Clark, Clemence, Ficker, Higbie, Hudson, Marshall, Rudd, Steelman Commissioners Absent: .Copelin MINUTES Minutes of the regular meeting on December 15, 1960 and _ adjourned meeting on January 5, 1961 were approved on the motion,of Commissioner Rudd, seconded by Commission Marshall, and carried. FINAL MAPS Tract-3975 The final map of Tract 3975, being a proposed subdivi- sion consisting of 5.58 acres divided into 21 lots and APPROVED located easterly of Irvine Avenue and north of Highland Drive in the Back Bay area was recommended to the City Council for approval, subject to the following condition;: 1. That all electrical and telephone utilities Motion x be installed underground. Second x All Ayes 2. That street tree planting be installed in accordance with policies established by the • Parks, Beaches and Recreation Department. 3. That subdivision be rezoned from an Unclassified to an R -1 -B District. AMENDMENTS A -102 Planning Commission Amendment No. 102 which proposes to add new Sections to Zoning and Subdivision Regulations APPROVED pertaining to Planned Residential Developments was recommended to the City Council for approval, subject to the following amendments: 1. Paragraph 9108.3 to be revised to strike out Motion x the reference to 5 acres and substitute land Second x area of sufficient size to meet objectives All Ayes set out in Section 9108.1 2. Paragraph (d) of 9108.4, page 2, to be amended to permit recreational; community or social centers, or halls, for the use of the residents of the development, with Planning Commission approval. 3. Paragraph 5 on Page 7, Section 9256.12, to be striken and the City Attorney's office requested to further study other ways or other possible legal devices for insuring that the recreational areas,and the dwelling site areas will not be separated and further, that in the event no such legal devices can Page 1. All Ayes ICATI low NS The Planning Commission approved an extension of Use Permit No. 662'.for one year from February 18, 1961, on Motion x a request dated January 9, 1961 from Warren Turner, Second x representing Noel Singer. Mr, & Mrs. Don Koll for the purpose of determining a projection over a garage now under construction ,whether at 121 Via Undine can be interpreted as an architectural feature or marquee under present zoning regulations. It was the opinion of the majority of the Commission that if the deck were enclosed at the setback line.on the side and rear, that the overhang would be considered as a marquee under Section 9105.4, paragraph (c) of Article EL, City of Newport Beach Planning and Zoning Regulations, and would be permitted. 2. Chairman Clemence made the following committee appoint- ments. 1. A. committee to clarify the definition of "'building heights" in Article IX, Planning and Zoning Regulations. Commissioner - Picker and _.• Wayne Rankin, Building Department 2. Commissioner Steelman to replace Commissioner Hudson on the Land Use Committee. 3. A'Subdivision Committee composed of Commissioner Higbie Commissioner Rudd. On motion of Commissioner Hudson, seconded by Commis- sioner Picker, and carried, the meeting was adjourned until February 2, 1961, at 8:00 Y.M. in the City Hall Council Chambers.
