MEETING MINUTES

1. WELCOME AND INTRODUCTIONS
The meeting was called to order at 4:30 pm and introductions were made.
2. APPROVAL OF MINUTES FROM SEPTEMBER 12, 2011, MEETING
The minutes were approved.
3. OLD BUSINESS: CAPITAL PROJECTS.
a. Key intersections - As requested, the area of the locked gate on Spyglass has
been striped to eliminate confusion. The new striping program was approved
by Council and should begin in November. These include areas on PCH,
Bonita Canyon and Newport Coast Drive and the 73.
b. Utility vehicles - All city maintenance vehicles will be required to put out cones
when their trucks take up a bike lane, and the property management
company for the Newport Coast master association will be notified of the
requirement as well.
c. Harbor Day School - The school will be contacted and reminded that cars are
to exit in order, to check for cyclists and other cars as they pull out, to remind
all drivers in the family, and to have monitors. The area will be reviewed for
striping or signage. Some of the public felt that striping could be
counterproductive. There will also be an inquiry as to whether this is a school
zone and speed should be restricted.
d. NHHS area has what appears to be a bike lane, but is a parking area. This will
be looked into.
4. OLD BUSINESS - EDUCATION AND OUTREACH
a. Bike map- The map is on the city’s web page under the Recreation and Senior
Services Department.
b. OCTA - Tony Petros reported on a conference call with OCTA. OCTA is working
with Supervisor Nelson on a regional approach to bike trails in his district.
Supervisor Bates has expressed interest, and with council approval, an
approach will be made to her. There was a question whether we had signed
on to OCTA’s Commuter Bikeway Strategic Plan which would make the city
eligible for funds. Charles Larwood of OCTA will be invited to the next
committee meeting.
c. Discussion of the city’s bike event was postponed until the next meeting. The
Recreation Department will be contacted for input.
d. Bike signs - There is a new sign—“Bikes May Use This Lane.” The committee
agreed that staff should include this among the signs in use.
5. POLICE REPORT - THERE WAS NO POLICE REPORT.
6. PUBLIC COMMENT
a. There was a request to remove the Bots dots on the road leading to Big
Corona and along Bayside; AAA has a bike brochure, and Denis will get
copies; there is a blind curve on Ridge Park which needs some sort of traffic
calming; cyclists are required to have lights at night and this should be
enforced; a rear-mounted camera on the bike has resulted in drivers being
careful; cyclists are urged to maintain visibility by taking the lane.
7. ADJOURNMENT
NEXT MEETING - NOVEMBER 7, 2011, IN THE FRIENDS ROOM.
Potential agenda: OCTA presentation; Recreation Department report; discussion of
bike event.
