at 7:30 P. M. in the Council Chemher at the
• City Hall. CLa.irman Parks presiding.
PRESENT: Parts, Lind., Schnith_er, F.W.Brig s, L.w.
Briggs, Patterson, Insp. Nelson and Consult-
and Tilton. Nat H. Neff attended on account
of the Traffic Survey report.
ABSENT: Whitson, Thompson.
'off NUTES: The minutes of the meeting of March 16th,
1"37, were approved as read.
COP "ITTFE REPORTS: Mr. Patterson reported on Tenta-
tive Maps Nos. 1011 and 1014 with the recom-
mendation tiif.t they both be approved. He
sug -ested that we reauest the County Planning
Commission to withhold approval of final maps
on these two tre.cts until proper and sa.tis-
factory arrangeuents have beer worked out
with the State Board of Health as to
sanitation.
• He stated no criticism was apparent as to

woes not contemplate the use of septic tanks,
that the new sewer system would be completed

the same problems. Further, that a pro-rata

TILTON: On inquiry as to the scope of authority of
city planning bodies on Tentative Maps of
subdivisions outside the city limits,: Mr.
Tilton stated the County Commission has
primary authority and that plats within three
miles of the city boundary are referred to us .
to act upon in an advisory capacity as to
street widths, lot sizes, drainage, general
• standards, etc., as indications of the
general nature of the proposed subdivision.
He stated the city has no ?Sap Ordinance.

MOTION: Upon motion by Com.F.W.Briggs, seconded by
Com. Line and carried, Tentative I:Iaps Nos.
1011 and 1014 tere approved as to.layout,
lot sizes and street widths. Further recommend
• that approval of final map be withheld by
County Commission until satisfactory sanitary
arrangements have been worked out.
REPORT: Com.F.W:Briggs, as chairman of the committee
on front yards in Tract 742, reported that
his committee recommends a reduction of 50%
be established on all of the Lots in Tract
742 except Lot 49.
POTION: On motion by Com.Schnitker, seconded by Com.
Lind and carried, the report of the committee
was accepted and Drdered filed and the
committee discharged.
MOTION: Com. Patterson offered the motion that a
variance hearing be advertised for our next
meeting on a blanket reduction of 50,% in the
front yard requirements on all of the lots in
Tract 742 except Lot 49. Seconded by Com.
F. W. Briggs and carried.
W.H.FAWCETT On motion by Com.Patterson,
. VARIANCE HEARING: seconded by Com.Schrltker and
carried, a variance hearing was
ordered on the anplication of W. H. Fawcett
for a 50% variance of the side yard require-
ment on the north side of Lot 17, Block 11,
Sec. 4 of Balboa Island.
Mr. Fawcett asked for permission to build a
second story on the existing house four feet
away from one side line and on the other side
line. The 50% maximum variance limit was
explained to him and the hearing ordered
accordingly.
B. W. ROCKER, 305 E. Bay Ave., owner of the
Gail Apartments containing; five apartments
on a 2400 sq. ft. lot, asked for permission
to install plumbing and a kitchen in a pent -
house room thereby making an additional
apartment. After advice from the chairman and
consultant that the ordinance does not pro -
vide for approval of such a request Mr.
Hocker withdrew.
JAMES E. 0' DON`dELL, SOO E. WWardlow, Long
Beach, al if., asked for a report on his
.request of March B, 1937, addressed.to the
City Council for rezoning of Block Ten of
the Seashore Colony Tract to.allow room for
a restaurant and Auto Court.
It appears that he contemplates moving a
building from Huntington Beach, and was
informed it,would have to be inane cted and
apj� roved by the Building Inspector after
^.p;lica.tion shall have been made for moving
it in. Ft.rt'°.er, that the first 45 feet north
of the State Highway is now zoned C -1.
The Chairman announced an executive session
for the purpose of listening to the Consult -
ant's report to date on the Major Street and
Highway Traffic Plan.
U_jon :notion by Com.Patterson, seconded by Com
Lind and carried, the secretary and consultant
vrere ordered to draft a letter to the Council
regarding the nonconform..ng use on Lot 15,
Block 26, Eastside Addition to Balboa Tract,
substantially as follows: It has come to the
attention of the Pla.nnin� Commission that a
Busin6ss License has recently been issued to
Marguerite Eacculloch for a restaurant on
Lot 15, Block 25, Eastside Addition to the
• Balboa Tract; and, further, that a Building
Permit for the construction off' .a, dwelling on
the same lot has been issued, which is in
conformity with the City Ordinances. We wish
to call attention to the fact that the con -
6.ucting of a business in the new 'dwelling
structure' now under construction is unlawful
and improper, as this lot is in an R -1
district.
Upon motion the meeting adjourned to April
14th, 1937.
