MINUTES OF THE PLANNING COMMIS ^ION MEETING, THURSDAY,
JANUARY 15, 1953, AT 7:30 P.M. IN THE COUNCIL CHAMBERS OF
ROLL CALL: Commissioners Present' Briggs, Copelin,
onL gmoor, Pleger, Rudd, Smith, and Wightman.

Chairman Longmoor opened the regular meeting of the

MINUTES: Upon motion of Commissioner Pleger, seconded by
Commissioner mmissioner Copelin and carried, the minutes of the last
regular meeting of December 18th, 1952, were approved as
written and submitted to the Commission.
USE PERMITS: Application of C. M. Tucker.for sales, assem-
y, an service of general marine rdware and equipment
at 100 hi 8 Coast Highway, Newport Beach. This was held over
from the December meeting. Mr. 'Tucker was not present and
the application was tabled.
Application of W: L. Humphreys for two additional units in
R -3 zone at 307 gewater, Balboa. Applicant was present
for discussion with the Commission. Committee report stated
that the .property had been inspected and that it.was non-
c.onf.orming now and recommended denial. Upon motion of Com-
missioner Copelin, seconded by Commi- ssioner Wightman and
carried, the application was denied by the following roll
call vote, to -wit:
AYES, COMMISSIONERS: Bri gs, Copelin, Lind, Longmoor,
Pleger, Rudd, Smith, and ightman.
NOES, COMMISSIONERS: None
ABSENT COMMISSIONERS: Reed
VARIANCES: Application of 0. E. Felton for a Variance on
Lot 16, 4, Section Five, Balboa Island, 123 East Bay
Front, to permit a -0- front yard setback instead of required
51. Chairman Longmoor declared the hearing open and asked
if anyone wished to speak for or against. Mr. Felton was
present and stated that he had erred in asking for -0- set-
back and that he only wanted to bring his proposed building
in line with the neighboring structures which were setback
216" and would like to amend his application accordingly.
After further discussion, Commissioner Copelin moved the
hearing be closed, seconded by Commissioner Smith and.carried.
Commissioner Rudd then moved that a Variance be granted to
allow a 216" front yard setback instead of the required 51.
The motion was seconded by Commissioner Smith. Commissioner
Copelin moved to amend the motion so that in no case would the
building set out further then the adjoining buildings. The
amendment was accepted and the motion carried by the follow-
ing roll call vote, to -wit:

Application of A. W. Snyder for a Variance on Lot 14,
Block 2, Section Une, Balboa island (209 Emerald Avenue)
to extend bay window 19" into 10' front yard setback. The
Chairman opened the hearing and asked if anyone wished to
speak for or against. Mr. Brownell, the architect, was
present to discuss the application with the Commission.
The Committee recommended the granting of the application.
Upon motion of Commissioner Pleger, seconded by Commissioner
Wightman and carried, the hearing was closed.
Commissioner Pleger then made a motion that the application
be granted, seconded by Commissioner Smith and carried by
the following roll call vote. to -wit:
AYES, COMMISSIONERS: Briggs, Copelin, Lind, Longmoor,
Pleger,. Rudd, Smith, and 'ightman..
NOES, COMMISSIONERS: None
ABSENT COMMISSIONERS: Reed
Application of Paul Daniel for a Variance on Lot 919, Tract
907, Lido Isle k343 Via Lido Soud) for construction of
covered terrace on 181 of property line, to be erected on.

Chairman Longmoor declared the hearing open and asked if
anyone wished to speak for or against. Mr. Gatterdam was
present to talk with the Commission on the application,
representing Mr. Daniel.. This structure is to protect the
patio which is alongside a 301 park set aside by the City,
and is necessary protection from wind and debris blowing
onto the patio.
Secretary Copelin read a letter from the Lido Isle Community
Association and Resolution protesting the granting of the
application. Mr. Don Harwood, Attorney, was present repre-
senting the Association. After further discussion, Commis-
sioner Copelin moved the hearing be closed, seconded by
Commissioner Wightman and carried.
Commissioner Pleger then made a motion that the application
be denied, seconded by Commissioner Copelin and carried by
the following roll call vote, to -wit:
AYES, COMMISSIONERS: Briggs, Copelin,, Lind, Longmoor,
Pleger, Rudd, Smith, and Wightman.
NOES, COMMISSIONERS: None
ABSENT COMMISSIONERS: Reed
ADJOURNMENT: There being no further business to come before
the commission, Commissioner Pleger made a motion for adjourn-
ment, seconded by Commissioner Briggs a d carried.
