Yes Councilman Weigand attends the Vector Control District meetings for Newport Beach and reported that the West Nile virus was low in 2025, but there has been an increase in flea born typhus. No Do you have other concerns or comments? Yes The 2/10/26 meeting was mostly taken up by public comments on the Consent Calendar. Adam Leverenz commented on the practice of placing on the Consent Calendar items that are critical to a lot of people and about which the public deserves to hear the council members' position, for example, item #8 on the CA State Lands Commission Report. https://Voutu.be/vTlcK7ZGe4Y?t=136. Adam Leverenz advised pulling item #8, Resolution No. 2026-12: Establishing the Public Lands Trust Management Ad Hoc Committee to Review and Develop Recommendations Regarding the California State Lands Commission Report Regarding the City's Management of the Tidelands This item created an Ad Hoc committee of two council members to respond to the report and also decide how the public would be informed of their decisions regarding the recommendations from the California State Land Commission, including permit fees for residential piers, mooring permits, mooring permit transfers, and residential pier subleasing. 6 residents spoke on item #8, encouraging the ad Hoc committee to include the public, with representatives from both the residential and mooring constituencies. The # 8 item was not pulled. Consent calendar was passed 7-0. Item # 3 in the consent calendar was pulled by Councilman Weigard at the suggestion of one public comment. #3 Safety Enhancement Zones Expansion and Enforcement during Peak Activity Periods, Todd Priest suggested language changes of "shall" to "may" on revocation of permits on short-term rentals, for violations. Three other residents spoke about #3, and Councilwoman Grand and Councilman Stapleton addressed the violations referred to in this item. #11 was pulled from the consent calendar by Councilman Weigard due to recent public comments he received. #11 Proposed Traffic Calming and Public Safety Measures in the Bayview Heights Neighborhood. 2 residents commented on this issue. The Council addressed the issues raised on #3 and made recommended changes on #1.
