The Public Works Department will supply the Committee with any additional information which may be required to make findings and recom- mendations in this matter. Devlin Public loo ks Director .JSB:hh Att. • 11/4/75 CITY OF NEWPORT BEACH SUPERIOR AVENUE WIDENING FIFTEENTH STREET TO INDUSTRIAL WAY ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION A preliminary environmental review of the proposed project to improve Superior Avenue from Fifteenth Street to Industrial Way, in the City of Newport Beach, City of Costa Mesa, and the County of Orange has been completed. The review was conducted in compliance with the requirements of the California Environmental Quality Act of 1970, the State Guidelines for Implementation of same, and the City's "Policies and Procedures for Implementing the California Environmental Quality Act." As a result of the preliminary review, it has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environment. 3. An Environmental Impact Report has not been prepared. A Negative Declaration has been prepared and is attached hereto. oseph T. Devlin , RCE No. 9537 ublic : ks Director SB:jd Att. r, • • SUPERIOR AVENUE WIDENING FIFTEENTH STREET TO INDUSTRIAL WAY ENVIRONMENTAL IMPACT REPORT - NEGATIVE DECLARATION BY CITY OF NEWPORT BEACH - PUBLIC WORKS DEPARTMENT 11/4/75 1. PROJECT LOCATION: The proposed project is located on Superior Avenue from Fifteenth Street to Industrial Way. Development in the area is commercial, light industrial, and residential. 2. PROJECT DESCRIPTION: The work consists of widening and reconstruction of Superior Avenue, installation of a street lighting system and construction of bicycle trail facilities. 3. PURPOSE: To reconstruct and upgrade Superior Avenue to existing standards for primary arterial highways. The proposed construction is in accordance with the planned development of the County of Orange - Master Plan of Arterial Highways; the City of Newport Beach Circulation Element - Master Plan of Streets and High- ways; the City of Costa Mesa - Master Plan of Highways; and the City of Newport Beach - Master Plan of Bikeways. 4. DISCUSSION OF ENVIRONMENTAL IMPACTS: (a) Land Resources The project will require acquisition of two parcels of land comprising 0.43 acre. This acquisition will not adversely affect the properties in- volved. The remainder of the project is on established public right-of-way or publicly owned land. (b) Human Resources This project will have no effect on human resources. 5. BASIS FOR NEGATIVE DECLARATION: The proposed project has been reviewed in 15082 of Article 7, Chapter 3 (Guidelines Environmental Quality Act of 1970), Title Administrative Code. The criteria set forth in the above sections indicate that the proposed project will not have a significant environmental impact. A copy of an informational fact sheet is attached for reference hereto. conjunction with Sections 15081 and for Implementation of the California 14, Division 6 of the California 1 • • 11/4/75 ' SUPERIOR AVENUE WIDENING FIFTEENTH STREET TO INDUSTRIAL WAY FACT SHEET TO DETERMINE IF PROJECT HAS SIGNIFICANT ENFIRONMENTAL EFFECT A. Conformance with City and County General Plans This project is in conformance with the City of Newport Beach Circulation Element of the General Plan, the City of Costa Mesa Master Plan of Highways, the City of Newport Beach Master Plan of Bikeways, and Orange County's Master Plan of Arterial Highways. Superior Avenue is classified as a primary arterial highway on all master plans. B. Land Use and Aesthetics Construction of this project will require the acquisition of right-of-way on both the westerly and easterly sides of Superior Avenue. An exhibit is attached which denotes the parcels to be acquired. The remainder of the work is within estab- lished public right-of-way. C. Geologic Hazards and Grading The project lies in an area of possible ground shaking, which is not a significant geologic hazard. Extensive grading will not be required. The grading required to create the road bed is approximately 6,000 cubic yards. D. Human Resources This project will not require the relocation of any residences and will not affect human resources. E. Flooding, Erosion, and Siltation Project planning calls for construction of this project during the late spring and summer months after the normal rainy season in this region. Construction during those periods should preclude the possibility of flooding, erosion, and any sub- sequent siltation of materials. The project specifications and special provisions will require the contractor to employ erosion control measures during construction to further reduce the possibility of siltation. F. Groundwater There are no known aquifers in the project area. • G. Noise Level During construction noise levels may rise due to operations which are necessary to construct the project; however these operations will be limited to normal work- ing hours to ensure a minimum of disturbance to neighboring residents, commercial, J and industrial establishments. The operations will cease upon project completion. Noise levels adjacent to the existing convalescent home at 1555 Superior Avenue may increase, however, noise attenuation will be provided as part of the project (i.e. walls, shrubbery) and this effect is considered to be minor. H. Archeological and Paleontological Sites There are no known archeological or paleontological sites within the project limits. However should grading operations encounter significant fossils or artifacts construc- tion scheduling will be altered in line with Council Policy to allow sufficient time for investigation and recovery of finds. I I. Air Resources This project will not affect the air quality of this region. Dust control measures will be required during construction under the project specifications. J. Vegetation and Animal Life There are no known rare or endangered species or habitats of such species of animal or plant life within or adjacent to the project area. All vegetation removed to , facilitate construction will be replaced in kind under the construction contract. K. Secondary Consequences It has been determined that no secondary consequences will arise from the minor primary consequences associated with this project. L. Short Term Impacts The only short term impacts anticipated are the following: construction noise, and motorist inconvenience during construction. These impacts are not considered to have a significant effect on the environment. M. Summary This project does not appear to have a significant effect on the environment. i CRY CNB CORP.
