BICYCLE SAFETY COMMITTEE
Monday, April 4, 2011

1. The meeting was called to order at 4:30 p.m. and introductions were made
2. Old Business: Capital Projects.
a. Castaways restriping—the path will be recoated with one center line painted on it like
the Balboa boardwalk. May/June time frame. Signs will be placed at the blind corners,
Watch for Pedestrians and Share the Road signs are being considered.
b. Downhill speed advisory signs—the signs were displayed, control vs watch speed was
discussed. “Watch” is the word used in most approved signs. Denis suggested
contacting cycling groups as to the message. Marshall Perkins felt the signs were
inappropriate because they focused on cyclists instead of motorists.
c. Sharrows outreach—CdMRA annual meeting: Tony and Sean will do the presentation.
A request will be sent to committee members to man the table, there will be visual
displays of the stretch of PCH with sharrows and also a sample sharrow stencil. Denis
emphasized the importance of outreach if the sharrows in CdM go forward including
temporary signs and contact with schools, HOAs and nearby cities. Tony asked that the
City Attorney advise on liability issues before a decision is made.
d. Key intersections—the Task Force indicated intersections that could benefit from
restriping, and staff is reviewing those areas, particularly free right turns, and also
considering rumble strips on the Newport Coast Toll Road intersection. This will come
back to the committee for review.
3. Old Business—Education and outreach
a. Bike map—the map has been updated but needs additional review. The City is now on
Google Map.
b. Letter to HOAs—it went out, and there has been no response from HOAs. Denis pointed
out that in some areas there may be no other place for gardeners to park and suggested
that they should use cones.
c. Outreach/awareness—a cyclovia was discussed. The committee is to come to the May
meeting with route suggestions.
d. OCBC update—it is sponsoring a class for CalTrans engineers on bicycle transport; April
15/16 there will be; bike safety skills class; there are bike fairs with REI and Ride to Work
Day with UCI 5/18.
e. Police report—there has been a decline in accidents for the first part of this year as
compared to last; the department will be doing a push against texting and other driving
distractions.
4. New Business
a. Complete Street legislation: Tony recommended a show approach to changes.
b. Lighting—Denis requested a presentation by a boy who won an award at a science fair
for bike lighting. Nancy will follow up.
c. Bike racks—staff will be look at spots recommended by the task force for bike racks.
5. Public comment
a. It was suggested that more riding on sidewalks be permitted. Committee members are
to come back with location suggestions. Tony reminded that sidewalks must be of
regulatory width.
