support of item no. 6, award of street paving contract on the 03-10-2026 agenda.

Honorable Mayor and City Council Members:
This letter is to provide input from the Eastbluff Homeowners' Community Association regarding item No. 6
on the City Council's March 10, 2026, agenda to award contract No. 9946-1 to Onyx Paving Company,
Inc., for a bid price of $1,082,000 and a contingency of $110,000 to cover the cost of unforeseen work. This
work is related to the City's Street Pavement Repair Program FY 2025-26.
Our community of Eastbluff homes comprises 460 single-family residents and is a significant portion of the
scope of work under this paving contract. Our HOA has worked with the City Public Works Department the
past two years on speed limit signs, barriers to restrict vehicles crossing at Bison and Jamboree to provide
safer right and left turns only, crosswalk repainting, and flashing red lights on stop signs on Eastbluff Drive
for the safety of children attending CDM Junior and High School and pedestrians walking or biking to the
shopping center. The work accomplished has improved safety in our community and is appreciated.
We support the award of the paving contract and thank the public works department for its efforts to
maintain our streets properly. It is our understanding that the signage and speed limits painted on the
pavement, and the Bison/Jamboree street crossing prohibition, will be replaced as part of the maintenance
project.
We also thank the City Council for its efforts to budget funds and stay on track with the City's pavement
repair program.
