TITLE: Irrigation Controller Replacement Phase 3 — Notice of Completion
for Contract No. 9924-1 (26P02)
ABSTRACT:
On November 4, 2025, the City Council awarded Contract No. 9924-1 for Irrigation Controller
Replacement Phase 3 to Superb Engineering, Inc. of Banning. This project involved
upgrading irrigation controllers at various locations in the city. The work is now complete and
staff requests City Council acceptance and closeout of the contract.
RECOMMENDATIONS:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this
action will not result in a physical change to the environment, directly or indirectly; and
b) Accept the completed work and authorize the City Clerk to file a Notice of Completion for
the project.

This project replaced 50 existing irrigation controllers with new weather -based automated
irrigation controllers at various locations (Attachment A), which will increase irrigation
effectiveness while also reducing water use and costs.
The contracted work has now been completed to the satisfaction of the Public Works
Department.

A summary of the construction cost is as follows:
Original Bid Amount: $ 670,004
Actual Cost of Bid Items Constructed: $ 670,004

The contract completion time was 90 working days to account for potential issues such as
supply chain delays, however the contractor's supplier and distributor had the necessary
materials in stock allowing Superb Engineering to complete installation ahead of schedule.

FISCAL IMPACT:
This Irrigation Controller Replacement Project was funded by the Capital Improvement
Program budget, with funds provided from the Parks Maintenance Master Plan (PMMP).
Funds for the construction contract were expended from the following accounts:

The PMMP account is funded through the General Fund.
ENVIRONMENTAL REVIEW:
On November 4, 2025, the City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Class 1 Section 15301(d) (rehabilitation of
deteriorated facilities involving no expansion of existing use) of the CEQA Guidelines,
California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a
significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the City Council considers the item).
