motion in the form listed below. The Board of Library Trustees has received detailed staff reports on each of the
items. There will be no separate discussion of these items prior to the time the Board of Library Trustees votes on
the motion unless members of the Board of Library Trustees, staff or the public request specific items to be
discussed and/or removed from the Consent Calendar for separate action.

1. Library Services Director Recruitment Update - Human Resources staff member Rebecca Redyk will
give this update.
2. Critical Review of Online Database Resources & Services / Database Usage Report – Staff review of
the Library’s provision of online subscription database resource.
3. Possible Meeting Date Change from the first Monday to the third Monday of every month -
Discussion of and possible action to revise Board of Library Trustees By-Laws to change the regularly
scheduled meeting dates from the first Monday of every month to the third Monday of every month.

13) ADJOURNMENT
This Board of Library Trustees is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the Board of Library
Trustees agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on
agenda items before the Board of Library Trustees and items not on the agenda but are within the subject matter jurisdiction of the Board of
Library Trustees. The Board of Library Trustees may limit public comments to a reasonable amount of time, generally three (3) minutes per
person.
It is the intention of the City of Newport Beach to comply with the Americans with Disabilities Act (“ADA”) in all respects. If, as an attendee or a
participant at this meeting, you will need special assistance beyond what is normally provided, the City of Newport Beach will attempt to

The agenda for the Regular Meeting was posted on Wednesday, November 27, 2013, at 2:40 p.m. on
the City's website; at 2:23 p.m. on the City Hall Electronic Bulletin Board located in the entrance of the
City Council Chambers at 100 Civic Center Drive; and at 2:30 p.m. in the Meeting Agenda Binder located
in the entrance of the City Council Chambers at 100 Civic Center Drive.

Chair Johnson-Tucker asked Rebecca Redyk to give an update on the Library Services Director
Recruitment. Rebecca reported that 74 candidates have applied for this position and the applications
have been screened by the recruiter. The applicants deemed most qualified were then interviewed
either in person, by video or phone. The finalists have been selected to participate in testing at the
assessment center where skills applicable to the job will be evaluated. This has been scheduled for
Monday, December 16 beginning in the morning and ending at 5:00 p.m. The Board of Library
Trustees were invited to attend that portion of the recruitment process and were asked to forward any
suggestions, input they may have, or any areas they would like covered in this process through
individual emails to Chair Johnson-Tucker who would then forward the emails to Rebecca Redyk.

They were urged to forward their requests as soon as possible. Rebecca will then forward the
suggestions to the recruiter. Prior to the assessment date the Trustees that have confirmed their
attendance will receive a package via Federal Express mail with instructions and materials for use
that day as well as a full briefing on the day of and prior to the assessments. Thirty responses have
been received through the Library website survey. The survey will remain on the website until the
recruitment is completed. A copy of the responses received so far will be forwarded by Rebecca
Redyk to the Board of Library Trustees.
Deputy Attorney Michael Torres reminded the Trustees to maintain the Brown Act by not conversing
or sharing information among themselves.
Rebecca Redyk and Michael Torres left the meeting at 5:13 p.m.
8) PUBLIC COMMENTS
Prior to this meeting Jim Mosher emailed five pages of type-written remarks on five agenda items.
He noted how useful and appropriate the recruitment information was. He asked if this would be the
only opportunity to speak on agenda item B.2. Chair Johnson-Tucker confirmed that this would be the
only time he could comment on agenda items. He spoke on the first amendment issue and noted that
the Library policy is not clear on exactly what one should or should not be doing while using the
Internet and will be very interested on how this item is discussed.
9) APPROVAL OF MINUTES – November 4, 2013 Regular Meeting.
It was moved, seconded and passed (Trustee Prichard/Trustee King) to approve the minutes from
the Monday, November 4, 2013 Board of Library Trustees meeting as amended:
Page 2, paragraph 2 change this sentence, “He expressed that the first page of the brochure that was
scanned and published online for the October 7 Library Board of Trustees meeting was difficult to read.”
by removing “difficult to read” and replacing with “a duplicate of page 2.”
10) CURRENT BUSINESS

Chair Johnson-Tucker noted that she would like to discuss the time and date for a possible change
from the first Monday to the third Monday of every month. It was noted that the three items on the list
without a suggested scheduled agenda date will be established at a later date, and are acceptable to
be left blank at this time.
It was moved, seconded and passed (Trustee Grant/Trustee Palk) to approve the Consent Calendar
Items as presented. Motion carried by all Trustees present.

B. ITEMS FOR REVIEW AND POSSIBLE ACTION
1. Media Suite Update – Adult Services Coordinator Natalie Basmaciyan gave a Media Center update
and distributed a report which noted hours of operation and planned use. The city has started the
purchasing process for equipment for the Sound Lab which should arrive within the next one to two
weeks. Staff has seen an increase in the usage in the Media Lab. They are looking into ways in
which to increase usage, one of which includes the Recreation department hiring contract instructors
in the spring of 2014 to teach fee based programs using specialized high-end training. The Tuesdays
@ 2 training classes that have been held in the past, were explained and will resume in 2014 in this
location. On November 12, two library staff members hosted the quarterly Recreation department
staff meeting which was held in the Media Lab. Lynda.com and editing software were reviewed for
use in video design and in creating media materials. Tim Hetherton gave an update on the planned
signage in this area.
2. Public Computers – Tim Hetherton presented his written report outlining staff procedures for
customers viewing graphic or disturbing images on the library’s public computers. The Newport
Beach Public Library’s procedures were outlined in this report and other Orange County libraries
procedures were obtained through a survey and also presented in this written report. Viewing
graphic or disturbing images on public computers is considered a disruptive activity and in violation of
the Library Use Policy. The library makes public areas available on an equitable basis for all
customers. The City Attorney’s office has ensured staff that the current library policy and procedures
in this area are sufficient. After discussion it was agreed that the current measures are working well
and being handled appropriately. The Board asked staff to keep a record of the conversation with
the City Attorney’s office on this issue such as a written memo. The Board also asked staff to
monitor incidents for the next month and then report back to them at their next meeting.
3. Library Gift and Donation Policy – Melissa Kelly reviewed her written report on proposed donation
and gift acceptance procedures. The Library’s policies on accepting gifts and donations are similar to
the City’s policy. Staff recommended that the Library Services Director accept gifts from Library
support groups of $10,000 or less and from other donors in the amount of $500 or less, to ensure
timely acceptance. Anything larger would be brought to the Board for approval, acceptance before
being recommended to City Council for their approval. If for any reason a donation is denied by the
Board then it would not be presented by staff to Council for approval. This however would not
prevent a donor from going directly to City Council for approval. Trustee Grant will work with staff on
the wording for the proposed policy change which will be presented at the next regular Board
meeting.
C. MONTHLY REPORTS
1. Library Services Director Report – Acting Library Services Director Hetherton noted the recent
passing of former Council Member Lucille Kuehn. He complimented her past service and noted that
her name is on plaques in various areas of the Library. He gave an update on recent recruitments
to fill vacancies at the Library. He noted the Lynda.com resource which is loaded on three terminals
in the media lab and its abundant resources.
2. Friends of the Library Liaison Report – Trustee King noted that there is nothing new to report and
that the bookstore has been very busy and doing very well. Trustee Palk noted the holiday book
displays.
3. Library Foundation Liaison Report – Trustee Grant noted that the media lab and the signage were
presented in the earlier staff reports at this meeting, and other than that nothing new to report.

4. DSLS Liaison Report – Trustee Palk reported on the Zadie Smith lecture. Ticket sales are
available online now. Their retreat will be held next Tuesday from 9:00 to 12:00pm.

Library Services Director Recruitment Update
Trustee King noted that City Council is looking at some possible changes in the Newport Center area by
adding office and residential units in this area and this may present a service opportunity for the Library.
7) PUBLIC COMMENTS ON NON-AGENDA ITEMS
Mr. Mosher agrees that staff is doing a discreet job of monitoring and enforcing the use of public
computers. He noted the other libraries’ policies in this area in relation to the Library’s Cassie system
which allows customers to use their personal devices to connect to the Library’s WiFi, but does not allow
them use of the Library’s computers. He is unsure of why this is the case and suggested the Board may
want to look into this. He also commented on Government Code in relation to court or federal order to
access a customer’s library use record, and suggested the Board look into this. He also noted that per
the Brown Act, the Board may respond to public comments made on agenda items at the meetings if
they wish to do so, and may be different than what they have been told.
Chair Johnson-Tucker reminded the Board of their meeting to be held on Monday, December 16 and the
Library Services Director recruitment.

PUBLIC COMMENTS REGARDING CLOSED SESSION – Jim Mosher objected to holding a Closed
Meeting and excluding the public. He would like the candidates to be asked if they are disinclined to
having public present. The original City Charter notes that meetings would be public. The public needs to
aid the Board in this process, not outside professionals like executive search firms.

Do you have study rooms? How do I make a reservation?Natalie Basmaciyan responded via email as follows: Good morning, The Central
Library has three Study Rooms available to the public. The Study Rooms may be
reserved in person, on the day of use, at the 2nd floor Reference desk. The Study
Rooms check out for 2 hours onto a valid Newport Beach Public Library card, and
may be renewed if no other customers make a reservation. Please let me know if
I may be of further assistance, and thank you for using the Library.

NBPL and composing such a thorough blog post in regard to our facilities,
services, and resources. It is useful to receive input from our guests and we are
pleased that you had such a positive experience at our Library. We are fortunate
that our community values us and that we understand the impact we have on the
lives of our customers. Because of this relationship, we also have the strong
support of the City Council, the Friends of the Library, and the Library Foundation,
which is important in regard to expanding and enhancing services, and making the

Hello … we'll be in Newport Beach for several weeks in March and would like to have a library card
so we could borrow books from the Balboa Branch of the library. We have a library membership in
Massachusetts and in New York City. Is it possible to have a short-term membership in the Newport
Beach library system? Thanks for your response.
Melissa Kelly responded via email as follows: The City of Newport Beach and the
Library are pleased that you will be visiting in March. The Newport Beach Public
Library does issue cards with borrowing privileges to out-of-state residents, but
there is an annual fee of $10.00, payable when the card is issued. You can use
this card to borrow materials, use our wi-fi network, checkout downloadable e-
books, magazines and audio books as well as use our numerous databases.
Once you are back home, you will be able to continue using the downloadable
collections from your home computers/devices during that year. Please let us
know if there is anything we can help you with before or during your stay.

What a year! 2013 saw the Grand opening of the Library Expansion, the Bistro and the Media
Lab and the Sound Lab. The new space in Children’s Services is well used and buzzing with
activity. The second floor areas for quiet study are always packed. I think that of all of our new
amenities, I am most proud of the new study areas. They are functional and aesthetically
pleasing. The cubicles offer a nice element of privacy, but the experience is still very
communal. It is a perfect example of design complementing utility.
Here’s what’s going on:
Mara Cota
Library Assistant Mara Cota accepted a position with the San Mateo County Library as a
Community Outreach Librarian. Mara started as a part time Library Assistant, was promoted to
full time, and earned an MLS degree. We will miss her initiative, enthusiasm, hard work and
dedication to Young Adult Services. The Library will recruit for a full time Library Assistant to fill
her position.
Millennium upgrade
On November 11th, we upgraded to the latest version of the Millennium Integrated Library
software (ILS). We chose the 11th since it was a holiday and the impact upon customers would
be minimal. There are no real exciting enhancements for this particular upgrade, but this helps
keep us current with software support and enables us to integrate the RFID self check
machines fully with the ILS.
Public scanning
The new Book Scan stations have been ordered for Central Library and Mariners. When these
are installed, IT will upgrade our current scanners and move them to the CDM and Balboa
branches. This is a nice customer service enhancement that works towards our goal of
providing the same level of service and amenities at all of our locations.
Sound Lab
The Purchase Order for the Sound Lab equipment went out in early December. City IT hopes
to have the equipment installed in January 2014.
Book drop
The Library Admin team is working with Public Works to determine the new placement of the
drive up book drop. The book drop’s former placement has been ruled out due to safety
concerns with traffic on Avocado Avenue, the OCTA bus stop in close proximity, and the costs
associated with cutting a turn out into the existing curb. Also, the Library would like to have the
book drop situated on the driver’s side for easier access.
Concierge service at OASIS
The Library is working with the OASIS Senior Center to provide concierge service at OASIS,
Customers will be able to pick up holds and return items. This new service goes live in
January.

MELISSA KELLY, SUPPORT SERVICES COORDINATOR
Facilities
The City has hired an outside agency to inspect all City facilities and give recommendations for
repairs and maintenance plans. These inspectors were very professional and respectful. I
spoke briefly with them to discuss a few of the issues regarding our buildings. I do not know
what the result of this inspection will be, we’ll have to wait and see.
Circulation
Staff received training on the City’s new employee evaluation system. The session had hands
on training with the new format as well as lively discussion about standards and expectations.
Budget
The City has introduced new budgeting software. They conducted an initial training session on
the use of the software to enter projections of revenue for the balance of the current fiscal year
and to forecast revenues into the next year. These figures become a part of the City-Wide
budget in the coming year.
Literacy
Newport Mesa Pro Literacy has announced that their 2014 Gift of Literacy luncheon will be held
on Friday, June 6, 2014. The speaker will be Lisa See. The date was set by the author to
coincide with the release of her latest book China Dolls. The price of the luncheon ticket will
include a copy of the book.
DEBBIE WALKER, BRANCH AND YOUTH SERVICES COORDINATOR
Branches
On Sunday, December 8th CDM took part in the 34th annual Christmas Walk. Over 500 people
came through the doors to enjoy refreshments and entertainment all provided by funding from
The Friends of the Library. Kudos to staff-members Andrea Jason, Janice Nikula, Haidee
Barker and Laurie Sanders for all of their hard work to assure that a wonderful time was had by
all.
Balboa’s “How the Grinch Stole Storytime” and Mariners “Elephant and Piggie Party” (based on
the popular book series) helped to round out December programming. In staffing news, Annika
Helmuth, the new part-time Library Assistant hired for Mariners, trained at Central the last two
weeks of December and is scheduled to begin working shifts at Mariners the first week of
January.
Youth Services
First graders from Harbor Day School visited Central on Tuesday, December 3. The classes
made a lovely card that was sent to staff in appreciation of their trip (which also included a tour
of Bristol Farms). Winter Craft Club was held on December 11th and included several holiday
and winter themed crafts.
Teen Services
Staff received the news that Mara Cota, the long-time Teen Services staff person, would be
leaving the library in late December with decidedly mixed feelings. Mara has been a passionate
advocate of teen services and very dedicated to YAAC and other programming. Mona
Kobersy, full-time Children’s Librarian, was asked to take on YAAC and other teen
programming in Mara’s absence. Mona attended the December YAAC meeting on the 11th to
meet the members and help ease the transition to a new phase of staff involvement. Mona is
excited to take on this new assignment and looking forward to working with the group.

NATALIE BASMACIYAN, ADULT SERVICES COORDINATOR
Sunday Musicale
Pianist Vijay Venkatesh, winner of the 2013-14 Beverly Hills auditions, along with his sister
violinist Priyanka Venkatesh, herself a Stanford University graduate and full scholarship student
at UCI in a Masters program, performed a medley of classics for our Sunday musicale. Each

audience. Over one hundred sixty-five people were in attendance, our largest turnout ever for a
Sunday musicale. This event was free and open to the public, and sponsored by the Friends of
the NBPL.
Manuscripts Book Discussion Group
Mudlbound by Hilary Jordan was the subject of the November Foundation Book group. A story
of racism and prejudice in the post World War II Mississippi delta, this debut novel won the
Bellwether prize for fiction, founded by Barbara Kingsolver and awarded biennially to an
unpublished debut novel that addresses issues of social justice. In addition it won a 2009 Alex
Award from the American Library Association. Forty- six people attending the Foundation book
group which is free and open to the public.
New Databases
Customers may now access three new databases, Consumer Reports, Oxford Art Online, and
Ask Art. Customers may now browse the electronic version of the respected and popular
Consumer Reports magazine. Oxford Art Online offers a vast collection of images, articles and
biographies, while Ask Art offers marketplace information and sources.
