We gave reviewed your plans for the placement of cr.

Newport Bay. We understand that the cable will ae
laid directly into the bay and that no major trench-
ing or dredging will be required.
Thi_ project will not nave any permanent o- long-term
impact on the environment, and, providing chat proper
:are is taken during the installation of the cable,
the short-term impact on the Upper Bay will c
minimal. Therefore, based on the guidelines :,dop,...d
by'the City touncil on October 10, 1972, we fine t:at
this project will not require an Environmental Impact
Report. You will, as you know, be required to obtain
Haroor Permit from the City as well as approval
--rom the Army Corps of Engineers.
