The review was conducted in accordance with the requirements of the California Environmental Quality Act of 1970, the State "Guidelines for Implementation of the California Environmental Quality Act of 1970," and the City's "Policies and Procedures for Implementing the California Environmental Quality Act." The environmental statement has been reviewed Environmental Affairs Committee. As a result of the preliminary review, it has 1. The project is approved. 2. The project will not have a significant effect on the environment. 3. An environmental impact report has not been prepared. Nolan Pubic Works Director jd 6/14/85 been determined that: • • GAS LINE CONSTRUCTION BETWEEN WEST NEWPORT OIL FIELD AND HOAG HOSPITAL NEGATIVE DECLARATION BY CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT 1. PROJECT LOCATION: The gas line is proposed to be installed underground between the West Newport oil field and the Hoag Hospital property adjacent to Pacific Coast Highway. The line will be located within either the oil field lease area, the northerly right-of-way of Pacific Coast Highway, or on Hoag Hospital property. The easterly terminus of the line will be adjacent to the westbound off ramp from Newport Boulevard to Pacific Coast Highway. 2. PROJECT DESCRIPTION: A 3" diameter polyethylene gas line is proposed to be installed a minimum of 42" below the ground surface. In addition, two underground condensate traps will be installed adjacent to the 3" line, and an odorizer will be installed at the oil field connection point. 3. PROJECT GOALS: The proposed gas line will permit delivery of approximately 50,000 cubic feet per day of surplus natural gas from the City -owned West Newport oil field to Hoag Hospital. The natural gas is a by-produc$ of the oil production. The gas will replace a portion of the Hospital's natural gas supply currently purchased from the Southern California Gas Company. The gas delivery will provide a revenue for the City, and a reduction in gas purchase cost for the Hospital. 4. EFFECT ON THE ENVIRONMENT: There will be no significant long-term irreversible or irretrievable effects on the environment. There will be minimal, acceptable short-term disturbances of the environment due to construction activity. 5. BASIS FOR NEGATIVE DECLARATION: This project is consistent with the General Plan policies of the City of Newport Beach and could'not have a significant effect on the environment. 6. INITIAL STUDY: The City of Newport Beach Public Works Department has prepared this Negative Declaration and its Initial Study in accordance with Article 7, Chapter 3, Guidelines for Implementation of the California Environmental Quality Act of 1970. Nolan Public Works Director JW:kf 4/24/85 GAS LINE CONSTRUCTION BETWEEN WEST NEWPORT OIL FIELD AND HOAG HOSPITAL INITIAL STUDY BY CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT 1. CONFORMANCE WITH THE GENERAL PLAN This project is in accord with the General Plan of the City of Newport Beach, in particular, the "Conservation of Natural Resources Element." 2. ENVIRONMENTAL CHECKLIST FORM An Environmental Checklist Form (attached) has been completed as a portion of this study. The following statements, referenced to questions presented on the checklist, explain all "yes" and "maybe" answers: 10. If the gas line were ruptured, it would allow release of natural gas into the ground and atmosphere. If the gas accumulated in a confined area and were ignited, it could result in an explosion. To minimize potential failure or damage, the line will be buried a minimum of 42" below the ground surface. Prior to operation, the line will be pressure tested at 10 psi which is four times the planned operating pressure. An odorizer will be installed at the oil field connection point so that any leak can be detected and repaired. The line will be provided with valves so that the line can be shut off to prevent the escape of gas. The Southern California Gas Company presently operates a 12" high pressure gas line located in Pacific Coast Highway that parallels the proposed 3" line. This 12" line, because of higher pressure and volu- mes, is potentially a much higher risk than the proposed line. 4/9/85 • • ENVIRONMENTAL CHECKLIST FORM I. Background 1.
