HomeMy WebLinkAbout04/20/1944165 ' The Newport Beach City Planning Commission held its rega- lar monthly meeting on April 20, 1944, at 7 :30 Poll in the Council Chambers, City Hall, Newport Beach, California. Chairman Hopkins presided. ROLL CALL Commissioners present: Hopkins, Johnson, Baltz, Isbell, Al3e n, Nelson, Patterson and Campbell. of absent: Soager (ill) MINUTES Commissioner Johnson .moved that Minutes of March 16, 19449 and March 20, 1944, a fl �r -�B,- X94 , respeotivoly, be ap- proved as written. Motion seconded by Commissioner Patterson. Carried and so ordered. M Second Public hearing application of John A. Harvey and Edith G. Harvey to rezom Lots 17 and 18, Block 1, Section 4, Balboa Island. In the absence of Secretary Seeger the assistant Secretary read a letter dated April 18, 1944, addressed to the Newport Beach City Planning Commission, from John A. Harvey, in which he withdrew his application for rezoning of Lots 17 and 18, Bloipk 1, Section 4, Balboa Island. A letter addressed to the City Council withdrawing the application was also read.. The Chairman suggested a motion that all documents pertaining to the Harvey application be filed together and preserved in the files as one matter. Commissioner Patterson moved that the.peti- tion of John A. Harvey and Edith G. Harvey together with all papers and documents pertaining to application of John A. Harvey and Edith G. Harvey be held together and filed. Motion seconded by Commissioner Johnson. Carried and as ordered. Commissioner Patterson moved that the request of John A. Harvey for withdrawal of his petition to rezone lots 17 and 18, Block 1, Section 4, Balboa Island, be granted. Motion seconded by Commissioner Isbell. Carried and so ordered. Application of Charles A. Robinson for rear yard variance for proposed garage upon Lots 7 and 8. Block 27, Newport. After considerable discussion as to the merits of Mr. Rob - inson's application, the Chairman suggested that the matter be held over for hearing until the next regular monthly meet- ing of the Commission to give the Commissioners more time to ' study the situation. Commissioner Johnson moved that the matter of the hearing an the application of Charles A.Robinson for rear yard variance for erection of proposed garage upon lots 7 and 8, Block 27. `�:• r; 166 Newport Beach, be held over until the next regular monthly meeting of the Commission, May 18, 1944, so that the Gem - missioners could view the property and decide what steps ' should be taken. Motion seconded by Commissioner Campbell. Carried and so ordered. REPORT 01F db9ff fTT In the absence of Secretary Seager, Chairman of the Master 'RASTER PLAN} Plan Committee, no report was submitted. 'TRAFFIC PLAN) Commissioner Johnson, Chairman of Traffic Plan Committee, said he had no report to make at this time. Tyre Chairman suggested that the Commission might be interested in hearing from Commissioner Patterson as to his plans for parking facilities on Central Avenue. Commissioner Patterson submitted drawings marked Ilan A and Plan B having to do with traffic control and parking facilities between MoFadden and . Alvarado, and explained in some detail what he proposed to do under this setup. After considerable d isoussion and various suggestions, Commissioner Johnson moved tlutt the matter be left to the Traffic Plan Committee for further study. Motion second- ed by Commissioner Isbell. Carried and as ordered. BUS- Councilman Stanley, who was present during the meeting, asked permission to place two matters before the Commission for con- sideration. First - the advisability of the City of Newport so- ' curing a thirty day option and acquiring, if possible, at the lowest cash figure, all lots comprising Block 116 and two lots in Block 117, lying opposite the City Camp Grounds and fronting on Central Avenue. Councilman Stanley explained briefly his reasons for this suggestion, after which, a motion was made by Commissioner Baltz that the Newport Beach City Planning Commis- sion endorse Councilman Stanley's suggestion that the City of Newport Beach secure a thirty day option to acquire, if possible, at the lowest cash figure lots comprising Block 116 and two lots in Block 117, said lots being opposite the City Camp Grounds and fronting on Central Avenue, and that the Secretary be instruct- ed to transmit such endorsement to the City Council. Motion seconded by Commissioner Allen. Carried and so ordered. The second item suggested by C sane ilman iStanle y was the proposi- tion of the acquisitien by the City of Newport Beach of that certain property fronting on Ocean Boulevard, Corona del Mar, which has been "the bone of contention" between the Citizens Nat'l Bank and the property owners of Corona del Mar. He sug- gested that the City offer the Bank $6.00 a front foot, which he thought the Bank would not accept, but which would be the first step towards a settlement of the problem. He said the City could use the property, if acquired, for recreational and parking purposes. After some discussion, it was decided to let ' the matter rest at this time.
