The Public Works Department will supply the Committee with any additional information which may be required to make findings and recom- mendations in this matter. Y evlin s Director RECEIVED Co mitt' De, ',anent U, at. • • CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT CRIBWALL CONSTRUCTION VIA LIDO AT THE VIA LIDO BRIDGE (C-2000) ENVIRONMENTAL REVIEW - NOTICE OF DETERMINATION NOTICE: A preliminary environmental review of the proposed project for Cribwall Construction Via Lido at the Via Lido Bridge, has been completed. The review was conducted in compliance with the require- ments of the California Environmental Quality Act of 1970, the State "Guidelines for Implementation of the California Environmental Quality Act of 1970," and the City's "Policies and Procedures for Implementing the California Environmental Quality Act." As a result of the preliminary review, it has been determined that: 1. The project is approved. 2. The project will not have a significant effect of the environment. 3. An environmental impact report has not been prepared. A negative declaration has been prepared and is attached hereto. oseph T. evlin ublic or s Department IM:do Att. • • CRIBWALL CONSTRUCTION VIA LIDO AT THE VIA LIDO BRIDGE NEGATIVE DECLARATION BY CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT 1. Location The proposed project is located within the corporate limits of the City of Newport Beach. 2. Project Description The work consists of replacement of several deteriorated wooden retaining walls with a reinforced concrete cribwall in the northerly parkway area of Via Lido on the westerly approach to the Lido Isle Bridge. It is essentially a maintenance project. 3. Purpose of Project To replace failing wooden retaining walls on the embankment located in the northerly parkway with a reinforced concrete cribwall. Thus protecting the embankment from sliding failure which could endanger the existing roadway; 4. Discussion of Environmental Impacts a. Land Resources The proposed project is entirely located within existing public right-of- way. b. Geologic Hazards There are no known significant geologic hazards within the project area. c. Secondary Consequences There will be no long-term secondary consequences arising from the minor short-term effects of the project. 5. Basis for Negative Declaration The proposed project has been reviewed in conjunction with Sections 15081, 15082, and 15083, Chapter 3--Guidelines for Implementation of the California Environmental Quality Act of 1970, Division 6, Title 14, California Adminis- trative Code. The project is not in conflict with the environmental goals and plans of the community; it does not have any aesthetic effect; it does not affect air quality, water quality, and the ambient noise levels of the adjoining areas. Review of the criteria set forth in the above noted sections indicates that the proposed project will not have a significant environmental impact. A copy of the informational fact sheet is attached for reference. • • CRIBWALL CONSTRUCTION VIA LIDO AT THE VIA LIDO BRIDGE FACT SHEET TO DETERMINE IF PROJECT HAS A SIGNIFICANT ENVIRONMENTAL EFFECT A. PROJECT DESCRIPTION AND PURPOSE This project will provide for the replacement of several wooden retain- ing walls with a reinforced concrete cribwall. The work also includes the reconstruction of a portland cement concrete beach access ramp used by persons to gain access to a small beach exposed at low tide at the base of the wall. B. CONFORMANCE WITH CITY'S GENERAL PLAN This project is in conformance with the.City's General Plan. C. LAND USE Existing land use adjacent to the project is commercial and public. The project is within public R/W of the City of Newport Beach. D. HUMAN RESOURCES This project will not require the relocation of any persons. E. GEOLOGIC HAZARDS The project lies in an area of possible ground shaking and possible liquefaction, which are not considered to be significant hazards to this structure. Only minor grading is required. F. FLOODING, EROSION AND SILTATION Project planning calls for this project to be constructed during the summer months prior to the normal rainy season for this region. Construc- tion during that period should preclude the possibility of flooding, erosion or any subsequent.siltation of materials. The project specifi- cations will require the contractor to employ erosion control measures during construction to further reduce the possibility of siltation. G. GROUNDWATER The work will not adversely affect the groundwater conditions. H. NOISE LEVELS The construction of the cribwall will not change the ambient noise levels in this area. The construction activities will create a short- term increase in noise levels. • ,. I. AIR RESOURCES The project will not increase or decrease the volume of vehicle emitsions.. J. ARCHAEOLOGICAL AND PALEONTOLOGICAL SITES There are no known archaeological or paleontological sites within the • project limits. However, should grading operations encounter significant fossils or artifacts, construction scheduling will be altered to allow sufficient time for investigation and recovery of funds in line with Council policy. K. VEGETATION AND ANIMAL LIFE There are no known rare or endangered species or habitats of such species of animal or plant life within or adjacent to the project area. L. WATER RESOURCES The proposed project will not affect the water resources in the area. M. SECONDARY CONSEQUENCES This project will not have any secondary consequences arising from the minor primary consequences related to the project. N. SHORT-TERM IMPACTS The only short-term impacts are those associated with any construction. These are specifically noise and motorist inconvenience during construction. These impacts are not considered to have a significant effect on the environment. 0. SUMMARY This project is essentially a maintenance project. It does not appear to have a significant effect on the environment.
