Honorable City Council:
Pursuant to your request I am submitting the following
report relative to the improvement of the southwesterly side of
Ocean Blvd. between Poppy Avenue and Larkspur Avenue, as shown
on map attached hereto. As noted on the map, the approach to
the road is between Poppy Avenue and Poinsettia Avenue and the
road deadends between Marguerite and Larkspur. A roadway depth
of approximately 25 feet below the present curb on Ocean Blvd.
is attained at the southerly prolongation of the southeasterly
line of Poppy Avenue and a minimum depth of 25 feet below the
present curb is maintained to Marguerite Avenue. Here the grade
on Ocean Blvd. descends and at the deadend the depth of the
lower road below the present curb would be approximately 19 feet.
It is possible by this plan to leave a level strip 5 feet in
width oceanward of the existing curb, a minimum graded road
width on the lower road of 20 feet and maintain a 1 to 1 slope
on the newly cut bank. It is recommended that the slope be
treated in a manner similar to the State Highway treatment of
slopes; that is, the planting of Mesembryan.themum, more common-
ly known as ice plant.
It is planned to install a. 6 inch water main, with the
necessary fire hydrants, the entire length of the road. Also,
it is planned to install a sanitary sewer line between the east-
erly terminus of the lower road and the easement oceanward of
Narcissus Avenue. As planned, the elevation of the sewer would
be approximately 10 feet below the grade of the new road. This
portion of the entire system should be constructed at this time
and later continued through the easement and Lot A, as shown on
map, to serve the balance of the lots in Tract #1257 and the lots
in Tract #1026. A pumping plant on the main beach at Corona. del
Mar will be necessary before this system can operate.
The following is an estimate of the cost of this improvement:

It has been suggested that the property on the north side of
Ocean Blvd. be assessed one third of the cost of the actual road
improvement, and the balance, plus the cost of the water and sewer
system, be assessed against the property on the south side.

property involved on a front foot basis:
