County's Master Plan of Arter-
ial Highways.
3. PURPOSE OF PROJECT:
a) To provide adequate capacity and safety to meet present and future
traffic demands.
b) To signalize the intersections of New MacArthur, Crown Drive North,
and Marguerite Avenue with San Joaquin Hills Road.
c) To complete the widening of San Joaquin Hills. Road from Old MacArthur
Boulevard to Marguerite Avenue to its ultimate width.
4. DISCUSSION OF ENVIRONMENTAL IMPACTS: There appear to be no environmental
impacts associated with this project that warrant special discussion. No
additional right-of-way will be required for the project. No buildings or
people require relocation. The grading for the southerly roadway was done
in conjunction with construction of the northerly roadway several years
ago. The widening will not disturb any landscaping or ground cover on the
roadway slopes. The short term impacts are only those associated with any

construction project such as noise and motorist inconvenience. The latter
will be held to a minimum because the traffic will continue to use the
northerly roadway during construction just as it presently does.
5. BASIS FOR NEGATIVE DECLARATION: The proposed project has been reviewed in
conjunction with Sections 15081, 15082, and 15083, Chapter 3--Guidelines
for Implementation of the California Environmental Quality Act of 1970,
Division 6, Title 14, California Administrative Code. Criteria set forth
in those sections indicate that the proposed projectwill not have a sig-
nificant environmental impact. A copy of an informational fact sheet is
attached for reference.

A. CONFORMANCE WITH CITY GENERAL PLAN
The project is in conformance with the City's current Master Plan of Streets
and Highways element of the General Plan. The project is also in conformance
with the County's Master Plan of Arterial Highways.

San Joaquin Hills Road is classified as a major street on the City's and
County's Master Plans. Minimum right-of-way width for a major street is 128
feet. The existing width is 144 feet between Old and New MacArthur Boule-
vards and 128 feet between New MacArthur Boulevard and Marguerite Boulevard.
B. LAND USE
This project will not require any additional right-of-way. Sufficient width
was dedicated to the City several years ago when the northerly roadway was
constructed.
The land use adjacent to the street is a mix of residential and commercial.'
The street frontage along the project is essentially developed.
C. HUMAN RESOURCES
The project will not require the relocation of any people.
D. GEOLOGIC HAZARDS
Extensive grading will not be required. There are no known unique geologic
hazards within or adjacent to the project area.
E. FLOODING, EROSION, OR SILTATION
Most of the grading for the southerly roadway was done when the northerly
roadway was constructed. The only excavation will be for the structural
roadway section. The project area is essentially level.. Therefore, this
item will not be of significance.

P.--GROUND WATER.
There are no known aquifers in the immediate vicinity of the project.
G. • NOISE LEVEL
Widening of the street should not substantially change the ambient noise
levels for the surrounding areas.
H. AIR RESOURCES
This project will not significantly increase or decrease the total volume
of vehicle emissions.
I. SECONDARY CONSEQUENCES
There are no anticipated significant secondary consequences anticipated as
a result of this project.
J. SHORT-TERM IMPACTS
The only short-term impact anticipated as a result of this project are noise
from construction equipment and motorist inconvenience as the new connections
are made at Old MacArthur, Crown Drive North, and Marguerite Avenue. These
impacts are not considered to have a significant effect on the environment.
K. SUMMARY
The project does not appear to have a significant effect on the environment.
