G-6 TO: CITY COUNCIL FROM: Public Works Department SUBJECT: RESOLUTION OF CONDEMNATION FOR PROPERTY NEEDED FOR THE WIDENING OF BALBOA BOULEVARD BETWEEN 44TH STREET AND PACIFIC COAST HIGHWAY RECOMMENDATIONS: 1. Adopt a resolution of condemnation authorizing legal action to acquire two parcels (Parcels 1 & 14) as shown on Right of Way Map - Balboa Boulevard -Coast Highway to 44th Street from Beeco, Ltd. 2. Authorize the purchase of Parcels 1 & 14 at the appraised fair market value. DISCUSSION: Attached is a copy of the Balboa Boulevard right of way map. Parcels which have been previously acquired are shown in red. Parcels 1 & 14 have not yet been acquired, and the fee ownership is by Beeco Ltd. Parcel 1 has several leases and subleases. Parcel 14 is leased by the Lido Sands Community Association. An appraisal on Parcel 1 has been completed by George Hamilton Jones, MAI. He has determined that the value of Parcel 1 including sever- ance damages is $50,000. Beeco Ltd. has been offered this amount for the purchase of Parcel 1. Due to the number of parties involved in this trans- action through the various leases, a resolution of condemnation has been requested to establish the City's position. If the property cannot be finally obtained through negotiation, legal action will be taken to acquire the property. Parcel 14 is a three foot wide strip of land 63 feet long. This parcel is needed to provide for maintenance parking of a City vehicle while working on the sewage pump station in the parkway. This parcel is outside of the Lido Sands fence and will not require the relocation of any of their facilities. Based on figures derived in the appraisal of Parcel 1, the value of this parcel has been estimated to be $1045. The construction of the widening of Balboa Boulevard from 44th Street to Coast Highway can begin in late December, 1973 or early January, 1974 if the City is successful in obtaining a Coastal Zone Permit.
