The Public Works Department will supply the Committee with any additional information which may be required to make find- ings and recommendations in this matter. RECEIVED PLANNING DEPARTMENT DEC 1 71979:- 5 N` ,/ CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT ZONE III WATER SERVICE CONNECTION 1979 ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION A preliminary environmental review of the proposed project for the Zone III Water Service Connection has been performed. The review was conducted in accordance with the requirements of the California Environmental Quality Act of 1970, the State "Guidelines for Imple- mentation of the California Environmental Quality Act of 1970," and the City's "Policies and Procedures for Implementing the California Environmental Quality Act." The environmental statement has been reviewed and was approved by the City's Environmental Affairs Committee. As a result of the preliminary review, it has been determined that: 1. The project is approved. 2. The project Will not have a significant effect on the environment. 3. An environmental impact report has not been prepared. Nolan Public Works Department IM:jd Att. 12/14/79 ZONE III WATER SERVICE CONNECTION TO CORONA AND CAMEO HIGHLANDS (C-1983) NEGATIVE DECLARATION BY CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT 1. Project Location: This pipeline project is to be constructed mainly in undeveloped property owned by The Irvine Company and adjacent to the community of Corona del Mar. The pipeline will connect an existing City of Newport Beach water main in Surrey Drive to a main in Sandcastle Drive. 2. Project Description: The ductile iron pipeline is 8 inches diameter by 2700 feet long, including appurtenant valves to facilitate operation and maintenance. 3. Project Goals: This project will fire and domestic water to Corona the City to retire the two energy stations which serve this area. provide a reliable, adequate supply of and Cameo Highlands; and will permit intensive, high maintenance pumping 4. Effect on the Environment: There will be no significant, long-term effects on the environment. There will be nominal, acceptable short- term effects on the environment during construction. 5. Basis for Negative Declaration: This project is consistent with the General Plan Policies of the City of Newport Beach, and could not have a significant effect on the environment. 6. Initial Study: The Public Works Department of the City of Newport Beach has prepared an initial study in accordance with Sections 15081 and 15082 of Chapter 3, Guidelines for Implementation of the California Environ- mental Quality Act of 1970, Title 14, Division 6 of the California Administrative Code. Nolan Public Works Director LD:jd 12/10/79 ZONE III CONNECTION TO CORONA AND CAMEO HIGHLANDS (C-1983) INITIAL STUDY BY CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT A. CONFORMANCE WITH GENERAL PLAN POLICY This project is in accord with the General Plan Policies of the City of Newport Beach, in particular the topics "Preservation and Redevelopment", "Community Facilities and Services" and "Natural Resources." B. LAND USE These improvements will be constructed within established rights -of -way and easements, and within easements to be obtained from The Irvine Company. C. SHORT-TERM EFFECTS On -site construction is expected to begin in April of 1980 and to be completed by June of 1980. The Contractor will be required to construct only during normal working hours. Noise due to excavation and backfill operations will not be severe at homes within proximity of the pipeline alignment. The Contractor will be required to control surface water runoff such that soil is not moved off -site. The Contractor will also be required to abate dust nuisance by sweeping or sprinkling with water. Construction noise, surface water runoff and dust are not considered to have a significant effect on the environment. D.
