HomeMy WebLinkAbout00 - Engineers Report (Alleys, CdM north of Highway)R E P O R T The City Engineer of the City of Newport Beach, California, pursuant to the instructions of the City Council of said city, hereby makes and files the _following report and recommendations: 1. That the general nature, location and extent of the proposed improvement in certain alleys in Corona Del liar, lying Southwesterly of Coast Boulevard (State Highway) and between Avocado Avenue and Poppy Avenue, are as follows; (a) Grading, paving With plant mix_ material, installation of house sewer and water connections and appurtenant work in connection therewith; in the first ALLY lying Southeasterly from Avocado Avenue between the first alley lying Southwesterly from Coast Boulevard and a line parallel with and distant 90 feet Southwesterly from the 3outhwesterly line of Second Avenue, excepting that portion of said alley between the ^Iortheasterly line of Fourth Avenue and a line parallel with and distant 60 feet Northeasterly from said Northeasterly line of Fourth Avenue; and in the f irs t ALLEY lying Southwesterly from Coast Boulevard between Avocado Avenue and the first alley lying Southeasterly from Acacia ,venue; and in the ALLEYS in Blocks 34, 35, 1311 133, 135, 136, 137, 139, 140, 141, 143, the Southwesterly 250 feet of 234, Southwesterly 300 feet of 235, South- westerly 325 feet of 236, 237, 238, Southwester];) 360 feet of 239, 240 except the northwesterly 90 feet, 241 except the Southeasterly 65 feet, 242, 243, 328 except 60 feet, 331 except the Southwesterly 105 feet, 332 except the Southwesterly 30 feet, 333 except the South- westerly 60 feet, Northeasterly 225 feet of 334, Northeasterly 150 feet of 335, 429, 4303 4313 432, 433, 4343 437, 529, 530, 532, the South- - 1 — westerly 330 feet of 533, 534, 629, 6303 632, 729 and 730, as said alleys are shown on the map of Corona Del Pear, as per map recorded in Miscellaneous gaps Book 3, Pages 41 and 42, Records of Orange County, California.; and in the ALLEYS in Block 337 of said Corona Del Mar, and the Southwesterly extension of the alley in said Block 337 a distance of 105 feet into Bayside Drive; and in the ALLEYS in Block 435 of said Corona Del Mar, between the limits and at the location shown on the map hereinafter referred to; and in the Northeasterly 150 feet of the A LLBY in Block 329 of said .Corona Del liar; and in the Northeasterly 260 feet of the ALLEY in Block 138 of said Corona Del Mara (b) Grading, paving with plant mix material, and appurtenant work in connection therewith; in the ALLEY in Block 142 of said Corona Del hCara The grading and paving shall extend 8.50 feet into street at all alleys intersecting First Avenue, Second Avenue, Third Avenue and Fourth Avenue, (c) The construction of reinforced concrete pipe storm drain and appurtenant work in connection therewith; in and across the ALLEY in Kock 431 of said Corona Del tar, and extending Easterly and Westerly into Lots 8, 9, 10, 11 and 13 of said Block 431, (d) The construction of corrugated iron pipe storm drains and appurtenant work in connection therewith, at the following locations; in the 2 ALLEY in Block 334 of said Corona Del liar, between a point distant 225 feet Southwesterly from First Avenue and extending southwesterly in said alley and into Bayside Drive a distance of 130 feet; and in the ALLEY in Block 335 of said Corona Del 11ar, between a point distant 150 feet Southwesterly from First AAvenue, and. extending Southwesterly in said alley and into Bayside Drive a distance of 135 feet; and in a public WEt4ENT over the Northeasterly side of Lot 13 and the NortYnves terly side of Lot 15 of Block 435 of said Corona Del liar, and extending into Iris Avenue a distance of approximately 10 feet; and in a public EASMENT over the Northeasterly side of Lot 10, Block 429 of said Corona Del ?,Zar, and extending into Acacia Avenue a distance of approximately 7 feet; and in the ALLEY in Block 234 of said Corona Del mar, between a point distant 250 feet Northeasterly from Seaview Avenue and extending Northeasterly in said alley and into Bayside Drive a distance of 67 feet; and in the ALLEY In Block 236 of said Corona Del Tear, between a point distant 325 feet Northeasterly from Seaview Avenue and extending Northeasterly in said alley and into Bayside Drive a distance of 68 feet, 2, That all of the said work and improvement proposed to be done shall be constructed along, the lines, between the points and at the places shown on )Map 438, consisting of five sheets, filed with this report and by this reference made a part hereof, 3. That the boundaries of the district or lands benefited and to be specially assessed to pay the costs and expenses of the proposed improvement are shown upon said map, consisting of five sheetsg filed with this report and by this reference made a part hereof, - 3 - 4. That the entire cost of said proposed improvement shall be assessed against the lands to be benefited thereby and herein d.es cribeda 5, That the proposed improvement shall be made under the provisions of the `immprovement .Act of 1911", being Division VII of the Streets and Highways Code of the State of California. 6, That it is hereby determined that serial bonds, to represent unpaid assessments and bearing interest at the rate of six per cent (6%) per annum, shall be issued to represent each assessment of Twenty-five Dollars ($25.00) or more remaining unpaid for thirty (30) days after the date of recording the warrant. Said serial bonds shall extend over a period ending nine (9) years from the second day of January next succeeding the next October 15th following their date, the said bonds to be issued under the provisions of the said "ymprovement Act of 1911", being part 5 of Division VII of said Streets and Highways Code, 7. That the assessed values shown herein are based on the last equalized county assessment roll of the County of Orange, California, 8.
