Furthermore, the City shall not be held responsible for any future problems with the subject utilities in con- junction with the conversion of the existinc triplex to a three unit condominium complex. 3. Public hearings were opened in connection with these matters. Taylor Grant, 18092 Skypark South, Irvine, appea before the Commission to answer questions in connection with the proposed development and concurred with the staff report and recommenda- tions. He reviewed the proposed architectural design and the plot plan and elevations of the project which included the location of the build ings, proposed parking, setbacks, and landscaped areas. Planning Commission discussed the density of development in the area both within the City of Newport Beach and the City of Costa Mesa. There being no others desiring to appear and be heard, the public hearing was closed. Commissioner Seely felt that the proposed devela ment and density was an appropriate mix for the area and that it would meet the need for multi- family dwelling units which would fit in and enhance the area, especially in view of the high quality development and architectural design bei proposed. Commissioner Hummel commented on his reluctance create lots which do not front on a dedicated street and felt that the proposed request was - an inappropriate way to develop the property. Commissioner Frederickson felt that the proposec development was a good compromise for those who . could not afford single family dwellings. Commissioner Heather felt that the area with its high density and noise did not lend itself to estate type single family residential units with their deep lots and that the proposed developmer was the best compromise. Commissioner Frederickson commented on the fact that since we own and maintain beaches for the State of California, we are also obligated to th citizens of other cities in California as well a our own. Planning Commission discussed the matter of beac and their relationship to the goals of the City Newport Beach. Motion X Following discussion, motion was made that the All Ayes City recognize its responsibility to the general public insofar as it relates to public lands hel in trust by the City for the general public. • Commissioner Heather commented on the lack of a Community Facilities Element and the fact that libraries and the need for libraries had not bee addressed. Commissioner Agee concurred with the comments m in the staff report and felt that the recommenda tions suggested should be followed rather than waste time re- writing this particular document. He also felt, however, that the concerns of the Citizens Environmental Quality Control Advisory Committee and the concerns of S.P.O.N. should be recognized and not overlooked because they are valid concerns and should be given consideratior at the appropriate time. Community Development Director Hogan reported or the programs presently under way in connection with some of the concerns expressed. He further advised that it was the intent of the Environ- mental Analysis document to furnish information and if it was felt that the information itself was not useable, then the document should be revised. Commissioner Cokas concurred that the concerns c • C.E.Q.C.A.C. and S.P.O.N. should not be ignored and should be recognized.
