All matters listed under CONSENT CALENDAR (1 - 4) are considered to be routine and will all be enacted by one motion in the form listed below. The Board of Library Trustees has received detailed staff reports on each of the
items. There will be no separate discussion of these items prior to the time the Board of Library Trustees votes on the motion unless members of the Board of Library Trustees, staff or the public request specific items to be
discussed and/or removed from the Consent Calendar for separate action.

11) ADJOURNMENT
This Board of Library Trustees is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the Board of Library Trustees agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Board of Library Trustees and items not on the agenda but are within the subject matter jurisdiction of the Board of Library Trustees. The Board of Library Trustees may limit public comments to a reasonable amount of time, generally three (3) minutes per person.

The agenda for the Regular Meeting was posted on Thursday, January 2, 2014, at 11:30 a.m. on the City's website; at 10:20 a.m. on the City Hall Electronic Bulletin Board located in the entrance of the City
Council Chambers at 100 Civic Center Drive; and at 9:45 a.m. in the Meeting Agenda Binder located in the entrance of the City Council Chambers at 100 Civic Center Drive.

3) PUBLIC COMMENTS REGARDING CLOSED SESSION –
Jim Mosher asked that if possible it would be very helpful if the Board would make a prediction on how
long the closed session will last. He clarified the comments he had made at the Assessment Center on December 16, reminding the Board that even though it is the role of administrators and staff to find a
Library Services Director who would fit well with the City Administration it is also their role to take into
consideration what is good for the public.
Chair Johnson-Tucker noted that the Closed Session should not last more than 15 minutes. Trustee
King noted that it is not part of the process to determine the length of a meeting.
Public and Library staff were excused from the meeting. 4) CLOSED SESSION – 5:03 p.m.

7) CLOSED SESSION REPORT – Chair Johnson-Tucker noted that there is no Closed Session report.
Chair Johnson-Tucker moved Agenda Item B.1. Library Services Director Recruitment Update to be
reported on prior to public comments.
B.1. Library Services Director Recruitment Update – Human Resources Supervisor Rebecca Redyk
provided an update on the Library Services Director recruitment. An assessment center was held off-site on Monday, December 16, 2013 in which eight candidates were invited to participate. Two panels of
professionals and staff participated and narrowed the eight candidate pool down to three individuals.
Currently there are two candidates in serious consideration. The candidate that is selected will be undergoing more pre-employment screening before an announcement will be made. There were no
questions. The Board thanked Rebecca for her time and she left the meeting.
8) PUBLIC COMMENTS – Mr. Mosher commented on the Library Services Director recruitment and
stated that it would be useful for the public to know in a little more detail on what happened at the assessment center, in terms of what kind of evaluation were the candidates subjected to, and what standards were the panel members looking for in the candidates. He feels that there is nothing
confidential about this and that it would be helpful to the public to know in order to understand the process by which the new director is selected.
He noted that the minutes of the last Civil Service Board meeting stated that there was a presentation of a new employee evaluation system. He suggested that the Board of Library Trustees may want to know
more about this system since they are in charge of the administration of the Library.

10) CURRENT BUSINESS

Chair Johnson-Tucker asked staff for clarification on employee benefits, utilities and materials expenditures as listed in the Finance Report, of which Support Service Coordinator Melissa Kelly
explained.
It was moved, seconded and passed (Trustee Grant/Trustee Prichard) to approve the Consent
Calendar Items as presented. Motion carried by all Trustees present.
B. ITEMS FOR REVIEW AND POSSIBLE ACTION
1. Library Services Director Recruitment Update – Presented earlier in the meeting.
2. Critical Review of Online Database Resources & Services / Database Usage Report – Adult
Services Coordinator and Reference Supervisor Natalie Basmaciyan reported on the Library’s database usage from July 2013 through December 2014. The most frequently used database services are those
that track family ancestry, maintain stock portfolio health and sock finances. Value Line had 19,522 page views in the first month of the fiscal year, while Morningstar and Reference USA (Business) accumulated 4,353 and 3,969 respectively. As of today Morningstar received 28,159 page views and Value Line,
114,641. From July to November, 2013 the NetAdvantage database collected 8,552 page views, and Proquest, the premier database for searching magazine, journal and newspaper articles reached a total
of 13,676 searches, with Ancestry at 6,168 and Heritage at 4,705. These are the most heavily used, with
the remaining databases not reaching as many page views. When schools are closed in the summer and winter months, Facts on File, Opposing Viewpoints and the Biography Resources Center see lower
numbers. To help increase usage statistics, this service is promoted through advertisements and
promos on the Library website homepage, as well as on the Library’s Facebook and Twitter pages. Questions were asked and answered during the presentation. It was also noted that the Tuesdays @ 2
training sessions will start up again by the end of January or early February 2014.
3. Possible Meeting Date Change from the first Monday to the third Monday of every month –
Acting Library Services Director Hetherton began the discussion by noting that there are no meeting
conflicts in the City that would preclude the Board of Library Trustees from changing their meeting from the first Monday to the third Monday of every month. Chair Johnson-Tucker distributed her suggested
revisions to Article IV of the By-Laws under Article IV Meetings, Sections 1 and 4 as follows:
Section 1. The regular meetings shall be held on the first third Monday of each month commencing at
5:00 p.m. at the Central Library or at a specified branch library, unless noticed otherwise. In the event the first Monday of the month is a holiday observed by the City, such regular meeting shall be held on the next business day commencing at 5:00 p.m. at the Central Library unless noticed
otherwise. Special meetings may also be held subject to compliance with the provisions of the Ralph M. Brown Act.
Section 4. Study sessions, if necessary, may shall be held on the first Monday of each month if necessary at the Central Library, prior to the regularly scheduled board meeting, for the purpose of
discussing administrative reports, hearing staff presentations, gathering information, reviewing,
discussing and debating matters of interest to the Library. No official action shall be taken at a study session. Study sessions shall be held subject to compliance with the provisions of the Ralph M.
Brown Act.
The revisions will be red-lined as shown above and presented at the February 3, 2014 Board meeting for
action. It was moved, seconded and passed (Trustee King/Trustee Grant) to move forward with the
revisions as presented. Motion carried by all Trustees present.

C. MONTHLY REPORTS
1. Library Services Director Report – Acting Library Services Director Hetherton reported now that
the holiday season is through we are in the budget season, he would like to petition Chair Johnson-Tucker to form a committee of two Trustees to meet with Melissa Kelly to discuss the budget and related
proposals from the City. It was agreed to discuss this at the end of the meeting. Library Assistant Mara Cota who earned her MLS and has worked for the Library for seven years has
accepted an Outreach Librarian position with San Mateo County which will be a good opportunity for her. The Millennium software was updated on Veterans Day while the Library was closed. It took a few hours
and was completed during this holiday closure so as not to impact customers. The update was needed
in order to implement a new cataloging convention called RDA which shows a ‘see also’ selection by author or genre. It works well with the RFID self-check kiosks also. The City IT department will be
installing new public scanning machines at Central and moving the old ones to Corona del Mar and Balboa branch libraries with the upgraded software installed in them also. This will provide free public scanning for customers at all four Library locations.
Wednesday Tim will meet in the Sound Lab with City IT staff to look at the set-up of the equipment. The
Sound Lab should be up and running very soon and will provide the ability to transfer VHS to DVD,
cassette to CD, and vinyl record to CD. A Web ad called Amaze Yourself will be put on the Library website to help promote these services and customers will be able to take advantage of creative pursuits
in the Sound Lab.
Replacing the drive-up book drop at Central that used to be located on Avocado Avenue presents a
safety issue due to the reconfiguration of the road and sidewalk in that area. The City Public Works department asked staff to find a location somewhere in the parking lot at Central. Once a new location is proposed staff will bring it back to the Board. This new book drop was funded by the NBPL Foundation.
Tim Hetherton and Melissa Kelly met with OASIS staff this week and the Library concierge service will
begin at OASIS and go live on the catalogue on January 31, 2014.
2. Friends of the Library Liaison Report – Trustee King noted that there is nothing new to report. The Friends did not hold their monthly meeting in December.
3. Library Foundation Liaison Report – Trustee Grant noted that there is nothing new to report as their December meeting was not held.
4. DSLS Liaison Report – Trustee Palk reported that the DSLS committee held their retreat in
December so they did not hold their regular meeting. Consequently, there is nothing new to report.
6) BOARD OF LIBRARY TRUSTEES ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION
OR REPORT (NON-DISCUSSION ITEM)
Chair Johnson-Tucker asked for two Trustees to volunteer as committee members to meet with Melissa Kelly to discuss the fiscal year 2014/2015 budget planning. Trustees Grant and Prichard volunteered.
Melissa Kelly will coordinate the meeting details with them.
Chair Johnson-Tucker asked if Mona Kobersy who replaced Mara Cota in coordinating the Young Adult
programming would come and report to the Board after she meets with the Young Adult Advisory
Committee (YAAC) at the March 3, 2014 Board of Library Trustees meeting.

7) PUBLIC COMMENTS ON NON-AGENDA ITEMS
Mr. Mosher addressed the Board about revision of the By-Laws. He suggested that the Board take into
consideration that they may prescribe their own changes, as they don’t need now and never have needed the City Council’s approval on when to meet. He noted that in Section 3 of Article IV the
specified sequence of agenda items listed in the By-Laws is not the sequence the Board is currently
following. In the same Article, Section 5, the By-Laws state that all meetings shall be open to the public. However, not all Board meetings have been open to the public. He also commented on Section 6 in this
same Article IV. He stated that the creation of a budget committee seemed to be an action of the Board and he did not see that on the agenda.

3) PUBLIC COMMENTS ON AGENDA ITEMS – No public comments were made. Written public comments emailed by resident Jim Mosher prior to this meeting were made available.
4) CURRENT BUSINESS
Chair Johnson-Tucker read the current business as noted on the agenda for this meeting:
“Consideration of the appointment of Mr. Tim Hetherton as Library Services Director. Per City Charter Section 708,
Subsection (e), the Board of Library Trustees shall approve or disapprove the appointment of the Librarian, who is the department head of the Library system in Newport Beach. The City Manager has proposed to the Library
Board the appointment of Mr. Tim Hetherton following a lengthy open recruitment process that occurred in Fall 2013. Mr. Hetherton currently serves as the Acting Library Services Director for Newport Beach and formerly was
the Library Services Manager.”
City Manager Dave Kiff outlined the recruitment process which included ranking of the candidates by a panel that consisted of City department heads, staff from other library agencies, and the Board of Library Trustees. From this four candidates were selected. Chair Johnson-Tucker and City Manager Dave Kiff

then interviewed the top three. Two of these three were selected and reference checks were completed
for those two top candidates. After conferring with Chair Johnson-Tucker, City Manager Kiff recommended the appointment of Tim Hetherton to the Library Services Director position. Tim ranked very high in his commitment to customer service, knowledge of this system and the community, and had
some very creative ideas on where this library would head under his guidance. It was moved, seconded and passed (Trustee King/Trustee Palk) to approve the appointment of Tim
Hetherton to the position of Library Services Director. Motion carried by all Board of Library Trustees present.
Chair Johnson-Tucker congratulated Tim on the appointment. She thanked Dave Kiff for his assistance and Human Resources staff for making sure the resources were available and providing professionals to
assist.
Tim thanked the Board of Library Trustees, City Arts Commissioners, City Management Team and staff
as well as the Newport Beach Public Library Foundation and Friends of the Library for their support in
this process. He is looking forward to serving and representing the City as the Library Services Director and working in the best interests of the residents and staff.
Board of Library Vice-Chair King, City Arts Commissioner Vice-Chair Arlene Greer, and Friends of the Library Historian/Publicity Virginia Hayter all noted how pleased they are in this selection.

Quiet, clean, good hours, competent staff. Make the 120v outlets more accesible in the Balboa
Branch. It is hard to get my phone charger plugged in.

Melissa Kelly responded via email as follows: I received your comment card
asking that we make the electrical outlets at the Balboa Branch more accessible.
I will look into this to see what we can do, but I was wondering if there was a
particular area of the building that you were referring to Thanks,
Customer responded via email: Hi Melissa, The 2 areas are the below ground
outlets under the table nearest the reference desk and the outlet near the east
end of the library near the newspapers next to the windows. It can be hard to find
at first since the ledge covers it so that I can't use my phone charger there at all It
would be great if they were flush instead of recessed like they are now.
Melissa Kelly: Thanks. We’ll look into it and get back to you.
Customer Melissa, I think the quickest (and cheapest) solution would be to just
buy some power strips, which can be plugged into existing outlets and are
connected via a chord to 4-6 outlets w/ an on/off switch. That way no rewiring
need be done and the power strips would be more accessible. They are cheap
and you can purchase them at Home Depot type places.
Melissa Kelly: That does sound like the easiest and cheapest solution, but the
Fire Department doesn’t like us to do that. The Library’s maintenance man is
going to talk to the electrician and see what he suggests that we do in that
building to make more outlets accessible for your need and those of customers
using laptop computers and other devices. Sorry, I don’t have a quick solution,
but I promise we are going to continue to work on it until we have something.
Customer: OK, thanks for the effort.
I would like to make a donation to the library specifying that it be used at Mariners Branch. Is this
possible? I notice the Branch has a large portion of the library devoted to children as well as ample
designated space for teenagers in a lovely space. Both of these are critically important in my
opinion. These children and young people deserve the pleasure and advantage of reading. Our
country needs an educated population. There is also a computer area for everyone to use, which is
laudable. I do not wish to detract from the organization of the library. However I see only two coffee
tables with a total of eight seats for all others who want to sit, reading in the peacefulness of the
library. (Perhaps I have not noticed some other seating there.) One grouping is in a busy, high-traffic
area opposite the copying machines, in the path to the DVDs, stacks and information desk. Could
there be additional reading areas, single covered chairs perhaps, or more furniture groupings? Could
the existing ones be placed in a more pleasant, secluded part of the library, nearer a window for
example, or at least out of the traffic path? Could a contribution help in doing this? I look forward to
hearing from you.
Debbie Walker responded via email as follows: I am writing this in response to
the e-mail you sent regarding seating and reading areas at Mariners and the
possibility of making a donation to assist with this. We are always pleased and
very grateful to have donations made to the library. We do suggest making these
through the Newport Beach Public Library Foundation. You may make a general
or targeted donation that would ask that your funds be specifically directed to the
Mariners Branch. We do appreciate your thoughtful comments regarding the
current Children's, Teen and computer areas. Although we are somewhat limited
by the size of the branch and current shelving arrangement, we will certainly take
a look at how we might reconfigure or enhance current designated spaces. Again
thank you for your suggestion and offer of funding. We strive to provide all of our
library customers with a positive and productive experience when they visit our
facilities. Don't hesitate to contact me if you have any further questions or
comments.

Melissa Kelly responded via email as follows: We are glad that you like our new
furnishings. The desk chairs are Eames Management from Herman Miller and the
lounge chairs are the Passerelle Armchair from Coalesse. The furnishings were
purchased through Pivot Interiors ( www.pivotinteriors.com ). Thank you for using
the Library, we welcome all of your questions.
Melissa Kelly responded as follows: I am forwarding this comment on to Fong Tse
of the Public Works Department, who has purview over the parking structure.
Fong Tse let Melissa Kelly know that the city is responding to the customer's

classes for iPads and Kindle Fires. We have a class scheduled on Thursday
1/30/14, from 6-8 PM, during which customers will be instructed on how to utilize
the Library’s downloadable book and magazine services. The class is free for all
participants. If you have an older device, please check our Events Calendar for
Tuesdays @ 2 training classes, as some classes will focus on using older
ereaders with our downloadable services. Please let me know if we may be of
further assistance.

Sorry for such a mundane question, but could you tell me either the place you bought the new desk
chairs and sitting chairs or the brand or manufacturer. They are so good on the back. I need

A customer stopped in Administration Office to say he is concerned someone may trip on a cement
block located by a Handicap Parking Space by an entrance / exit doorway in the new Civic Center
Parking Structure. The area he is referring to is the first space on the left as you enter the parking
structure from Civic Center Green Level Two. The customer suggested painting the cement block so
it would be more visible.

Several times in the last few months, I have asked them for information which I as a decrepid senior
am unable to locate on the internet. They have always been extremely willing and courteous and
accurate. From a grateful tax payer.
Heather Hart responded via email as follows: Thank you for the recent comment
form you left at the Mariners Branch Library. I love that you live close by and use
the library! You also had a suggestion about categorizing our movie collection by
the year they were made. At this time we will be sticking with the genre
categorization system. We put a lot of thought and effort into making the movies
browse-able by movie type, and the majority of feedback we received from library
users was in favor of the genre categories. Our library staff members are happy
to help you find films from specific years—just ask at the Information Desk and we
can assist you in searching the catalog, or using various online resources to find
the movies. Thanks for using the Newport Beach Public Library, and please let me
know if there is any further way I can assist you.
I just checked the library webpage and I didn't see any sign of mobile device service. Does the library
offer services through mobile device? if yes why it is not in the home page? I even searched Google.
What I found is overdrive and magazine but how about mobile web?

December, like the rest of 2013, zipped by quickly. The Library remained busy throughout the
month:
Spark of Love
The Library served as a toy drop off site for Spark of Love. A Newport Beach Fire Department sponsored program, Spark of Love combined efforts with the U.S. Marine Corps Toys for Tots
program, Social Services Agency’s Operation Santa Claus and the Society of St. Vincent de
Paul Holiday Charities program. Working together as the Orange County Toy Collaborative,
these agencies collected and distributed approximately 300,000 toys to Orange County children who may have otherwise gone without during the holiday season. In addition to the Library, all
Newport Beach fire stations, Lifeguard headquarters, and City Hall served as drop-off sites for
new, unwrapped toys or sports equipment. Residential Trash Service Transition The Central Library and branches also served as designated sites for residents to choose the
appropriate number and size of trash carts they require as the City transitions to CR&R
Environmental Services.
Novus Staff Report Training Selected staff received training on the new Novus Staff Report software. Staff learned how to create staff reports and route them through the approval process.
Employee Performance Evaluation software training
All Library supervisors received training on the HRN Performance Pro employee evaluation
software. The Library has transitioned completely to the new system and staff reports that the software is both easy to use and an effective evaluation tool.

Branches
“Songs and Stories,” a new storytime for ages 2 – 5 that emphasizes stories, music, movement
and elements of yoga, began at Mariners on January 4. The storytime will be offered two Saturdays of the month and is held in the Victor Jorgenson room at the library. Mariners also
hosted a Fly Guy Party on January 14. Annika Helmuth, the new part-time Library Assistant,
began working at Mariners on a regular basis, and Alex Jenkins, the second part-time Library Assistant hired for the branch began training at Central on January 13. Alex will begin his
permanent assignment at Mariners on January 27.
Balboa hosted a Rainbow Magic Fairy party on Thursday, January 23. Over 30 young participants (and over 20 grown-ups) enjoyed crafts and stories inspired by this popular series.
Making fairy wands, decorating cookies and participating in a scavenger hunt in Fairyland were
only some of the popular activities offered.

Youth Services
On Tuesday, January 14, Ric Morton, a.k.a. “Professor Wisenheimer” presented his interactive
Silly Science Show. Over 130 children and adults were entertained (while learning too) by Mr. Morton’s fun and educational show. After several years of having the same storytimes,
Librarians Mona Kobersy and Evelyn Rogers decided to make a switch and begin the New Year
with a new assignment. Mona is now doing the Toddler storytime on Wednesday mornings and
Evelyn took over Pajama Storytime on Monday evenings. They are enjoying the switch and energized by the change.
On Thursday, January 23, Heather Hart, Andrea Jason, Evelyn Rogers and Christine Chapel all attended the annual Performer’s Showcase held at the Yorba Linda Community Center. This
event is sponsored by the Santiago Library System (SLS) and offers librarians in southern
California the opportunity to see and book performers for Summer Reading Program and other
library events.
Teen Services
Mona Kobersy conducted her first solo YAAC meeting. The teens made snowflakes to
decorate the Teen Center and participated in a survey to let Mona know what they did (and
didn’t) like about Young Adult Advisory Council (YAAC) and YAAC activities. Mona is looking closely at attendance and member participation.

Passport Services
The Passport Services department has processed 425 applications since initiating the service
on May 6, 2013. This number does not include appointments that involved just taking passport photos for customers.
Tuesdays @ 2 Public Training
Beginning February 18, 2014, the Reference staff will offer public training on a variety of topics.
Topics include ebook training on older devices, Zinio, how to utilize the various databases and community resources for Senior Citizens. All classes will be held in the Media Lab and are free
to the public.
Manuscripts Book Discussion Group
The Foundation book group this month discussed Saul Bellow’s, “Henderson, the rain king.” Written in 1959, it has been ranked #21 on Modern Library’s list of 100 best novels and considered a modern day classic by many. It is the story of Henderson, a middle-aged man,
who despite his wealth is unsatisfied with his life. In his quest for meaning he travels to remote
African villages for spiritual and emotional enlightenment. Twenty-eight participants were present and a good discussion was had by those who managed to make their way through this
challenging title. This program is sponsored by the NBPL Foundation and is free and open to
the public.
Sunday Musicale
Chick songs: art songs by woman composers was the featured Musicale for Sunday. Karen Benjamin, with over twenty years of performing experience in musical theatre, opera, and
cabaret presented a showcase accompanied by a pianist and her husband who provided
commentary. Over 140 people attended the concert which was sponsored by the Friends of the Library and free and open to the public.

SUBJECT: Amendment to the Board of Library Trustees By-Laws
ABSTRACT:
Library staff requests approval of an amendment to the attached Board of Library Trustees By-Laws as presented.
The amendment would change the Board’s meeting date from the 1st Monday of the month to the third Monday.
RECOMMENDATION:
The City Attorney’s office reviewed the Board of Library Trustees By-Laws and made recommendations to the
Board of Library Trustees. The Board of Library Trustees proposed the revisions to the By Laws at their January
6, 2014 regular Board of Library Trustees Meeting. Staff requests approval of revisions as presented.
DISCUSSION:
The Board of Library Trustees currently holds the Board of Library Trustees Meeting on the first Monday of
every month. In the interest of presenting timely monthly statistics and reports, the Trustees suggested that
the monthly regular board meeting be held on the third Monday of each month commencing at 5:00 p.m. at
the Central Library unless noted otherwise. Study sessions, if necessary, may be held for the purpose of
discussing administrative reports, hearing staff presentations, gathering information, reviewing, discussing and
debating matters of interest to the Library. The Library Board of Trustees proposed that the change in
meetings dates will take effect on May 19, 2014.
Statistical reports from the previous month are not always available for Board meetings held on the first
Monday of the month. This leads to a significant lag between the time period of a report and the date it is
submitted to the Board. For example, for the meeting held on January 6, 2014, staff presented reports from
November 2013. The intention to provide current information to the Board and the public is the major
determinant in making this suggested change. Reports from the previous month will be presented on the
third Monday of the following month. Article V revisions are in keeping with verbiage in the City Charter. The
By Laws were last revised on October 1, 2012.
NOTICING:
Written notice of the proposed amendment was distributed to all members of the Board of Library Trustees on
January 21, 2014, at least ten (10) days prior to the February 3, 2014 Regular Meeting, in compliance with
Article VIII, Section 2 of the Board of Library Trustees By Laws. The agenda item has also been noticed
according to the Brown Act (72 hours in advance of the meeting at which the Board of Library Trustees
considers the item).

ARTICLE I

Section 3. They shall be subject to removal by motion of the City Council by at
least four affirmative votes.
Section 4. The members shall serve for a term of four years and until their respective successors are appointed and qualified. The terms are on a staggered
basis.
Section 5. Members shall serve without compensation for their services as such but may receive reimbursement for necessary travel and other expenses incurred on official duties when such expenditures have received authorization of the City
Council (either specifically or through inclusion in an approved budget).
Section 6. A vacancy resulting from any cause shall be filled by appointment by the City Council. The appointment shall be for the unexpired term.

Section 7. No member of the Board shall be financially interested, directly or
indirectly, in any contract, sale or transaction to which the City is a party and
which comes before the Board for approval or other official action or which
pertains to the Library. Any contract, sale or transaction in which there shall be such an interest shall become void at the election of the City when so declared by resolution of the City Council. No member of the Board shall be deemed to be
financially interested within the meaning of the foregoing provisions, in any
contract made with a corporation where his only interest in the corporation is that
of a stockholder and the stock owned by him shall amount to less than three percent of all the stock of such corporation issued and outstanding. If any member of the Board shall be financially interested as aforesaid, upon conviction
thereof, he shall forfeit his office in addition to any other penalty which may be
imposed for such violation of the City Charter.
Section 8. If a member absents himself from three consecutive regular meetings of the Board, unless by permission of the Board reflected in the Board minutes,
or ceases to be a qualified elector of the City, his office shall become vacant and
shall be so declared by the City Council.
ARTICLE III OFFICERS
Section 1. The officers shall be a Chair, Vice-Chair, and a Secretary. They shall
be elected at the first meeting in each fiscal year, which for this purpose shall be designated a regular meeting.
Section 2. Officers shall serve a term of one fiscal year and until their successors
are duly elected.
Section 3. The Chair shall preside at all meetings of the Board, appoint all committees, execute all documents authorized by the Board, serve as an ex
officio voting member of all committees and perform all duties generally
associated with the office. He shall appoint committee members.
Section 4. The Vice-Chair in the absence of the Chair or his inability to act shall preside at all meetings and perform all other duties of the Chair.
Section 5. The Secretary shall be responsible for the recording of minutes of all
Board meetings, keep a record of its proceedings and transactions, issue notices of all regular and special meetings and shall perform all other duties generally associated with the office.

ARTICLE IV
MEETINGS
Section 1. The regular meetings shall be held on the first third Monday of each month commencing at 5:00 p.m. at the Central Library or at a specified branch library, unless noticed otherwise. In the event the first Monday of the month is a
holiday observed by the City, such regular meeting shall be held on the next
business day commencing at 5:00 p.m. at the Central Library unless noticed
otherwise. Special meetings may also be held subject to compliance with the provisions of the Ralph M. Brown Act.
Section 2. The regular July meeting is designated the first meeting of the fiscal
year, unless otherwise determined by the Board.
Section 3. The order of business for regular meetings shall include but not be limited to the following items which shall be covered in the sequence as far as
circumstances permit:
(a) Call to Order and Roll Call (b) Approval of Minutes (c) Public Comments
(d) Action Items
(e) Discussion Items
(f) Communications (g) Monthly Reports (h) Trustee Reports
(i) Adjournment
Section 4. Study sessions, if necessary, may shall be held on the first Monday of each month if necessary at the Central Library, prior to the regularly scheduled board meeting, for the purpose of discussing administrative reports, hearing staff
presentations, gathering information, reviewing, discussing and debating matters
of interest to the Library. No official action shall be taken at a study session.
Study sessions shall be held subject to compliance with the provisions of the Ralph M. Brown Act.
Section 5. All scheduled and special meetings of the Board shall be publicly
announced and the proceedings of same shall be open to the public.
Section 6. Special meetings may be called at the direction of the Chair or at the request of three members, for the transaction of business as stated in the call for
the meeting.

Section 7. The Chair of the Board may request the attendance at Board meetings of any officer or employee of the City to assist the Board in its deliberations in an
advisory capacity.
Section 8. A quorum for transaction of business at any scheduled or special meeting shall consist of three members of the Board present in person. Section 9. All regular and special meetings shall be conducted subject to
compliance with the provisions of the Ralph M. Brown Act.
Section 10. Conduct and proceedings of all meetings shall be governed by the current edition of "Robert's RULES OF ORDER."
ARTICLE V
LIBRARY SERVICES DIRECTOR
Section 1. The City Librarian shall be the Library Services Director and is appointed by the City Manager who in turn retains the power to suspend or
remove the Library Services Director, subject to the provisions of Section 708(e)
of the City Charter, set forth in Article I hereof.
Section 2. The Library Services Director is a non-voting ex officio member of the Board, and prepares the agenda for all meetings in concurrence with the
presiding officer, and is responsible for the execution and implementation of
Board Policy.
Section 2.1. The Library Services Director is responsible for hiring and for giving proper direction and supervision to the staff.
Section 2.2. The Library Services Director is responsible for the care and
maintenance of the Library property. Section 2.3. The Library Services Director is responsible for an adequate and
proper selection of Library materials in keeping with the stated policies of the
Board.
Section 2.4. The Library Services Director is responsible for efficient Library service to the public.
Section 2.5. The Library Services Director is responsible for preparing the annual
budget and for effectively operating the Library within the limitations of the budget as accepted by the City Council and the City Manager and approved by the Board.
Section 2.6. The Library Services Director prepares and presents the annual
budget to the Board, reports the needs of the Library and the status of its service, and reviews with the Board matters involving the type and level of service.

Section 2.7. The Library Services Director represents the Board and the Library
at professional meetings and at community relations programs unless a Board
member has been assigned by the Chairman to this responsibility.
ARTICLE VI POWERS AND DUTIES OF THE BOARD
Section 1. The Board shall have those powers and duties described in Article I
hereof. Section 2. The Board shall have the same power as the City Council to compel
the attendance of witnesses, to examine them under oath, to compel the
production of evidence before it and to administer oaths and affirmations.
ARTICLE VII COMMITTEES
Section 1. The Chair shall appoint committees of one or more members each for
such specific purposes as the business of the Board may require from time to time. The committee shall be considered to be discharged upon completion of the purpose for which it was appointed and after the final report is made to the
Board.
Section 2. All committees shall make a progress report to the Board at each meeting.
Section 3. No committee shall have other than advisory powers unless, by
suitable action of the Board, it is granted specific power to act.
ARTICLE VIII GENERAL
Section 1. An affirmative vote of the majority of all members of the Board present
at the time shall be necessary to approve any action before the Board. The Chair may vote upon any motion before the Board.
Section 2. The By-Laws may be amended, in accordance with the City Charter,
by the majority vote of all members of the Board provided written notice of the
proposed amendment shall have been distributed to all members at least ten (10) days prior to the meeting at which such action is proposed to be taken.

Gifts offered directly to the Library will be reviewed and considered for
acceptance by the Board of Library Trustees in the following manner. Gifts
to the Library are also tax deductible.
A. Review & Consideration of Gifts.
1. The Library Director may approve for acceptance and appropriation gifts or donations up to $10,000 from the Newport Beach Public Library Foundation, the Friends of the Library, Newport/Mesa Pro Literacy or any other recognized Library support group on behalf of the Board of Library Trustees. The Board of Library Trustees will be formally notified of such acceptance in the Library financial report for the month immediately following the acceptance. 2. The Library Director may approve for acceptance and appropriation gifts or donations up to $500 from any individual or other group on behalf of the Library Board of Trustees if either the gift or donation is unrestricted or the appropriation meets the criteria outlined in City Council Policy I-3, Newport Beach Public Library Collection Development Policy. The Board of Library Trustees will be formally notified of such acceptance in the Library financial report for the month immediately following the acceptance. 3. Gifts or donations not covered by Section 1 or 2 above must be specifically approved for acceptance and appropriation by the Board of Library Trustees. AB. Recognition of donations by plaques, signage or other permanent display shall be approved by the Board of Library Trustees. BC. Dedication opportunities exist for those donors who make gifts to specific areas of the Library. Gifts to fund specific collections or areas of the Library must be reviewed and approved by the Board of Library Trustees and be compatible with the Collection Development Policy of the Library. Established in 1989 as a collaborative public-private partnership with the city of Newport Beach,
California, the Newport Beach Public Library Foundation provided the funds that enabled the
Central Library to be built in 1994.
The Foundation has continued to increase its membership as well as its ability to supplement tax-
based funding for the city’s Central library and its three branches (Mariners, Balboa and Corona del
Mar). Its efforts have provided the essential financial support that funds the library’s priorities and
drives its innovative community programs and services.
The Foundation’s strength also lies in the city’s many community volunteers, whose dedicated
service and generous contribution of time, talent and resources have helped develop the Newport
Beach Public Library into a world-class facility.
Since 1997, the Foundation has raised and contributed $3,597,336 to the Newport Beach Public

The Newport Beach Public Library Foundation funds valuable library resources and programs ––
engaging the community in cultural and intellectual adventure through the sponsorship of diverse public
programs and cutting-edge library enhancements.
So what does that mean exactly? It means that we raise crucial funds for the library. The library’s
budget from the city has only 12% of funds allocated to materials (items available for check out); the
remainder (more than $150,000 annually) is provided by the Foundation.
We also spearhead cultural and literary events (like the Witte Lecture Series) –– that have put the
library on the map and have included celebrated authors like George Plimpton, Tom Brokaw, Michael
Pollan, Jared Diamond, Robert Gates, Lisa See, Frances Mayes and many, many more.

Ten significant items that have been made possible by the NBPLF in the last ten years include:
1.Millennium Integrated Library System: state of the art cataloguing for all the materials at the Newport
Beach Public Library. $225,000

3.Essentials: new Popular Library desk, all new shelving, furniture, computers: $50,000
4.Mariners Migration: the Mariners Elementary School library had to be integrated into the Newport
Beach Public Library when it was connected during the branch remodel in 2006. Major support for
the opening of the Crean Mariners Library (adult/children’s materials and grand opening celebration
for community)
5.E-commerce: to allow customers to handle library transactions online (fees, etc.)
6.Collection Materials: such as books, audio books and children’s picture books, Blu-ray discs, DVD’s and
more.
7.Increased bandwidth: for faster Internet connections, downloads, etc.
8.E-readers (iPads,Nooks and Kindles): for customers to check out and for demonstration purposes;
providing much-needed education about the new e-reader formats
9.WiFi: wireless Internet access at the Central Library
10.NY Times and LA Times historical databases: heavily used by students, genealogists and history buffs.
As the role that hardcover books play in our lives changes, so too does the role of public libraries. Much
has been made about the future of the public library, with questions about its current place in our
world.
The surprising reality is the Newport Beach Public Library is more relevant now than it has ever been.

The Civic Center & Park Project was designed by the internationally recognized firm of Bohlin Cywinski Jackson.
Peter Walker & Associates designed the landscape; one of their recent projects was the 9/11 Memorial in New
York City. The Civic Center & Park Project includes a city hall building, one of the city’s largest parks, a 450-
space parking structure, and an expansion of the Newport Beach Central Library. It is located on two parcels
inland of the Newport Beach Central Library and bordered by Avocado Avenue and MacArthur Boulevard.

The Newport Beach Central Library expansion includes an additional 17,000 square feet of library space and links
the Library and Civic Center. The expansion improved the children’s library; greatly expanded reading/study areas;

Middle East, and the White House to China, the Witte Lecture Series has provided access to highly-
regarded speakers on these subjects and many others. It is our privilege to present this program in the
beautiful Newport Beach Public Library where every guest has an opportunity to meet the speakers, ask
questions and share good company with like-minded, curious people.
Some of the big name speakers we’ve had over the last 16 years have included: Tom Brokaw, George
Plimpton, Robert Gates, Jared Diamond, Dominick Dunne, Frances Mayes, Ruth Reichl, Andy Rooney, and
Michael Pollan, just to name a few.

Every contribution given to the Foundation is carefully managed
in order to provide the greatest benefit to those using the Library
and participating in its programs. The Foundation supports the
Library both through its Annual Fund and Endowment Fund.
Annual Fund
The Annual Fund is a critical part of the organization. The chart
at the right shows how contributions to the Annual Fund are
utilized. Over three quarters of every dollar directly supports
programs and greatest needs at the Library; the remainder
supports operations and encourages new revenue sources.
Endowment Fund
A source of ongoing support, the Endowment Fund is held in
perpetuity and managed by Canterbury Consulting, Inc. of
Newport Beach, CA. The experienced management group is
dedicated to helping the Foundation meet its investment
objectives and provide long-term protection for the Library
system. Each year, five percent is given to the Library, if the
funding is earning as much, for its greatest needs and programs.
The history of the Newport Beach Public Library dates back to 1920 when the first public library was
established in Balboa with a collection of 1,100 books. The original Corona del Mar Branch opened in
1947 and was replaced by the current Branch in 1959. Mariners Branch followed in 1963, and the
Newport Center Branch opened in 1980.
In 1989, largely due to the determination and will of individuals and small community groups, a vision
of great magnitude began to form. It was under the remarkable leadership of Elizabeth and John Stahr,
along with the dedicated support of the Board of Library Trustees, that fundraising and awareness-
raising began and the City Council authorized the building of a new Central Library.
On July 10, 1994, the Central Library opened, an $8.2 million state-of-the-art facility designed by the
team of Simon Martin-Vegue Winkelstein Moris, San Francisco, in association with James L. Pirdy,
Newport Beach. Each year more than 1.2 million people walk through the impressive entryway as well
as the branches, and circulation of our materials system-wide is 1.5 million annually.
The Central Library brings more than books to the community. True to its mission, it has become the
cultural, educational, and informational heart of Newport Beach.

Our children’s section has vastly improved as a part of the library
expansion. Current children’s services include:

Pajama Storytime, Family Storytime
