Commissioners Present: Clark, Clemence, Copelin, Higbie,
O'Brian, Marshall, Rudd
Commissioners Absent: Picker
MINUTES
Minutes of the regular meeting on December 21, 1961 and
adjourned meeting January 4, 1962 were approved on the
motion of Commissioner Rudd, seconded by Commissioner
Marshall, and carried.
FINAL MAPS
Tract 4224
The final map of Tract 4224, consisting of 119.27 acres
divided into 312 residential lots, located in the vast

Upper Bay area, was recommended to the City Council for
approval, subject to the following conditions:
1. All improvements, including bulkheads and grading,

2. Easements to be obtained across private property
at the following locations:
A. Easterly of Lot 20
B. Northerly end of Mariners Drive
C. Southerly of Lot 91.
3. Waiver of the following requirements to the
Subdivision Ordinance are recommended:
A. Section 9253.21. Final Tract Map may be
drawn to a scale of 1" a 60' provided map
of the Tract drawn to a scale of 1" a 100'
is furnished to the Public Works Department.
B. Section 9254.13J. The property line radii
at street intersection may be 15 feet.
C. Section 9254.14. Minimum R/W for local and
cul -de -sac streets may be reduced to 56,
52 and 50 as shown on the tentative map.
4. Lot 215 to be deleted from this Tract and the
Tract boundary to be along the southeasterly lot
line of Lot 215.
5. Street trees to be placed one per lot in accord-
ance with Parks, Beaches and Recreation Department
specifications (two trees per corner lot).
6. Lots "A ", "B" and "D" must be reserved in
perpetuity for beach and recreational purposes.

7. Lot "C"
A. A 2" metered water system will be installed
along the toe of the slope the length of
Lot "C ".
B. A perimeter planting will be provided along
the top of the bluff the length of Lot "C"
and landscaping will be provided according
to Parks, Beaches and Recreation Department
specifications.
C. A stairway will be provided from Lot "C" to
Galaxy Drive at the approximate intersection
of Morning Star Lane.
D. Grade entrance will be provided at the
southwest end of Lot "C" for pedestrians.
E. General grading must be done to leave the
area smooth and level.
8. Lot "E"
A. A 2" metered water system will be provided
behind the curb between Lots 79 and 80.
B. General grading must be 'done to leave the
area smooth and relatively level.
C.-Landscaping will be installed in accordance
'with Parks, 'Beaches and Recreation Depart-
ment specifications.
9. All slopes in Tract too. 4224 must-be planted in
accordance with specifications of the Parks,
Beaches and Recreation Department.
Special Consideration:
1.' The proposed temporary sewage pump station at the
northerly end of Mariners Drive servos 8 lots.
Based on figures submitted by the engineer for the
developer, the annual maintenance cost to the City
for this station will be approximately $470.00 per
lot.
2. Determination should be made as to whether a fee

interest or a waterway easement should be acquired
across Lots "x" and "Y ".

tions and controls are desired for Lots "A ", "B" and

4. Consideration should be given to the provision of
public swimming areas along the entire bay line of
this development, particularly along the shore

Tract 4444
The final map of Tract 4444, being a subdivision of
4.83 acres divided into 34 lots, proposed to be a

Recreation Department.
5. In order to meet the requirements of 9256.12(2)
of the Subdivision Ordinance, access rights from
the public street to each family dwelling and the
right to occupy specific accessible automobile
storage spaces shall be granted in the deed to
each lot. The form and content of such deeds
shall be approved by the City Attorney.
6. The declaration of Protective Restrictions sub-
mitted to comply with Section 9256.13 of the
Subdivision Ordinance are approved as to general
content provided that the City may enforce the
provisions in the event of breach.
The form and content of the above restrictions
shall be subject to the approval of the City
Attorney.
