Mr. Webb then conducted a review of the five rec
mendations of the Public Works Department, as se
forth in.the.Staff Report. He further elaborate
regarding Recommendation No. 1, on the San Joaqu
Hills Transportation Corridor, stating considera
tions:
a) The Transportation Corridor would begi
at MacArthur Boulevard and Bonita Cany
Road and travel inland through San Joa
qui,n Hills area, and eventually meet t
San Diego Freeway somewhere in the vic
nity of Crown Valley Parkway, and woul
split the area between the San Diego
Freeway and Pacific Coast Highway.
b) With the incorporation of the Transpor
tation Corridor, there is a projection
54,000 cars per day along Coast Highwa
whereas without the Transportation Cor
ridor, the projection is 84,000 cars p
day.

Mr. Webb then discussed Recommendation No. 2 re-
garding the Corona del Mar Freeway, informing the
Planning Commission that the State is completing
frontage road project along Bristol from Universi
Drive North /MacArthur Boulevard to Newport Freewa
Corona del Mar Freeway. He further related that
this frontage road would extend from Campus Drive
via a ramp to the Corona del Mar Freeway, and its
ultimate connection with the Newport Freeway and
.San Diego Freeway. Mr. Webb stated his feelings
relevant to the necessity of the Freeway to accom
date the traffic.projections for the area. He fu
ther expressed the necessity of the Freeway const
ction to tie into the proposed San Joaquin Hills
Transportation Corridor.. Mr. Webb further expres
ed that in the review of a circulation .element of
'this nature, the Public Works Department has as y
been unable to go into sufficient detail regardir
all the intersections in Newport Beach or to pro -
'perly study all alternatives available for a part
cular intersection, including an analysis of en-
vironmental impact for the roadways themselves..

Mr. Webb nex.t stated that Recommendation No 4, c
'Jamboree /Coast Highway and San Joaquin Hills Roac
MacArthur /Avocado, included two alternates in ad-
dition to several others that have been mentionec
that should be reviewed in the environmental. pro -
cess for these roadways. He concurred that Coast
(Highway would be involved in an extensive enviror
mental assessment regarding its widening from foL
to six lanes, including other alternatives.. He
'then described the "at- grade" and "grade- separati
intersection alternatives, as mentioned in Recom-
mendation No. 4, for Jamboree and Coast Highway:
a) The "at- grade" intersection would requi
four lanes in each direction on Coast
Highway with a double left -turn lane or
Jamboree Road and a double left -turn It
both ways on Coast Highway. Also requ'
ed to accommodate the heavy left turn r

He expressed his concern about the inferior t afi

ition at Coast Hwy. and Jamboree, and the diffi icu
:with the I.C.U. of .9 at.this intersection, also
pending this modification. He conveyed that Pub.l
Works has not completed an extensive design study
to determine precise cost estimates and noise pre
!dictions. He further stated that at the present
time, cost benefit data is not available to displ
ifull design, quantity figures and precise cost es
itimates, and that there may be modifications to t
!study that would be more acceptable, both monetar
and to the general public that would result from
more extensive reviews.
'Mr. Webb then communicated possible alternatives

In response to questions by Commissioners Cokas
and Haidinger, Mr. Webb gave the assurance that
volumes discussed were one -way volumes rather tt
two -way volumes. He further.clarified that the
pacity figures reflected a major cross- section,
suming the build -out designation in the capacity
not including the capacity of the existing cyst(
as it is today, but as proposed in the Master P1
:demonstrating average daily traffic figures ratt
than peak traffic figures.
:Commissioner Frederickson introduced a comment,
pressing his understanding that there would be
:more specific plan presented.to the City Counci'
including definite.street configurations and in'
changes, including an E.I.R., as opposed to the
concepts presently under discussion.

was that they were to assess the traffic plan as
'currently presented, and thereafter determine the
capacity and adjust the densities to coincide wii
,the traffic plan.
:Commissioner Haidinger then relayed his observati
;that the only areas not reasonably close to the
'circulation system meeting traffic requirements t
'the Corona del Mar Freeway and two segments of Ni
.port Boulevard on the peninsula.
The public hearing. was opened in connection with
;this item and Jeff Georgevich, Executive Director
of the Friends of the Irvine Coast, appeared befc
:the Planning Commission to express his opposition
'to the staff's recommendation that the Commission
:endorse the idea of the San Joaquin Hills Corridc
'due to the specific concern that the San Joaquin
;Hills Corridor would cut through the center of an
area currently being considered as a national urt
:park. He further stated his feeling that the con

ridor would never be completed, due to the fundin
need of $500,000,000 for the project. He.stated
;that the Federal Government and Caltrans make no
provision for it, and it would necessarily be
paid for by taxpayers. He further concur

In response to a question by Commissioner Freder-
ickson, Mr. Georgevich told the Planning tommissi
:that the back -up program involved would be the
Coastal Commission for the area from the ridge
:south, including 8,000 acres on the Irvine Coast
as open space, and possible development based on
;environmental restraints. Mr. Georgevich also
;conveyed their intention to bypass the Corona del
;Mar area with the Corona del Mar Freeway down to
!Culver or out San Canyon, traveling around the
Corona del.Mar area either onto Pacific Coast Hi(
:way or San Diego Freeway.
:Margo Skilling appeared before the Planning Comm!
sion to comment regarding the "grade- separated"
tersections. She further commented, expressing I
:feeling that the full impact of a project of thi!
,nature is lost in observing a small map on a dray
board. She stated her views as to the distr<

tion of this project to the residential atmospher
of the area, and she asked that the Planning Comn
sion take this into consideration.
:Debra Allen then appeared before the Planning Con
mission to present a question regarding the Tran<
portation Corridor. Her question involved the or
gin of the 80,000 to 90,000 estimated .trips per c
figure presented in the traffic study, to which I
Webb responded that the figure was taken from the
,model studies, including the 50,000 downcoast de-
velopment. She further stated on behalf of Harbc
View Hills residents her concern regarding the
strong endorsement of a one -way couplet for Avoce
and MacArthur. She further stated her feelings r
levant to the undesirability of the underpass cor
cepts for San Joaquin and MacArthur and the pre -
ferability of the present Master Plan, due to the
undesirable freeway atmosphere, the high cost, ar

Planning Commission that when model studies are
• complete, there will be sufficient data to make an
immediate initial determination.
Commissioner Beek offered as a point of view the
possible requirement by the Traffic Phasing Ordi-
nance to produce a Circulation Element which is suf
ficiently clear to Permit the calculation of
I.C.U.'s. He expressed his belief that no res:ults
would be obtained from the traffic.model for about
a year. He further felt that it is not meaningful
to determine precise intersection geometrics pos-
sibly 15 years before building.the intersection.

Superior Avenue, involving excavation of 50,000
cubic yards of earth at $5.00 per cubic yard. He
informed the.Planning Commission that the total c
of building Superior Avenue would be in the range
of $750,000.00. His findings indicated that a;pu
chase of the property would be of negative value,
and he further stated that for this reason the
'State of California is acting through the Departm
of Transportation in opposition to the designatio
of those parcels as Open Space Zoning.
Margo Skilling, President of the West Newport Bea
Improvement Association, appeared before the Plan
;ping Commission on behalf of the association and
;conveyed that Caltrans East and West were offered
for bid in July of 1978 and received no bid at th
:time, and she further expressed her feelings rele
!vant to her preference of zoning the property Ope
;Space at the present time as opposed to postponin
;the zoning procedure, and further relaying that
West Newport Beach is very deficient in Open.Spac

preference for Open Space Zoning in the area bets
55th Street and the River, and an alternative zor
of benefit to Hoag Hospital on the north side of
highway.
