After several attempts this week, I finally reached Mr. Hancock who is the right-of-way rental agent for the State Dep a rtment of Highways. I discussed with Mr. Hancock two parcels of land in which the City has an interest: (1) the church property on Cliff Drive which was declared surplus by the State and has been offered for sale; and (2) the Harbor Day School site at 5th & Margueriete which will be available for lease sometime in August. • Mr. Hancock indicated that even though the State had notified the City in January that the church property had been d eclared surplus and was available for sale, the State has changed its min d and is going to con- tinue to lease the property to the First Baptist Church . Evidently at one time the church had been behind in its monthly payments and this prompted the State to look for other lessees or a buyer, but in talking to Mr. Hancock yesterday, he said the church has made up all of its b a ck payments and was still interested in continuing a lease with the State. Therefore, at this time, it has been taken off the market and is not avai l able to the City. The second parcel in Corona del Mar was the site that the City Fine Arts Corrnnittee wanted to use as a cultural center and have requested the State to consider leasing that parcel to the City. However, in talking to Mr. Hancock he said that approximately a half dozen o ther parties have expressed an interest in that site and a decision will n ot be made as to who gets it until mid-August. :Mr. Hancock stated that his Department has b een criticized by ~ the public for not leasing parcels at the hi ghest rate t hat they could get and, therefore, cities have not been as successful in recent years in leas- ing State property as have other commercial interests. That's all the information that Mr. Hancoc k could give me at this time, but as I receive additional information, I wi ll keep you posted. CCS:h
