Egress shall be via the tide control dike, haul road, .Tustin Avenue, and Palisades Road.. 4. Operations shall be halted if wind conditions cause a dust problem on developed property. 5. The haul road and entrance onto Tustin Avenue shall be black.topped sufficiently to positively prevent any dust being caused by the hauling vehicles. 6. All loads shall be wet down sufficiently to positively prevent dust before trunks exit onto Tustin Avenue. 7. The Irvine Company shall construct what- ever improvements are needed to handle drainage and silting from the pit area s.o as to be.able.to keep Back Bay Drive open to traffic. 8.
