HomeMy WebLinkAbout10 - Substantial Amendment to the 2025-2026 Annual Action Plan for the Federal Community Development Block Grant Program - PostingNOTICE OF PUBLIC HEARING AND 30-DAY PUBLIC REVIEW FOR THE CITY OF NEWPORT BEACH DRAFT SUBSTANTIAL AMENDMENT TO THE 2025-26 ANNUAL ACTION PLAN NOTICE IS HEREBY GIVEN that on Tuesday, February 24, 2026, at 4:00 p.m., a public hearing will be conducted in the City Council Chambers at 100 Civic Center Drive, Newport Beach, and the City Council of the City of Newport Beach will receive public comments related to this matter. NOTICE IS HEREBY FURTHER GIVEN that the City of Newport Beach has prepared a Draft Substantial Amendment to the 2025-26 Annual Action Plan in accordance with U.S. Department of Housing and Urban Development (HUD) requirements, as a condition of receiving an annual allocation of Community Development Block Grant (CDBG) funds. The Action Plan is a grant application to HUD for the first fiscal year covered by the City's current Consolidated Plan. The purpose of this amendment is to update anticipated resources and planned activities to include Citywide ADA Improvements Project No. 26R12 with funding totaling $750,000 of HUD CDBG funds. These funds come from three program years (PYs) of CDBG allocations: PY 2025-26 unallocated grant balance of $238,724; PY2024-25 grant balance of $310,340; and PY2023-24 grant balance of $200,936. NOTICE IS HEREBY FURTHER GIVEN that approval of the Draft Substantial Amendment to the 2025-26 Annual Action Plan is categorically exempt pursuant to Section 15301 under Class 1 (Existing Facilities) of the California Environmental Quality Act (CEQA) Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment.
