The Newport Beach City Planning Commission held a regular meeting
on Thursday, January 15, 1948, in -the Council Chamber,' City Hall, with
Chairman Longmoor presiding.
ROLL CALL Commissioners present: . Baltz, Copelin, Daniell, Ellerbroek, Johnson,
Longmoor,.Rudd.and Wightman.
Commissioners absent: Pleger.
MINUTES Commissioner Johnson made the motion, seconded by Commissioner Rudd
for the approval of the minutes.of the meeting of December. 18, 1947,
as read. Motion carried and so ordered.
PUBLIC HEARINGS Final hearing upon the application of The Irvine Company, for rezoning
to C-2 of the property, (as described in the Minutes of the December 18
meeting), was declared and heard. Commissioner Copelin, chairman of
the committee to check on this matter, reported that the entire committee
looked over the property and checked with The Irvine Company, and were
informed that The Irvine Company want the same zoning as- -will be given
the City property across the Highway,,whioh will be pending the outcome
of the present proposed lease_on same. Councilman Isbell, present in
the audience, informed the Commission that a meeting on said lease of
the City property is scheduled for January 19, 1948, and, furthers that
he felt that C-1 zoning for the Irvine Company property better than_C -2.
Commissioner Longmoor agreed. Commissioner Copelin made the motion,
seconded by Commissioner Rudd that the hearing be closed. Motion carried
after which Commissioner Daniell made the motion, seconded by Commission-
er Jchnson, that this matter be.tabled to the next meeting. Motion car-
ried and so ordered.
Final hearing upon the application of Miss Margaret Gibson for rezon-
ing from R -1 to R-2, Lot 1, Block 34, Corona Del Mar, was declared and
heard. Commissioner Pleger not being present, reported through Cemmmis-
siouer Baltz, that the committee not recommend.this application. After
careful consideration, Commissioner Johnson made the motion, seconded
by Commissioner Ellerbroek that the hearing be closed. Motion carried
and Commissioner Johnson made the motion, seconded by Commissioner El
lerbroek that the Commission recommend that this application be denied.

Baltz, Copelin, Daniell, Ellerbroek, Johnson, Longmoor, Rudd and Wightr
man. NOES: None. ABSENT: Commissioner Pleger.
Final hearing upon the application of Mr. Otto Boyd for rezoning from
R-1 to R-2 of Lot 7, Block 22, Eastside Addition to Balboa Tract, was
declared and heard. Mr.Boyd was present and explained that this lot
is immediately adjoining a lot zoned R -3, and that his intention is to
build a garage house on the rear. Secretary Ellerbroek read Mr. Boyd's
letter of application, to which was attached a petition of four adjoin-
ing property owners, favoring same, but, also read letters of opposi-
tion by the Balboa Peninsula Point Association, George Pross, L. L.
Isbell,.Sofie E. Rickenbac#1 Kate L. Plum, Mary A. Stanton, Elizabeth
Pellett, J. C. Wilson, M.D., and W. M. Bradford. .Commissioner Wightman
reported that he and,his committee felt that this lot should be rezoned
to R -2, as a 'buffer' between R -1 and R -3, but in view of the many pro-
tests, could see no way to recommend it. Commissioner Johnson moved,
Commissioner Copelin seconded, that the hearing be closed, which carried,
and Oommissioner Rudd made the motion, seconded by Commissioner Johnson,
that the Commission recommend that this application be denied. Motion
ROLL CALL VOTE carried by the following roll call vote: AYES: Commissioners Baltz,
N91ins Daniell, Ellerbroek, Johnson, Longmoor, Rudd, and Wightman.

Hearing upon the application of Mr. J. W. Cammack, for a 50% rear yard set-
back variance for Lot 3, Block A. Tract 5180 was declared, and heard, same
' having been duly filed and advertised. Commissioner Rudd reported that the
committee recommended this application be granted. Commissioner Baltz made
the motion, seconded by Commissioner Rudd that the hearing be closed, which
carried, and Secretary Ellerbroek made the motiont seconded by Commissioner
Johnson thatcthe Commission recommend that this application be approved.
Motion carried by the following roll call vote: AYES: Commissioners Baltz ROLL CALL VOTE
Copelin, Daniell, Ellerbroek, Johnson, Longmoor, Rudd and Wightman. NOES:
None. ABSENT: Commissioner Pleger.
Hearing upon the application of Mr. Carl P. Ripling for a 50% front yard
setback variance for Lot 7, Block 3, Section It Balboa Island, otherwise
known as 107 Garnet Avenue, was declared and heard, same having been duly
filed and advertised. After discussion and consideration, Commissioner Jaqn

eon made the motion, seconded by Commissioner Boltz, for closing the hearzr:g,
which . carried, and Secretary Ellerbroek made the motion, seconded by Commis-
sioner Johnson that the Commission recommend that this application be approv-
ed. Motion carried by the following .roll call vote: AYES: Commissioners ROLL CALL VOTE
Baltz, Copelin, Daniell, Ellerbroek, Johnson, Longmoor, Rudd and Wightman.
NOES: None. ABSENT: Commissioner Pleger.
Secrettry Ellerbroek presented a statement for dues of $10.00 for the Amer- COMMUNICATIONS
lean Society of Planning Officials, siid made the motion, seconded by Commis -
sioner Wightman, that the Commission recomm end that the City Council recom-
mend same be paid. Motion carried and so ordered.
Mr. Crosby and Mr: Turner were present and requested clarification of the NEW BUSINESS
matter of zoning for self- service laundries, explaining that they have reo-
ently purchased a lot, zoned M -1, to comply with their understanding of our
ordinances, and, are ready to go ahead with plans, but had heard that Mr.
MacA'Levy's application for self- service laundry in a C-2 zone was again be-
fore.the Commission. In as much as this had not been referred to the Com-
m;esion, and 8ouneilman Isbell was in the audience, Chairman Longmoor re-
quested his opinion. Mr. Isbell stated 'there should have been s committee
appointed by the Commission to meet with a committee of the Council to check
this matter, as brought out in the last Council meeting, when Mr. MacA'Levy's
application came up.' Mr. Nelson, Building Inspector, stated that he had had
a letter from the attorney, Mr. John Martel, with attached rulings regarding
laundries and self- service laundries, and also that the letter was in regard
to the issuance of permits for installation of equipment by�the Anderson
plumbing Oompany of.Santa Ana in Mr. MacA'Levy's building, for which he was
apparently requesting the permit for operation of a self- service laundry. No
action could be taken as the matter was not actually referred by the City
Council.
Dr. R. C. Burk, P.H.D., of Corona Del Mar, was present and discussed inform-
ally with the Commission, a proposed yacht club or beach club, for Lots 12,
13, 14, 15, Tract 1257, Corona Del Mar, stating that he had conferred with
the engineers and also the War Department, from which he had received encour-
agement, and that the State had given jurisdiction over the tide lands to the
City. No action was requested tr taken by the Commission.
Chairman Longmoor reported on having received a communication from Mr. H. 0.
Ensign, District Superintendent of Newport Beach Elementary Schoole,,on the
matter of construction of a new school plant on fourteen acres of land loo-
ated northeast of the intersection of Irvine Avenue, and Cliff Drive, (por-
tion of Lot 171, Block 54, Irvine Subdivision), stating that the matter was
referred by or to the Orange County Planning Commission, and in turn to

the City Planning Commissionea committee for all matters for County
jurisdiction, and within a.radius of mile of the.Newport Beach City
limits, of.which Commissioner Johnson is chairman, and -as such recom-
mended same to the County board.
ADJOURNMENT Commissioner Rudd made the motion for.adjournment, seconded by C6mmiss-
ioner Wightman, which carried.
