SANTA BARBARA DRIVE AND SAN CLEMENTE DRIVE
The Irvine Company, as you know, is presently pre-
paring to constructiSanta Barbara Drive from Jamboree
Road to Newport Center Drive and San Clemente Drive
from Santa Cruz Drive to Santa Barbara Drive. These
streets are scheduled to be constructed in one phase.
The attached negative declaration (3 copies) are
herein submitted to you for City Approval. Your
prompt action on this item would sincerely be
appreciated.

AND SAN CLEMENTE DRIVE
1. LOCATION: The proposed project is located within the city
limits of Newport Beach at Newport Center; see attached
plan showing limits of the project in red.
2. PROJECT DESCRIPTION: The project consits of fully improving
Santa Barbara Drive and San Clemente Drive including sidewalks,
street lights, curb and gutter, paving, water lines, and
storm drainage facilities. These improvements will extend from
Jamboree Road to Newport Center Drive on Santa Barbara Drive
(approximately 2518 L.F.) and from Santa Cruz to Santa Barbara
on San. Clemente (approximately 1135 L.F.)
3. PURPOSE OF THE PROJECT: To provide a more efficient traffic
circulation system for the westerly portion of Newport Center
including Blocks 700 to 900.
4. DISCUSSION OF ENVIRONMENTAL IMPACTS:
a) Land Resources
The right of way for Santa Barbara Drive and San Clemente
Drive was reserved as a portion of the City approved
Master Plan Street System in Newport Center.
b) Human Resources
There are no known situations which would significantly
effect the residential developments in the adjacent areas.
c) Geologic Hazards
There are no known unique geologic hazards associated to
the area. Extensive grading will not be required.
d) Flooding, Erosion & Siltation
The proposed construction of Santa Barbara Drive and San
Clemente Drive will eliminate a majority of the present
potential erosion. A drainage system will be construction
in portions of Santa Barbara Drive and San Clemente Drive
and minor slopes will be landscaped and irrigated.
e) Ground Water
There are no known sources of ground water in the area
which could effect this project.
f) Noise Level
The improvement of Santa Barbara Drive and San Clemente Drive
should not substantially change the ambient noise levels
for the surrounding areas.

g) Air Resources
This project will not sifnificantly increase or
decrease the total volume of vehicle emissions,
h) Vegetation and Animal Life
There are no known rare or endangered species of
animal or plant life within or adjacent to the
project area.
i) Summary
This overall project does not appear to have a
significant effect on the environment. The
improvement of Santa Barbara Drive and San Clemente
Drive should improve the environment by increasing
the access to and from the adjacent areas and by
controlling the existing potential erosion.

Subject: SAN CLEMENTE DRIVE - SANTA BARBARA DRIVE
The Irvine Company respectfully requests approval of a
Negative Declaration for the above subject streets, proposed
for construction in Newport Center. This finding is con-
sidered to be justified for the following reasons:
1. No major drainage courses will be altered or interrupted
by these improvements.
2. Earth excavation and fill will be nominal, with approxi-
mately 15,000 cubic yards being moved on a balanced site.
3. The improvements are required for orderly movement of
traffic generated by planned developments.
4. The proposed streets are indicated on previously adopted
Newport Center master plans.
5. Santa Barbara Drive is a dedicated right-of-way.
6. Proposed improvements will be designed and constructed
in compliance with City of Newport Beach standard drawings
and specifications, and upon completion will be turned over
to the City for assumption of maintenance.
