PLTN/ Growth Limits Component of the Newport Beach General Plan: RESIDEN- TIAL Initiated by: The City of Newport Beach GOTH LIMITS Chairman Glass reviewed the application with the APPROVED Planning Commission and recapitulated the discus - AND CONT. sion and action taken on statistical areas at the previous meeting and opened the public hearing. TO Community Development Director Hogan stated that additional data received from Irvine Company at last public hearing has been distributed to the Commission for their review. Larry Moore, General Planning Administrator of the Irvine Company, addressed the Planning Commission and stated in their opinion they have achieved an overall low density type of develop- ment; that the property they control is 3/4's built and the sites left are multi - family which, in most cases, have been included in a Planned Community; and that they should be allowed to maintain the same densities as planned. Advance Planning Administrator Gunn stated that the staff's number of total dwelling units are based on the Planned Community approved by the Commission whereas the Irvine Company's total dwelling units per acre figure is based on an as -built figure. Mr. Moore presented his arguments for density figures in Irvine Company's proposal and locations for types of product. A lengthy discussion followed on parks, open space, transportation problems, sites 14 and 16, dwelling units per acre, type of structure and location, character of areas of the City, spectrum of life styles, older developed areas of the City versus newer or undeveloped areas, total popula- tion approach flexibility, control of density, Stat Areas J, L, and M, monotony of one type of dwelling, location of population, and density as a buffer. Relative to Stat Area M, Patience Bethel, Pres., Harbor View Hills Homeowners Association, addressed the Planning Commission and expressed concern of any increase in density and traffic, of inadequate amount of open space and parks, of interference with views by high -rise buildings, and of overload on schools. To clarify points brought up by Mrs. Bethel, Advance Planning Administrator Gunn reviewed Stat Area M and various sites therein, while Senior Planner Cowell indicated areas on a map. Relative to Stat Area J2, Mrs. Howard Babb, 2507 Via Marina, Newport Beach, Ca., addressed the Planning Commission and presented a petition being circulated in the northwestern half of Upper Newport Bay petitioning for park site and arguments for preservation and against development. There being no others desiring to appear and be heard, the public hearing was closed. Community Development Director Hogan reviewed the Newport staff report pertaining to Stat Area L and also Center, Irvine Company's report while Senior Planner Big Cowell indicated the various sites on a mpp. Canyon Public hearing was opened relative to Stat Area L. Larry Moore, General Planning Administrator of the Irvine Company, appeared before the Planning. Commission and requested 20 dwelling units per gross acre due to net buildable area in sites 11 and 12 and 30 dwelling units per gross acre in site 15 due to topographical problems for develop- ment since higher density is required to develop these sites economically. Discussion followed on site 16 and Promontory Point. • Planning Commission recessed at 10:15 p.m. and reconvened at 10:25 p.m. Page 3. Mr. Moore requested 20 dwelling units per gross acre for sites 6 and 7 and 250 units maximum on site 16. Community Development Director Hogan stated that site 16 was not considered in staff's recommenda- tion and suggested the Commission recommend total dwelling units on combined sites 14 and 16. Discussion followed on impact of commercial versus residential for sites 14 and 16. There being no others desiring to appear and be heard, the public hearing was closed. Motion X Following discussion, Planning Commission moved STAT for adoption of the Residential Growth Limits AREA Component of the Newport Beach General Plan as it L pertained to Stat Area L in that the combined total of units in sites 14 and 16 be 720 units • based on 25 dwelling units per gross acre plus 250 units maximum in site 16 and sites 6, 7, 11, and 12 have 15 dwelling units per gross acre. Bluffs, Eastbluff, Larry Moore, General Planning Administrator of the Park Irvine Company, addressed the Planning Commission Newport and reviewed plans for the area and requested 20 dwelling units per gross acre in the overall not to exceed 30 dwelling units per gross acre. Discussion followed on sites 8, 9, and 10. Advance Planning Administrator Gunn stated that site 9 was not included in staff report and should be added in at this time. • Chairman Glass closed the public hearing since.no one desired to appear and be heard on this matter. Advance Planning Administrator Gunn stated that he wanted to remind the.Commission that at their joint meeting they were presented with a petition con- taining some 200 signatures requesting controls to limit large; -boxy structures. The public hearing was closed since no one desired to appear and be heard on this matter. Following discussion, Chairman Glass stated that it was an unfortunate island situation (lot surrounded by R -1) and R -3 zoning would be non - conforming and spot zoning. Commissioner Martin returned to the dais. Public hearing was opened relative to Stat Area G. Promon- tory Allan Beek, 28 Beacon Bay, Newport Beach, addressed Point, the Commission and stated he would prefer R -1.5 to Bayside R -1. He also commented that five of the bay front Drive lots where deed restrictions designate a 16' side - yard setback are not reflected in zoning maps. Discussion followed on lot size, setbacks, increase in units and people. The public hearing was closed since no one desired to appear and be heard on this matter. Motion X The Planning Commission moved for adoption of the STAT Residential Growth Limits Component of the Newport AREA G Beach General Plan as it pertained to Stat Area G as recommended by the staff. Public hearing was opened relative to Stat Area J. West - cliff, Larry Moore, General Planning Administrator of the Dover Irvine Company, addressed the Plannning Commission Shores, and requested 15 dwelling units per gross residen- Baycrest, tial acre not to exceed 25 dwelling units in the Santa Castaways area and 12 dwelling units per gross resi Ana dential acre not to exceed 25 dwelling units in the Heights Upper Westbay area. Community Development Director Hogan stated that staff was concerned with areas being adjacent to single- family development and traffic problems in • those areas and part of land should be developed for park requirement. Mr. Moore stated that Westbay area (site 2) is sub- ject to litigation for easements between Company and County and use of m0 ti- family as a buffer. He further stated that in Westcliff area there was difficulty of physical access. Mrs. Howard Babb, 2507 Via Marina, Newport Beach, addressed the Planning Commission and commented on high density in area, open space and scenic values, pre - school and elementary school problems in crossing University Drive and walking to Y.M.C.A., congestion of Irvine Avenue, and homeowners against commercial development. Discussion followed on parks, interim park plan, Upper Newport Bay Field Committee, bond issue, federal funds, Pirate's Cove, problems of erosion, Proposition 20, soil liquefaction, Bluffs water run -off and drainage. and Upper Bay. Stuckey, 2019 Irvine Avenue, corner of 22nd, addressed the Planning Commission and commented on congestion on Irvine Avenue and spoke against multi - family housing and commercial development on Bluffs.
