WELCOME AND INTRODUCTIONS The meeting was called to order at 4:30 pm and introductions were made. 2. ROLL CALL Committee members – Mayor Pro Tem Gardner, Denis LaBonge, Sean Matsler, Tony Petros, John Heffernan, Steve Sholkoff, Barbara Danzi City staff - Brad Sommers, Matt Dingwall, Lt. Hartford, Sean Levin, Mary Locey Members of the Public – Nisha Gutierrez, Jaime Gutierrez, Jim Mosher, Matt O’Toole, Dan Purcell, Amy Senk, Ron Wortman 3. APPROVAL OF MINUTES FROM OCTOBER 3, 2011, MEETING The minutes were approved. 4. OLD BUSINESS: CAPITAL PROJECTS A. Capital Projects 1. Key Intersections update: Mr. Sommers reviewed the striping plans 2. Harbor Day School update: No update was provided. 3. Review of mission and update on committee activities/accomplishments: Mr. Petros reviewed the mission and committee accomplishments including the preparation of a bike map, review and updating of the master plan, and implementation of a number of the Safety Task Force recommendations on intersections. A report will be prepared for the City Council to review at the next meeting, with a request to continue the committee for the immediate future. B. Education and outreach 1. OCTA: a representative will be present at the next meeting 2. Bike Event: a discussion with representatives of the Recreation Department suggested that any significant use of Back Bay Drive will be vetoed by Fish and Game. Instead, it was suggested that a less structured event be considered which would focus on a park with activities (obstacle courses, BMX demonstrations, poker ride) as the center, with focal points such as Back Bay Science Center and Muth Interpretive Center but people getting there on their own and on their own time. Having it on a Sunday morning in May was suggested. Recreation will check for available dates. Contact will be made with the Department of Fish and Game and the County. 5. NEW BUSINESS A. Bike racks—a list of proposed bike rack locations will be included in the report to council: Wedge Park, Balboa and Newport piers, Big Corona, Eastbluff/Back Bay trailhead, Ridge Park entry to Crystal Cove State Park, Marguerite/PCH and/or Goldenrod/PCH B. Lane Striping—Irvine Ave. between schools. Mr. Sholkoff highlighted the problem. A member of the school board will be invited to the next meeting to discuss this and other ways that bike safety around schools can be improved. 6. POLICE REPORT No police report was provided. 7. COMMITTEE ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON-DISCUSSION ITEM) No announcements were made. 8. PUBLIC COMMENTS Mr. Purcell showed the area where a cyclist suffered a fatal injury. 9. ADJOURNMENT The next meeting will be held on Monday, December 5, 2011, in the Friends Room, Central Library.
